Bed Mining Project in Uttarakhand by

1. Introduction:
The Managing Director, Garhwal Mandal Vikas Nigam, Dehradun Uttarakhand invites sealed
offers from established NABET/QCI fully accredited consultant having experience and
capability in the related work & also having their own laboratory (NABL Accredited & /MoEF
Recognized) for compliance as per provision of Environmental Clearance given by MoEF for
river beds mining projects of Uttarakhand.

3. General Scope of Services:
The consultant shall submit six monthly reports on the status of compliance for the
environmental clearance granted mining projects with result of monitored data (both in hard
copies as well as in soft copies) through Managing Director, Garhwal Mandal Vikas Nigam,
Dehradun Uttarakhand to the Ministry of Environmental and Forest. It shall simultaneously be
sent to the Regional Office of the Ministry of Environment and Forests, Lucknow & SEIAA
Govt. of Uttarakhand.
4. Eligibility Criteria:
(i) Experience
The Consultant should have a minimum of 7 years experience in conducting EIA/ EMP Studies
in the mining sector. (Documentary evidence should be provided)
(ii) QCI NABET Accreditation
The Consultant should have full accreditation from NABET/QCI for category “A” mining
sector (Documentary evidence should be provided).
(iii) Laboratory
The Consultant should have its own NABL & MoEF approved laboratory. The monitoring
report submitted by the consultant for carrying out the compliance activity should cover all the
parameters under their scope of accreditation along with the range of testing. (Documentary
evidence should be provided)
The tender should be submitted in two cover system viz. Technical Bid (Envelope-I) and
Financial Bid (Envelope-II).Both the envelope shall be submitted in one common sealed
cover.
5. Other Conditions:

The work shall be carried out for preparation of compliance reports for each project,
every six monthly from the date of issue of work order.
The period can be further decided by the GMVN, Dehradun on the basis of
Service/Performance on mutual consent.
The quoted rate should be exclusive of service tax.
Payment shall be made through “Cheque/Demand draft” only.

6. Validity of Offer:
The rates quoted by the tenderer should be kept open for a period of not less than 6 months from
the date of opening of the tender. The rates quoted should be firm and should not be subject to
any revision.

Preparation of Compliance Reports
Monitoring and analysis of Air, Water and Soil Samples, Noise, Socio-Economic Study
& EB Study.
DATA-Sheet as per requirement of Regional Office of MoEF, GoI
Submission of six monthly EC compliance and monitoring reports to Concerned
Authority.
Replenishment studies, obtaining clearance/permission from NBWL or NOC from state
Government/Village Panchayats shall be excluded from the scope.
Primary Data Collection
The site visits will be undertaken to familiarize with local environmental conditions in and
around the proposed project. This will also help to design the monitoring network and plan field
surveys to estimate the current spatial and temporal patterns of ambient concentrations as well
as pollutants being discharged (from other sources) in air, water and on land within the study
area.
Air Environment
Here the field studies involve monitoring of current/prevailing environment within the study
area to assess the baseline ambient air quality monitoring in the impact zone of 10km radius and
will be carried out in the following manner:

The parameters to be monitored shall be SPM, RPM, NOX, SO2, and fluorides and other
parameters depending upon type of project.

Monitoring will be conducted at identified locations as per conditions in the EC/ as per
MoEF guidelines.
Noise Environment
Noise levels will be monitored in and around proposed project area and inhabited areas where
there is a possibility of increasing its level. Separate day and night time noise levels shall be
recorded.
Water Environment
Water quality, for both surface and ground water, will be analyzed as per IS 2296, IS 10500. It
is expected to draw eight samples of surface & ground water for necessary investigation.
Soil Environment

Soil sampling will be carried at various locations in the study area. The location of sampling
points will be decided after reconnaissance survey as per the requirement of MoEF
guidelines. Sample will be drawn from both agriculture and non-agriculture land.

Impact of proposed project on soil characteristics and agricultural productivity shall also be
determined.
8. Time Line
Six monthly reports on the status of compliance of Environmental Clearance granted projects
including results of monitored data shall be submitted in hard and soft copies to the regulatory
authority concerned, as per EIA Notification, 2006 and amendment thereof, provided the delay
is not caused due to the condition beyond the control of the second party.
9. Payment terms:
a) On the Start of compliance report every six monthly: 70%
b) On the submission of compliance report every six monthly: 30%
10. Due date and Time
The sealed tenders should reach upto 3.00 PM dt. 15.07.2014 on GMVN office, 74/1 Rajpur
Road, Dehradun, Uttarakhand. The tenders received after the due date and time specified will
not be accepted.

The technical bid envelope should be superscripted as “Technical bid”
Technical bid should contain the signed and sealed completed forms of the technical bid
along with the relevant enclosures.
The technical bid should consist of following
(i)General information about the organization
(ii) NABET/QCI accreditation details (Consultant should be fully accredited from
NABET/QCI for category “A” mining sector)
(iii)Laboratory NABL & MoEF Approval certificate (Consultant should have its own
NABL & MoEF approved laboratory. The monitoring report submitted by the
consultant for carrying out the compliance activity should cover all the parameters
under their scope of accreditation along with the range of testing. (Documentary
evidence should be provided).
(iv)List of mining projects handled in Uttarakhand and elsewhere in the country
(Supported by work order & Environmental clearance letter).
(v) Minimum of 7 years experience in conducting EIA/ EMP Studies in the mining
sector.
(vi)CVs of the Project Team.

12. Evaluation of Financial Bid
The financial bid as prescribed in the Tender should be filled up and sealed along with
enclosure in separate cover superscripted as “financial bid”.
13. Overall Evaluation:
a. The Garhwal Mandal Vikas Nigam, Dehradun, Uttarakhand shall follow a best bid selection
process, based on the quality and cost.
b. The overall rating for the bidders shall be done on the basis of weight ages to be assign as
describe below:
I. Technical score (Ts) : 60%
II. Financial score (Fs) : 4O%
III. The Overall Rating: Ts*O.6 + FS*O.4
14. Award of Contract
After successful completion of the negotiations, if held a Letter of Acceptance of tender will be
issued to the successful bidder by the corporation.
15. Release of work order
After the execution of the agreement the GMVN will release the work order to the successful
bidder.
16. Execution of Work Order
The successful bidder should nominate and intimate to the GMVN, Dehradun the name of a
Project Leader specifically to handle the work order.
17. Submission of Deliverables
The submission of deliverables should be made strictly in accordance with the terms and
condition of the tender document.
