National Night Out
Tuesday, October 7th
The Bartonville Police Department
and Bartonville Crime Control District
will host a “National Night Out” on
October 7th beginning at 6:00 p.m. at
Bartonville Town Hall.
National Night Out is a great time to get out and
visit with your neighbors and have the opportunity to
meet the Officers who work for you in this great
town. Activities will be held at Town Hall and will
include free food, a bounce house, music, a magic
show and more.
National Night out is held each year to heighten
crime and drug prevention awareness, strengthen
neighborhood and police partnerships and let
criminals know that neighborhoods are fighting back
against crime. While this one night is certainly not an
answer to crime, drugs, or violence, National Night
Out represents the kind of spirit, energy and
determination to help make neighborhoods a safer
place year round.
Bring your family and have some fun!

Meetings with the Mayor
Mayor Bill Scherer will host an
informal meeting every month between
7:00 and 8:00 p.m. at Town Hall,
beginning Tuesday, September 30th.
Residents are encouraged to attend
for informal open discussions regarding
town-related issues.

electing one citizen to serve as
Councilmember Place 3 for the unexpired
term ending May 2015 will be held on
Tuesday, November 4, 2014.
The following individuals have filed for a
place on the Bartonville Special Election Ballot (their
applications can be viewed on the Town’s website
www.townofbartonville.com/elections).

Petitions for a local option election were submitted to
the Town of Bartonville on March 3, 2014. On April
14, 2014, the Town Council accepted and approved the
certification of the number of qualified signatures, and
ordered a Special Election (Local Option Election) to be
held on Tuesday, November 4, 2014, to vote on a
proposition to legalize “The legal sale of mixed
beverages in restaurants by food and beverage certificate
holders only.”

2014-2015 Adopted Budget
The Texas Local Government Code requires the
Budget Officer to prepare a municipal budget to cover
the proposed expenditures of the municipal
government for the succeeding year. The budget shall
be itemized to allow as clear a comparison as
practicable between expenditures included in the
budget and actual expenditures for the same or similar
purposes made for the preceding year. The budget
must show as definitely as possible each of the projects
for which expenditures are set up in the budget and the
estimated amount of money carried in the budget for
each project.
The Town’s fiscal year begins October 1 and ends
September 30. The budget is divided into several
accounts, known as funds. These funds include the
General Fund, a Capital Improvement Fund,
Wastewater Fund, Street Maintenance Fund and
Special Funds (Bartonville Community Development
Corporation and Bartonville Crime Control &
Prevention District).
The General Fund contains the largest amounts of
revenue and expenditures. The General Fund’s largest
source of revenue is property tax. The budget is based
on a tax rate of $0.192940 per $100 of assessed value,
the same tax rate as last year. Other sources of revenue
include general sales tax, franchise taxes, license and
permit fees, and municipal court fines.
It is the policy of the Town to prepare a balanced
budget. A balanced budget is one where the proposed
expenses are less than or equal to the estimated
revenues.
A balanced budget may also include situations
where the Council approved the use of reserves of the
fund balance to offset the revenue shortfall. If, during
the year, the revenues received or expected to be
received will be less that estimated the Mayor or Town
Administrator will recommend a revised or amended
expense appropriation for Council approval that will
again balance the budget.
