But MAYNILAD Water
Safety Plan is continuously
evolving… A WORK IN
PROGRESS
What’s new for the
Maynilad WSP (2012)?
• Change from 10-step to
11-step WSP
• Additional scope of WSP
• Expanded risk assessment
method
• Update of hazards
identified, its likelihood and
its severity
• Inclusion of business
continuity plan
Define monitoring of control measures - what
limits define acceptable performance and how
these are monitored
Establish procedures to verify that the water
safety plan is working effectively and will meet the
health-based targets
Undertake a hazard assessment and risk
assessment to identify and understand how
hazards can enter into the water supply
Upgrade
Determine and validate control measures,
reassess and prioritize the risks
Management & Communication
System Assessment
Describe the water supply system
Assess the existing proposed system ( including a
description of the system and a flow diagram)
Operational Monitoring
Assemble the team to prepare the
water safety plan
Prepare management procedures documenting
actions to be taken when the system is operating
under normal conditions (SOPs) and incident
situations (corrective actions)
Develop supporting programmes (e.g., training,
hygiene practices, research and
development, calibration of equipment, preventive
maintenance, etc.)
Plan and carry out periodic review of the WSP
Develop, implement and maintain an
improvement / upgrade plan
Revise the WSP following an incident

Preparation
WSP - 11 Steps
Additional scope of WSP
• Putatan Water Treatment Plant (PWTP)
– Risk assessment for the new technology used
(microfiltration and reverse osmosis)
Additional scope of WSP
• Laguna Lake
– Water source for PTWP
– Different from fresh water sources Angat and Ipo
River for La Mesa Treatment Plant (brackish water)
Expanded risk assessment
method
• Previous assessment was only for after the
controls
• No means of monitoring the effectiveness of the
controls implemented
• New method allows for risk assessment for precontrol and post-control
Updates of hazards
• Over the five years of WSP implementation,
hazards may have changed
• Frequency of hazardous events (e.g. presence of
manganese, algal bloom) are not the same as
previous
• Impact of hazardous events may be higher or
lower than before.
Challenges

•
Climate Change Phenomena
Disasters
Emergency Preparedness
Reorganization and Employee Movements
Responses
• Design interventions
• New technology acquisition
• Continuous education and training to cover
wider employee population
• Benchmarking management systems

– Risk Assessment, ISO 31000
– Energy Management Systems, ISO 50001
