Highlights from the 2014 WGASC Meeting Mario Ramirez made the motions to vote on Proposal #4 WGASC Championships be held April 25 and 26th, 2015 motion 2nd by Laura Baker. Vote Taken-‐-‐-‐ MOTION PASSED by Membership. l Beginning in 2015 ALL members wishing to compete in the Regional A or Regional AA Classification MUST attend a Classification Show on one of the following dates l January 31, 2015 l February 7, 2015 l February 14, 2015 All guards will receive a score at the Classification Show; there will be no Recap or Awards. The Classification Committee will then determine placement in the Regional A or Regional AA class for regular completion shows beginning after February 15th. If a guard plans to compete in one of these classes and does not come to one of the listed Classification show they will be place 1st on at their first register show, they will receive a score and be notified the following Monday of Class Assignment. As of February 24th all regular Classification Committee meeting will resume. All Junior Highs must compete by Feb. 28th and will be classified on March 1st. l In 2014 WGASC had a record 83 units promoted. 41 units were promoted from the Regional A to Regional AA Class. 18 Units were promoted from the Regional AA to Regional AAA class. Some the 83 units were promoted twice during the season. In addition some these units have been promoted multiple years from the Regional A class to a higher class. Create a more balanced/fair approach to Classifications. Reduce the number of promotions during the season which equates to fewer disruptions to member units for the remainder of the season. POLICY & PROCEDURE CHANGE #1 JUSTIFICATION l l Now that Championships have been changed, Beth Saylers asked if those shows could all be moved back one week? Scott explained that if you don’t make one of those shows you would go on 1st then your placement determined. Incomplete shows and how they would be handled were also explained. The Classification Committee will still be in place in the 2015 season. The descriptors of classifications are on the website. Tracy Williams would like details of these changes publish by October to help units prepare for season. DISCUSSION Scott Ruiz commented that this is the way most of the country is. Kevin made mention the disparity of HS Regional A-AA, only 2 divisions, it the largest amount of units in the circuit. MOTION Poll Taken of membership---All in Favor RULE PROPOSAL #1 JUSTIFICATION Re-Organization to the Three (3) --Two (2) Judge System for all Regional A Sheet Participation. 3 judges and 2 Designer Consultants will be used. Background information: • In 2014 WGASC had 360 members • 218 were on the Regional A sheet • During the year most shows had 10 – 15 units on a waiting list • Many groups were limited in competitions because shows were full • With limited judges availability it is difficult to add more shows Each panel of the 3 + 2 judging system consists of: • One (1) Equipment Judge • One (1) Movement Judge • One (1) General Effect and Design Judge • Two (2) Overview Design Consultants, 1 consultant per round The judges and scoring: • Use the established Criteria Reference currently in place • • • • • • • • • • • • • Use the 20 point system for their caption The 70-130 weighting of equipment and movement will be the same 40 points will be added to the score The Design Consultants will: Work in alternate rounds (approximately 8 guards in a round) Run verbal commentary of the overall show and performance for each group At the conclusion of the round, the consultant will meet with the staff of each group for further in-depth discussion. The consultation time will be no more than a performance interval. THE POSITIVE OUTCOME: These WGASC guards will have quality input from expert designers They will have the unique opportunity for dialog and focus for their show development AND the guards can better prepare themselves for future advancement in higher classes We now will have served approximately 32 more guards in a single day We could schedule 9 more shows in the 2015 season We can avoid limiting the number of shows a unit may enter in a single season We can avoid possible additional charges for extra shows Member Unit Submitted Proposal: WGASC E-Committee and Focus Group Unit Representative: WGASC E-Committee Date: 4/26/14 DISCUSSION MOTION Kevin explained the reason behind the proposal. Motion to call of a vote by Tracy Williams 2 nd by Beth Saylers. VOTE PASSED…. RULE PROPOSAL #2 All guards must attend at least one (1) WGASC sanctioned contest to quality for circuit championships JUSTIFICATION Member Unit Submitted Proposal: Tim Mikan Unit Representative: Fantasia Date: 4/29/14 MOTION Discussion was open regarding Rule Proposal #2 and #3 since they are similar. Seeded weekends were discussed. Chris Velez discussed his reasoning behind this proposal #3. Board of Directors expressed their concerns with the financial impact on WGASC, Show Host, etc. if this rule is passed. CONCLUSIONS RULE PROPOSAL #3 JUSTIFICATION Chris Case called for the vote, Laura 2 nd the call. Motion Defeated Qualifying for Circuit Championships All guards WGASC MEMBER COLOR GUARDS in Scholastic and Independent A, OPEN, WORLD Classes Only must attend at least one (1) contest to compete at WGASC championships. Modification/Amendment With WGI regionals in weeks 1 (Bakersfield), 3 (Riverside) 4 (Phoenix) 7 (San Diego), 8 (Union City) It has become increasingly difficult to attend the mandatory three (3) circuit shows while also trying to prepare for WGI World Championships Member Unit Submitted Proposal: Chris Velez Unit Representative: Chino Hills HS Date: 4/26/14 MOTION CONCLUSIONS RULE PROPOSAL #4 JUSTIFICATION CALL for the vote by Tracy Williams, 2 nd by Sergio Marquez ALL in FAVOR (68 yea to 64 nea) Proposal: The seeding process for circuit championships in the Scholastic and Independent A, Open, and World Class preliminary rounds will be based on the most recent circuit show score increased by 1.5 per week through the month of February and 1.0 per week beginning in March until two weeks before circuit championships. AMENDMENT THE CURRENT SEEDING SYSTEM DOESN’T ACCOUNT FOR GUARDS THAT ONLY COMPETE EARLY IN THE SEASON. THIS SEEDING SYSTEM WILL ALSO ACKNOWLEDGE A GROUPS MOST RECENT SCORE AND IS MORE LIKELY TO REFLECT WHERE A UNIT IS CURRENTLY RANKED Member Unit Submitted Proposal: Tim Mikan Unit Representative: Fantasia Date: 4/29/14 MOTION CALL for the Vote: Laura Baker, 2 nd by Chris Case. CONCLUSIONS All in Favor RULE PROPOSAL #5 All color guards will be seeded in “tournament-‐style” rounds for preliminaries using their most recent score increased by 1.5 points for each of the first four weeks of the contest calendar and 1.0 per week until the end of the competitive calendar. The resulting “ranking list” will be used to assign color guards to their preliminary round. Color guards with identical scores will be randomly assigned to a round. Once placed into a round, color guards will be divided by groups of three (3) according to ranking (highest ranking, next highest ranking, etc.) Color guards will random draw for performance order within their group with the highest ranking color guards in that group performing last. The highest ranked color guard will perform in the last round. Scott explained the 5 unit scramble. Motion was Made from the floor by Membership, 2 nd by Jim Barton MOTION Seat in a round top 50% scramble and the bottom 50% scramble in a round, through Scholastic AA classes.
