Ⅰ Creating a Reconstruction Plan for Okuma
It has been 2 years and 9 months since the Great East Japan earthquake and the Fukushima Daiichi Nuclear disaster. It is still impossible to foresee when citizens can
return to their homes, but the surrounding environment is gradually changing.
The radiation level in Okuma Town is continuing to decrease as time progresses. While there are areas projected to have a low radiation level, the levels in some areas are
so high that it is not possible to return. This is despite extensive decontamination efforts.
While there are areas where the radiation levels are projected to decrease in a relatively short amount of time, currently there is not a clear standard to classify radiation
levels. Except for specific areas in Okuma, it is not yet possible for citizens to return to their hometown.
With the passing of time the deterioration of buildings progresses, and it is estimated that it will be difficult to reuse the current public infrastructure. Even with the current
decontamination methods, it is important to consider that it is not possible to completely eliminate contamination in the high-radiation areas.
In local surveys and at social gatherings, the town has received several responses from its citizens such as, "We have decided to never return (to Okuma),” ”Even if we
want to come back, we won’t be able to return for many years.”
Decontamination activities are currently underway this year, and options regarding interim storage facilities are being considered. We have created a reconstruction plan
for Okuma Town, and are looking towards creating a second plan for reconstruction for Okuma Town.
There are five main issues regarding the Reconstruction Plan

Housing” to establish residential bases outside the town.
②Continue creating Municipally-subsidized housing as long as
evacuation order is in effect.
2.Assist townspeople residing outside the town to live safely and
comfortably.
3.Take measures to maintain a community for townspeople to
eventually rebuild their hometown, and strengthen bonds to help
revive the town despite prolonged living under refugee life.

4.Monitor progress of decontamination and radiation levels, and
proceed with mid-long term reconstruction of the town.
5.As a first step of reconstruction, Ogawara district will be
designated as the center of restoration activities.

 We believe the first and most important step for the townspeople living outside of
Okuma, is to help provide them with a safe and comfortable lifestyle.
 In addition to the town, will be working with the national government, prefecture,
and other related municipals so we can support each and every needs of
townspeople, whether they wish to return to Okuma, or to live elsewhere.

 Provide real-time reconstruction, decontamination, radiation level news
within Okuma town, using various media sources.
 Provide information related to (damage) compensation
 Periodically provide information regarding residence, medical, welfare,
employment, education etc.
Transportation
 Consider ways to promote tourism and temporary stays (“Furusato bus”
which would run in Okuma and nearby areas, and offer Restoration Tours
of the town)
 Petition for continued Toll-Free expressway
3.Take measures to support sense of community within town, to
reconstruct peoples’ hometown, all to revive our town– Okuma
– despite prolonged post-disaster living.
 To reconstruct and revive our town, it is imperative to uphold the bond between townspeople.
 Measures must be taken to maintain a sense of community within the townspeople of Okuma, even
in a state of prolonged post-disaster living.

①Provide places to interact between townspeople in temporary evacuation housing
 We will set up gathering spaces for the townspeople to gather in the evacuation housing.

Infrastructure Development Plan for Return to Town
【Prerequisite】
 First calculate air radiation level without decontamination.
The air radiation level with decontamination (-57%) has been
taken into account for each administrative district.
 Forecast air radiation levels based on the above prerequisite, and
consider the efficiency of infrastructure development. We have
projected infrastructure development to be completed (as shown
on the map to the right.)

“Nature Reserve Zone.”
② A Reconstruction Base which can support lives of approximately
3,000 people will be developed on existing farmland in Ogawara
and Shimonogami.
③ We will petition the Ministry of Environment to decontaminate
Ono station, which is the geographic center of Okuma. We will
utilize already existing public and medical institutions.
④ With state support, we will prepare substitute land in the
residential zone for people who lost housing in the disaster.

【Ref.】 Radiation Level Forecast and Infrastructure Development for Returning to the town
(Under conditions that infrastructures are developed in areas under 20mSv/y and considering geographical continuity)
Basis of Radiation Level Forecast and Decontamination
 We expect decontamination
will be completed in
Ogawara First and Second
areas, and Chuyashiki in
FY2013.
 Currently “difficult-toreturn zones” do not have
concrete decontamination
plans.
 It is forecasted that
radiation levels of national
forests and power plant
sites will naturally decline.
 Air radiation levels will
decrease by 57.1% thru
decontamination efforts.
Basis of Infrastructure Restoration
 Radiation Forecast including decontamination efforts, we plan to begin
infrastructure development in the administrative districts when the local radiation
level is lower than 20mSv/y.
 The time necessary for Infrastructure development is said to take 4 years. This is
based on a plan from the national Reconstruction Agency.
 We expect infrastructure development shall be conducted simultaneously for
water, sewer, electricity, gas, communication, roads etc. Sewer construction is
expected to take the longest time of 3 and 1/2 years. We added the extra 6
months for unexpected reasons and delays.
 Special Decontamination Plan (for Okuma), in Dec,
2012 stated that decontamination of Ogawara and
Nakayashiki will be completed by end of 2013 as
planned.
 Nogami First and Second areas, Machi, Yamatoku,
Kumagawa, Oirino, Noumagawa, Ottozawa Second
areas are forecast to decontaminated in 2017.
 Ottozawa First and Third areas are forecasted to
have more than 50mSv/y even in 2017. So
decontamination will proceed once levels fall below
50mSv/y.
Infrastructure Restoration Time and
Setting up the Infrastructure Restored Areas
 National forests, and main roads will be
decontaminated, however, we expect radiation levels
will naturally decline.
 To draw out 「3. Image of Town Area Structure and Development Plans」, we have
divided it into a 5-year plan.
 The administrative areas which have finished restoring their infrastructure were
divided into Phase I – IV.
 57.1% was the figure calculated regarding
decontamination in Okuma. The percentage was
taken from the average figure.

Ⅲ-2 First Step of Reconstructing/Reviving Town Area – Ogawara Reconstruction Base
1.Regarding Ogawara district as the
reconstruction base (Necessity・Significance)

Action is necessary to achieve revival of Okuma town
land and the citizens’lifestyle. We must strive to help
realize their hopes and dreams.
・Because of the Great East Japan Earthquake and the nuclear disaster that incurred, the
people of Okuma lost their hometown, and have had to live separated from their friends
and family. Having their dreams for the future shattered, they have suffered greatly under
these circumstances. A few years have now passed since the earthquake, and even today,
the citizens live with a sense of insecurity about their future, which they cannot sweep
away,
・However, there was a survey given out to the citizens, and there was a definite number
of people who want to return to the tow. Thus, the decontamination process of the town
in proceeding in incremental steps.
・Under these circumstances, it is necessary to have an action plan to revitalize the land
in Okuma, and bring back the dreams and hopes for their future.
◆There needs to be a base for restoration and revival, not
only for the town’s land, but the areas stricken by the nuclear
disaster.
・The decontamination of the nuclear disaster site and the revitalization of infrastructure,
Fukushima Daiichi Nuclear power plant decommissioning etc. is expected to take a great
deal of time.
・In order to proceed, this should be a pressing issue not just for Okuma, but the
neighboring cities and towns in Fukushima prefecture, and in addition, the country as a
whole. Okuma, which is home to the Fukushima Daiichi Nuclear Power Plant, is on the front
line in these steps.
・Okuma will be the base which leads the revitalization of infrastructure, and the
decontamination process. It will become a region where research and development of safe
and existing, and new technologies will play a role in the revitalization of the area. In the
long term, it is expected activities in Okuma will contribute to smooth revitalization of areas
nationwide.
2.Placement of reconstruction base
◆The base will be established in the Ogawara
district (approx. 50ha)
・Ogawara district, located in the southernmost part of the town, has
the lowest levels of air radiation, and with decontamination, it will
be less than the 20mSv/y level, which is the standard to be
considered an “evacuation order-free area.”
・Considerations and the undertaking of infrastructure equipment
preparation, giving hope sooner, to citizens who wish to return to
the town.
・In addition, the Joban expressway, which runs thru Ogawara, in the
southernmost part of the district, Joban Toyooka IC would be
established, which would make for good transportation access.
・Furthermore, because of the 50ha-scale flatland, it would make an
ideal location for interaction, industry and research & development
base. This base would serve the country, prefecture, private
businesses, and all the citizens who wish to return to Okuma. This
will be a region of revitalization and rebuilding.
The first step in the Ogawara Reconstruction base is rebuilding of the
land. Starting with Ogawara as the base of operations, revitalization
of the land will occur in increments.
We will proceed with the rebuilding of the Ogawara district, and
strive to achieve lower air radiation levels in the surrounding areas.
The area of Okuma will also be rebuilt in increments.

Ogawara revitalization town planning’s the first step, hold in to account, 「Ogawara Reconstruction base’s town planning and concept” we offer the following
“Nature,” “safety,” “high technology,” to realize these three concepts, not only Okuma, but the country, prefecture, citizens become united as one to promote (create together), is imperative. It is necessary to relay information about

As the frontline of decontamination/decommissioning efforts, we will establish a research & development base regarding
these procedures. In addition, and supporting the return of citizens to the town, we will help promote new industries which
develop high-level robots etc.
