Guidelines for fresh empanelment of newspapers for release of NCL advertisement
1.0
Scope and applicability:
1.1
Empanelment of newspapers to release company’s tender advertisements as per “
New Policy for publication of Tenders of NCL in Newspapers”
1.2
Empanelment of new Local Newspapers and new weekly newspapers to release
company’s Institutional/Display advertisement as per “Policy for release of
Institutional/Display advertisement of NCL to local Newspapers”.
2.0
Definitions:
2.1
‘Newspaper’ stands for the newspaper published in English/Hindi.
2.2
‘National Business Daily’ stands for a daily business newspaper which is having
editions from four metros Delhi, Kolkata, Mumbai and Chennai.
2.3
‘Non-Business National Daily’ stands for a non-business daily newspaper which is
having edition from Delhi/Kolkata.
2.4
‘Regional Daily’ stands for a non-business daily newspaper which is having edition
from Lucknow/Bhopal.
2.5
‘Local Daily’ or ‘Local Newspaper’ stands for a non-business daily newspaper which
is having edition from Varanasi/Mirzapur/Sonebhadra district in UP or Rewa/
Satna/Sidhi/Singrauli district in MP.
2.6
‘Weekly Newspaper’ stands for a newspaper published once in a week from
Singrauli/Sonebhadra district.
2.7
‘DAVP’ stands for the Directorate of Advertising & Visual Publicity, a NODAL agency
of the Government of India (GoI) under Ministry of Information and Broadcasting,
which empanel newspapers/ journals for issuing advertisements of the GoI. DAVP
segregates the newspapers in three categories namely Big, Medium and Small as
per their circulation per publishing day.
2.8
‘RNI’ stands for Registrar of Newspapers for India, a body of Government of India,
which issues Certificate of Registration to the newspapers published under valid
declaration. RNI verifies circulation claims furnished by the newspapers in their
Annual Statements.
2.9
‘ABC’ stands for Audit Bureau of Circulation, a non- profit organization which audits
paid circulation figures of newspapers of member publications through a rigid, indepth, and impartial audit by independent and leading firms of Chartered
Accountants working in accordance with the rules/ procedure laid down by the
Bureau. The certified circulation is accepted by DAVP.
2.10 The singular terms mentioned in the Guidelines shall be treated as plural & vice
versa as and when required.

Guidelines for empanelment of newspapers to release company’s tender advertisement
3.1
For National Business Daily :Only top one big newspaper (as per consolidated circulation figures of Delhi+ Kolkata
+ Mumbai + Chennai editions) from the panel of DAVP shall be chosen to release
company’s tender advertisement.
3.2
For Non-Business National Daily:Only top two big newspapers published from Delhi and top two big newspapers
published from Kolkata shall be chosen from the panel of DAVP to release
company’s tender advertisement.
3.3
For Regional Daily:Only top four big newspapers from Lucknow and top four big newspapers from
Bhopal shall be chosen from the panel of DAVP to release company’s tender
advertisement.
3.4
For Local Daily:Only top four big newspapers amongst newspapers published from Rewa, Satna,
Sidhi & Singrauli in MP and top four big newspapers amongst newspapers published
from Varanasi, Mirzapur & Sonebhadra in UP shall be chosen from the panel of DAVP
to release company’s tender advertisement.
3.5
Newspapers published from Jabalpur:Only top four big newspapers published from Jabalpur shall be chosen from the
panel of DAVP to release company’s tender advertisement
3.6
If there is shortfall in the number of big newspapers prescribed in section 3.1, 3.2,
3.3, 3.4 & 3.5 then the newspapers from medium or small category from the panel
of DAVP shall be considered for fulfilling the prescribed No. of newspapers provided
they are only having RNI/ABC certified circulation. If the prescribed number of
newspapers doesn’t get fulfilled despite considering the above alternate to fulfill the
shortfall, then the number of newspapers shall be limited to the actual numbers
who fulfills the prescribed criteria and company’s tender advertisements shall be
released accordingly to them only.
3.7.0. Mode of operation:3.7.1 The empanelment of newspapers for releasing company’s tender advertisement
shall be done in accordance with clause 3.1 to clause 3.6 above from the list of
newspapers on the panel of DAVP. The list of newspapers on the panel of DAVP shall
be taken from the website of DAVP by PR department once in a financial year on 1 st
April and thus fresh list of empaneled newspapers shall be prepared to release
company’s tender advertisement.
3.7.2 The current tender publication rates of new entrant newspapers, if any, shall be
treated applicable. However, post facto approval of the current tender publication
rates of new entrant newspapers, received from advertising agency/newspaper
itself, shall be taken from competent authority before payment of advertising bill of
that particular newspaper. The newspaper that was not present in the empaneled
list just before preparation of fresh list of empaneled newspapers shall be treated as
new entrant newspaper.
Guidelines for empanelment of new local newspapers and new weekly newspapers for
release of company’s Institutional advertisement : 4.1
Any local newspaper not getting Institutional Advertisement of NCL at present as per
‘Policy for release of Institutional/Display Advertisement of NCL to local newspaper’
may be considered for empanelment on newspaper’s request. If empaneled, such
newspaper shall get Institutional Advertisement as per the provisions of ‘Policy for
release of Institutional/ Display Advertisement of NCL to local newspaper’.

Empanelment of new local newspapers shall be done, if they comply with following
eligibility criteria:The newspaper must have DAVP accreditation
The newspaper’s circulation must not be less than 20000 per publishing day. The
circulation shall be checked from the website of DAVP at the time of initiating
empanelment process.
The newspaper must have at least three (03) editions from any part of the country
including local edition.
OR
The local newspaper must be in continuous publication since last seven (07) years.
The newspaper must have its Bureau office in Singrauli/Sonebhadra district.
Empanelment of new weekly newspapers shall be done, if they comply with
following eligibility criteria:The newspaper must have Registration No. of RNI
The newspaper must be in continuous publication since last seven (07) years.
Empanelment of newspaper under clause 4.2 and 4.3 above is need based and is
subject to approval of Chairman-cum-Managing Director of NCL.
5.0
“Cancellation/suspension of empanelment”/ “rejection of empanelment request” of
newspapers:5.1
NCL shall not empanel newspapers, which incite or tend to incite communal passion,
preach violence, and offend the sovereignty and integrity of India or socially
acceptable norms of public decency and behavior.
5.2
A newspaper shall not be empanelled by NCL that indulge in unethical practices or
anti national activities as found by Press Council of India or convicted by court of law
for such activities.
5.3
If a particular newspaper files any story related to NCL, which is not convincing to
NCL management, the newspaper may be asked in this regard. In case the
newspaper fails to substantiate the satisfactory reason for filing such story, NCL
management shall be free not to empanel or suspend/cancel the empanelment of
the newspaper.
5.4
In case of report of any indecent behavior by a particular newspaper representative,
NCL management shall have right not to empanel or suspend/ cancel the
empanelment of the particular newspaper, without assigning any reason.
5.5
NCL will have discretion to reject or accept any newspaper’s application for
empanelment.
5.6
NCL management shall be free not to empanel or suspend/cancel the empanelment
of a particular newspaper without assigning any reason.
6.0
Deviation/ Revision
6.1
The guidelines shall be reviewed as and when required only with competent
approval of Director (Personnel), NCL.
6.2
Any deviation shall be done only with approval of Chairman-cum-Managing Director,
NCL.
