WSP AUDIT: A systematic inspection or assessment of a WSP to verify completeness, implementation in practice and effectiveness Internal auditing Internal review by those responsible for operation or oversight of the water supply External auditing External review by a qualified independent third party (e.g. gov’t regulator); formal or informal 3 Audit guidance document What must be considered when designing an auditing scheme? • • • • • • Aim and role of audit Audit timing and frequency Auditor requirements / certification Audit planning and process Recording and reporting audit findings Etc. WHO & IWA leading development of a WSP audit guidance document (targeted at policy-makers / regulators) 4 Audit guidance document Work to date on guidance document development • Meeting convened in April 2013 between WHO, IWA, ADB, those with WSP audit experience and those interested in developing auditing schemes to share best practices, lessons learned and recommendations • Examples and case studies were submitted by countries with established audit schemes (e.g. Australia, Singapore, New Zealand, Portugal and South Africa) • Guidance document drafted and undergoing expert review; targeted for finalization by end of 2014 5 Published auditing guidance documents Pacific Islands South Africa Victoria, Australia 6 The audit ladder WSP auditing is flexible and the appropriate methodology, scope and depth will be context specific. Where WSP implementation is in the early stages, or where supplier resources are significantly constrained (as in the case of small supplies), audits will likely be informal with a focus on the provision of support and advice. Where WSP implementation and regulation are more advanced, WSP audits will likely be more formal and complex. 7 The audit ladder Rigorous, formal audits satisfying regulatory requirements.
