Reminders and Clarifications – FALL 2014

With all member teams and leagues now into their seasons, Ontario Hockey Association thought it
would be beneficial for the Membership to be reminded of a few important Policies that have surfaced
through the first month of play.
16 YEAR OLD AVERAGING
This year is the 3rd and final year of the OHF Pilot Project on 16 year averaging among junior categories.
A decision on whether this moves forward and if so, in what form, will not be determined until
sometime in early 2015 by the OHF, following a full review of all relevant registration statistics.
With this in mind, any transfer agreements that the OHA receives that involve any movement of a
team’s standard number of 16 year old allocations (Junior A - 4, Junior B - 2, and Junior C – 1) that a
team has for the 2105-16 season is done so at the risk of the team receiving such allotment. If the
averaging program through the OHF is removed or amended, the team receiving such an allotment is
subject to the rules that will be in effect for 2015-16, which may or may not include not obtaining any
additional allotments.
For example, as part of an OHA trade agreement, a Junior B team moves one of its 2 allotments to
another Junior B team, giving that team 3. If the averaging policy is not in effect for 2015-16, then that
part of the OHA trade agreement is voided, with no recourse or compensation provided to the team
that acquired the “additional allotment”. Both Junior B teams would revert back to the original 2
allotments.
In summary, it is “buyer beware” for any movement of 16 allotments for 2015-16 and beyond. It will
not impact any other part of the transfer that may be included in such a transaction.

MINOR AGED PLAYERS RETURNING TO MEMBER PARTNERS
OHF REG. E102: No player registered with a Junior hockey team that is of 2nd year midget age (1998) age
or below will be permitted to be released to minor hockey after December 1st of the current season.

1. DECEMBER 1st CUTDOWN (JR. A ONLY)
Jr. A Teams must cut down to 25 cards as per Hockey Canada Regulation 38.
(A separate memo for the Jr. A teams will be distributed.)
Junior C,B and Senior teams do NOT CUT DOWN ON DECEMBER 1st, 2014.
As per OHA Regulations, all Jr. B and C teams are allowed to have only twenty-three (23) active players
on their roster at any one time, for the duration of the season.

JUNIOR C CRITERIA FOR OVERAGE IN 2015/16 SEASON
No player will be eligible to participate as an overage player in Junior C in the following season unless he
is on the Junior C protected list on December 1st, 2014 and at the conclusion of the season in order to
meet the criteria for registration in the 2015/16 season.
NOTE: If you are obtaining a player, please do your homework in advance of December 1st , as the player
must be on the Junior C roster as of Midnight December 1st . If your submitted release or registration
card is any later than December 1st, he has lost his eligibility to register as an overage in the next
season. We ask that you consider the player in your negotiations. Players that will be eligible for
overage status next season were born in 1994.

MEDICALLY UNFIT PLAYERS
OHA REG. I35: Players who, prior to January 10th in the current season, are injured or become medically
unfit to play for the balance of the season, may be protected on the January 10th list only, but shall not
count in the total number. It is understood that such player will not be able to compete for the balance
of the season, and a medical certificate satisfactory to the Association must be provided.

DESIGNATED PLAYERS
OHA Regulation I 37: Any team wishing to continue to hold title to players registered from the previous
season must name such players as a designated player(s) on December 1st , but in no case shall the total
number of players be greater than 23, on December 1st , which must include at least two (2)
goalkeepers.
A designated player is one who was signed and registered with your team at the conclusion of last
season and has not signed with your team, or any other team in the current season.
If you wish to continue to protect such player(s), even though he may not have registered with you this
year, he must be added to your list of twenty-three and a registration card must be forwarded to the
office with only his name printed in the appropriate area. The card will be stamped as “Designated
Player” and returned to you in order that you may protect the player. Designated players do count in
your 23 man roster.
When the player does participate with your team, the cards must be filled out completely, signed by the
player, and returned to the office for proper validation.
PLAYERS ON DESIGNATED CARDS DO NOT PAY THE PLAYER REGISTRATION FEE OF $339.00 UNTIL
SUCH TIME AS THEY SIGN THE REGISTRATION CARD.

TEAM ROSTERS
All OHA Teams are responsible for their active player rosters, including the responsiblity to maintain and
ensure accuracy / adhere to all OHA/OHF/HC regs e.g. import numbers, overage players, and residency.
Any team not in compliance may be subject to sanctions including suspensions and fines as deemed
appropriate by the Board of Directors.

VIDEO SUBMISSIONS – TEAMS SEEKING COMMENTS
Teams are reminded of the Video Review Policy J19 (Formerly J22) with respect to Video review.
The OHA office or the Staff does not review any video from any team and does not provide comment on
such video. The OHA office takes no position on such a request.
The Staff is only there to follow the approved process.

ACCUMULATED PENALTIES REMINDER
There are a number of penalties assessed that have automatic accumulated discipline associated with
them. This accumulation is tabulated through both regular season and playoff games. They include:



M62 – removing of chinstrap while on the ice
INST and AGG penalties
GM 30 - Fighting majors
Also, at the Junior A level, the Hockey Canada Junior A Supplement has a number of accumulated
penalties that result in automatic suspensions.
Teams need to review these rules and advise their coaches & players accordingly.
Also note that these accumulations “follow a player” – that is if a player is transferred to another team,
his accumulated penalty count goes with him for the remainder of the season. Teams are responsible to
provide any such information to one another. It would also be available on Pointstreak as far as the
players statistics are concerned, or the OHA Office can assist in providing this information to teams, if
required.

AFFILIATION PROCEDURES
The final date for final declaration of any affiliate-at-large player is January 15th. However, no player can
be used as an affiliate until his status has been approved at the OHA office utilizing the appropriate
submission form. Once the affiliate-at-large form has been submitted to the OHA office along with the
appropriate signatures, it will be reviewed and an email confirmation will be sent.
All affiliate players acquired through either of the two processes (At Large or Club System), are
permitted to play 10 games ONLY as an affiliate player per season for one team. Once their registered
lower category team is eliminated from regular competition including playoffs, the affiliated players in
question can play an unlimited number of games at the higher level.
Junior A & B teams are also permitted to declare and utilize (5) five 15 year old players as affiliates-atlarge (Special Affiliates) over and above their allotment of 12 plus 2.

The fifteen year olds are permitted to play 5 games during the regular season or playoffs, and an
unlimited number of games thereafter once their registered lower category team has been eliminated
from their regular competition including playoffs.
Once a player has been added to a team’s Affiliated Player List (Affiliates-at-Large) and approved by the
OHA office they may NOT be replaced, they can be removed but NOT replaced.
Sixteen (16) year olds registered with Junior C teams CANNOT be affiliated using the Affiliates-at-Large
option due to rules with the Hockey Canada Development Model (CDM) and Hockey Canada.
The OHA Office will add all approved affiliated players to the Hockey Canada Registry (HCR), with
“Affiliate” designation. Affiliate information will be available to all teams. The OHA will also maintain an
area within the “Members Only” section of the OHA website where teams can view team-to-team
affiliations (if any).

MOUTHGUARDS AND NECK PROTECTORS D17
All players registered in the OHA must wear a C.S.A. approved hockey helmet with a chin strap properly
fastened when participating in a game or during the pre-game warm up period.
C.S.A. approved half visors are mandatory in all levels of OHA hockey including on-ice officials.
Any player wearing a half visor must wear a mouth guard (optional for Senior Hockey).
All players participating on OHA registered cards, and affiliate players, must wear approved
BNQ neck guards.
FACIAL INJURY SURVEYS/ RESEARCH
As a follow up to the tabled motion at the 2014 OHA Annual Meeting with respect to the adoption of
mandatory full facial protection within junior hockey in the OHA, the office is finalizing a process of
reporting of injuries both through teams and also our officiating staff.
Details on this will be provided shortly and we hope that all teams will provide their full cooperation on
this important safety matter.
