Statement of Educational Need
TARGET AUDIENCE
Nationally, in-utero drug exposure has dramatically
increased over the last decade. In Tennessee, the state
hospital discharge database shows there has been a
10-fold increase in NAS babies born from 2000-2010.
Estimates from prevalence studies in Kentucky hospitals
and nearby states, suggest at least 10% and up to 60% of
newborns are exposed to drugs as a result of substance
abuse during pregnancy. Substance abuse is increasingly
becoming a threat to our nation’s and state’s health, with
Kentucky leading the nation in prescription drug abuse.
Substance abuse puts children at risk from the direct toxic
effects of these substances as well as the dysfunctional
family environment they are surrounded by after birth.
2009 data suggests 77.6% of charges for NAS nationally
were attributed to state Medicaid programs, with mean
hospital charges of $53,400 per case. The associated
medical and public health cost of in-utero drug exposure
in 2009 was between $70-$112 million. This rising
epidemic demands attention and family focused
intervention with research and establishment of
evidence-based best practice guidelines.
This activity is targeted toward physicians, nurses and
social workers, physical, occupational and speech therapy
in the specialties of maternal-fetal medicine, OB/GYN
pediatrics, addiction and neonatology.
