4 Welcome Message Minister of Natural Resources and Environment (NRE) Malaysia It is a great pleasure and honour for me to welcome the participants to the 13th International Conference on Urban Drainage (ICUD), 2014 with the theme “ Urban Drainage in the Context of Integrated Urban Water Management: A Bridge Between Developed and Developing Countries’ from 7th–12th September 2014, Sarawak, Malaysia. The 21st century brings fresh challenges to the field of urban drainage, namely, the need for cost effective and socially acceptable technical improvements in existing systems, assessment of impact of those systems and the need to search for sustainable solutions. These challenges involved policy makers, engineers, environment specialists, together with all citizens. Each has a role to play and these roles shall be played in partnership. Thus, the hosting of the ICUD 2014 in Malaysia, the first time in Asia, is indeed timely and relevant. I am confident that this Conference will provide the opportunity to gather all stakeholders, researchers and experts with scientific and engineering knowledge in the field of urban drainage in the country and from all over the world. This ICUD 2014 will also provide a platform to foster fundamental and applied research on urban drainage and promotes innovative approaches in urban drainage management worldwide. I would like to congratulate and thank the organisers, Ministry of Natural Resources and Environment Malaysia (NRE), Department of Irrigation and Drainage Malaysia (DID) and International Water Association (IWA) together with co-organiser, University Tenaga Nasional (UNITEN) and University Malaysia Sarawak (UNIMAS) for their joint effort in organising this important conference. The ICUD 2014 is held every three years throughout the world as an international gathering of academics, industry scientists, environmentalist, economist, engineers and researcher. The conference are dedicated to the dissemination of knowledge concerning on the water relates issues focusing on the urban drainage. It will discuss and analyze the problematic area of national level developments and internationally. The theme of the conference is “A Bridge between Development and Developing Countries” were chosen as a valuable stepping stone for future technology, minimizing the gap of differences, to strengthen the policy and the innovation creation towards global sustainability. I would like to call upon the participants of ICUD 2014, to take this great opportunity to meet the challenges, share and exchange experiences, and transform the way we operate to continuously improve our ability in accordance with the aim of achieving better networking and cooperation in managing water sustainably. The Joint Committee runs under the auspices of both the International Water Association and the International Association for Hydro-environment Engineering and Research with the aim to promote and encourage scientific and practical developments in the field of urban drainage. It is our very great pleasure to be meeting here in the amazing Borneo Convention Centre Kuching in Sarawak, Malaysia. The theme of this year’s conference is ‘Urban Drainage in the Context of Integrated Urban Water Management: A Bridge Between Developed and Developing Countries’. Malaysia has seen tremendous development over recent years and is ideally placed to provide this bridge between the engineering approaches developed in the west with those in the east. This conference will look at the most recent ideas, methods, models, technologies, economics, policies and perceptions related to centralised and decentralised systems for managing urban drainage as part of an integrated approach to the water cycle. Of course, current practice may not always be directly applicable in tropical regions as it has been continuously improved in developing countries, many of which are in more temperate regions. For example, extended periods of high-intensity rainfall are particularly challenging, not only to traditional piped solutions, but also to contemporary surface-based approaches which emphasise management at source. This issue coupled with sprawling urban areas and limited budgets in many Asian cities make the development of sustainable and resilient solutions a global priority and one of the key agenda items for discussion over the next few days. I look forward to discussing many of these issues with you in person. I would like to express my thanks to the conference organisers: the Ministry of Natural Resources and Environment (NRE), the Department of Irrigation and Drainage Malaysia (DID), and colleagues from Universiti Tenaga Nasional and University Malaysia Sarawak under the leadership of Mr. Low Koon Sing.
