MANAGEMENT CONSULTANT
ROLE OF MANAGEMENT CONSULTANT
Retained by WisDOT as an extension of SE Region Staff
Serve as a resource to Municipalities, Utility Companies,
Design and Construction Engineers, and Contractors
Ensure compliance with State and Federal Standards regarding
design and construction projects with utility involvements
Review and Process PS&Es and Utility Documentation for LET
Provide construction oversight including, but not limited to,
facilitating utility conflicts during construction
MANAGEMENT CONSULTANT
MC REVIEWS (PRIOR TO PS&E):
Submittal materials - utility correspondence, emails, letters,
phone logs to ensure all steps of the utility coordination
process have been completed
Municipality approval of WORK PLANS (Roadway Permitting
Authority), design plans, plat, UTILITY LOG, and USR
**Designer provides copy of above to MC for WisDOT Project
File 28 days prior to PS&E Approval

COORDINATION BETWEEN PS&E & LET
THIS IS WHERE THOSE SPECIAL PROVISIONS ARE IMPORTANT:
If Specials state that they will be moving PRIOR/DURING –ORNOT AT ALL; documentation of utility commitments becomes a
major factor for bidding and scheduling of construction activities
Sponsor or Designer is responsible for monitoring and reporting
progress of utility relocations between PS&E and LET.

MC may assist in resolving utility conflicts

Ensure the accuracy of plans or utility involvements in
PS&Es
Approve Utility Work Plans on behalf of the Municipality
Grant permits to Utility Companies on behalf of the
Municipality
Issue Notice to Proceed to Utility Companies to begin
relocations or adjustments within Local Road R/W on
behalf of the Municipality

LOCAL PROGRAM (FEDERAL-AID) PROJECTS DO NOT
FALL UNDER ADMINISTRATIVE RULE TRANS 220
 Use of Trans 220 forms is NOT allowed. MC will furnish similar forms that
have been created for the Local Program.
 Despite not falling under Trans 220, utility coordination process for all
Local Program Projects remains the same, including timeframes necessary
for coordination and approval of Utility Work Plans. Following utility
coordination LEAD TIMES during design is KEY (60/90/120 calendar days
afforded to Utilities for return of Work Plans)
UTILITY COORDINATION MEETINGS
Should have TWO (2) Meetings:
 Operation Planning Meeting (OPM) is required
 Recommended meeting for Plan submittal to Utility Companies for request
of UTILITY WORK PLANS

UTILITY WORK PLANS FOR PS&E PURPOSES
Municipality (and Designer) reviews UTILITY WORK PLANS to Account for:
 WHAT the work is
 WHEN the work will be done
 WHO will be doing the work (utility company forces or contractors)
 WHERE they will be doing the work needed to clear construction
***Once ALL questions are answered, a clear picture should emerge of time
lines and activities.
NOTE: When requesting information from a utility, request Station/Outs to describe all
relocations of BOTH EXISTING & PROPOSED facilities.

 NEW USR (DT1080) completed by the DESIGNER & Signed by LPPM
 ALL dates and columns are required to be filled in COMPLETELY with
necessary information
 DT 1080 instructions in Utility Guide CHAPTER 15
PS&E DOCUMENTS - REVIEW AND TIMING
 ALL UTILITY DOCUMENTS/MATERIALS SUBMITTED TO MC TWENTYEIGHT(28) DAYS PRIOR TO FINAL PS&E DATE (FDM 19-1-1)
 UTILITY SPECIAL PROVISIONS based on Municipality Approved utility
work plans
 USR reflects what is stated in APPROVED UTILITY WORK PLANS and
SPECIAL PROVISIONS
 COPIES of correspondence that documents commitments stated in PS&E
SPECIAL PROVISIONS
 STATUS of any compensable utility interest(s) and copies of those
documents
