Expression of Interest
EOI No : 05/EOI/PMU of 2014-2015
Public Health Engineering Department (PHED), Government of West Bengal, as the executing authority is
implementing JICA Assisted West Bengal Piped Water Supply Project (Purulia) [WBPWSP(Purula)]. The overall
goal of the Project is to facilitate sustainable development in Purulia District through implementation of the
Piped Water Supply Schemes. PHED is in the process of establishing an autonomous Project Management Unit
(PMU) under the society mode in Purulia District exclusively for implementation of the Project. Government of
West Bengal shall issue a suitable notification for setting up the PMU as an autonomous society.
Towards fulfilment of its commitment, PMU now invites consulting service from Capable, Expert and Proficient
Company/Firm/Individual only for “Preparation of Operational Manual of Project Management Unit of West Bengal
Piped Water Supply Project (Purulia)“ which is of intellectual and advisory nature. Suitable
Company/Firm/Individual who are citizens of India having 20 years of experience in carrying out similar nature of
work under JICA/World Bank/ADB Assisted Projects and familiar with JICA procedures and guidelines may
participate in the EOI. It is desirable that the expert should possess Post-Graduate Degree in Commerce with
Bachelor Degree in Law from a recognized University and a professional qualification will be preferred. Fluency in
Bengali will be desired. Under exceptional circumstances, where only one applicant has requisite expertise and
qualification, selection may be done by direct negotiations/nomination, as timely completion of the assignment
is of utmost importance.
The brief scope of work consists of Preparation of Operation Manual for day-to-day functioning of Project
Management Unit to implement WBPWSP(Purulia) and Terms of Reference (ToR) is referred in the matter. It is
estimated that the duration of the assignment shall be 3(Three) months from date of issue of commencement
order.
PMU shall provide relevant documents, notifications and information as necessary for this exercise, arrange
meetings, if necessary, with JICA Representatives and such other departments of the Government of West
Bengal. It shall identify a nodal officer for co-ordination and liaison with the consultant.
Interested individuals or agencies may apply for participation before the undersigned alongwith necessary
documents in respect of following eligibilities:
a) PAN
b) Documentary Evidence in support of Experience in similar works in respect of JICA/World Bank/ADB
Assisted Project(s) in India
c) Service Tax Registration, as applicable
Participant may download the offer-document free of cost containing this notice and necessary two nos files viz
“Technical Proposal” and “Financial Proposal” from PHED Web of www.wbphed.gov.in
The proposal should be submitted off-line in the office of the Project Director, Project Management Unit, West
Bengal Piped Water Supply Project, Ranchi Road, Purulia, Telephone no 03252-201211 as per following schedule.
Such submission shall have to be made in two separate sealed envelopes – one consisting of technical eligibility
information and superscribed “Technical Proposal”, the second envelope containing the financial quote and
superscribed “Financial Proposal”. These two envelopes are to be superscribed with “Preparation of
Operational Manual of Project Management Unit of West Bengal Piped Water Supply Project (Purulia)“.
Earnest Money @ 2(Two) % of accepted value shall have to be submitted by the successful bidder during
execution of agreement, within a period of 10(Ten) days from date of issuance of acceptance order. The Name
and Address of the Participants shall have to be depicted on the Envelopes for identification. The Engaging
Department shall shortlist the participants who secure the minimum required marks of 60%. The Financial
Proposals of applicants who have been shortlisted thus shall be opened in the presence of the short listed
applicants who choose to remain present.
No application through post/courier for participation in any stage of the quotation process shall be admissible.
