Primary Purpose and Scope of the Job:
This role is to cover the capacity needed in public health to deliver the statutory
health protection and assurance role for the local authority. Public health are
required to contribute to emergency planning, commission infection control, assure
health protection across partners in Warrington and contribute to the regional
arrangements, respond to planning applications and collaborate with regard to
planning for Healthy Warrington.
The postholder will have senior level responsibility for the delivery of health
protection at a population level and associated independent authority. The key
responsibility of this role is to maintain an overview on health protection activities and
coordinate the Health Protection Forum for Warrington and associated activities.
The key outcomes for the post include national, regional and locally agreed targets
that would include outcomes in the Public Health and NHS outcomes framework for
health protection, also contributing to health improvement and wellbeing outcomes
through wider partnership working.
WORKING RELATIONSHIPS
This post reports to the Consultant in Public Health and is part of the Health
Protection and Intelligence Service. The postholder will work alongside the
Knowledge and Intelligence team for health protection matters. Other key
relationships are with members of the PH team and Neighbourhoods and Housing as
per the attached department structures.
External working relationships arise from the breadth of health protection work,
including work with Warrington CCG, NHSE, PHE, local providers and regional
initiatives. Specific health protection activities will require working with the private
sector, voluntary sector, local communities, user groups, and individual members of
the public.
The Health Protection Forum reports to the Warrington Health and Wellbeing Board,
with relationships across partners in Warrington, Councillors and lead members in
WBC.
KEY TASKS AND ACCOUNTABILITIES
1.
The postholder must carry out the duties with full regard to the Council’s
Corporate Plan, the Corporate Equality and Diversity Policy and Health and
Safety Policy.
2.
Coordinate the health protection forum for Warrington, manage the risk and
assurance framework for the forum and coordinate production of the annual report to
Health and Wellbeing Board
3.
Liaise with NHSE, PHE and CCG on health protection matters including
attending the Warrington specific committees for infection control, outbreaks,
screening and immunisation,
4.
Provide strategic leadership for reducing the impact of the social determinants
of health (e.g. regeneration, transport, planning and urban design) in Warrington on
behalf of the Director of Public Health and WBC. Contribute to the regional work on
health place, healthy people, healthy communities.
5.
Embed public health into other council departments including evidence
reviews, priority setting, needs assessment , health impact assessment. Liaise with
planners, developers and communities to contribute to health in planning activities,
This may include health impact assessments where applicable and required

Contribute to the WBC emergency planning and partners resilience
arrangements including exercise testing and reporting to the regional boards
7.
Contribute to the performance management of WBC and NHS and the Public
Health Directorate, specifically around targets, investments, developments, risks and
performance relating to health protection.
8.
Develop a quality and performance management framework for health
protection areas to enable analysis and comparison of a wide range of complex data
sources with appropriate benchmarks. This will include setting standards and
agreeing targets with providers and responsibility for monitoring the relevant public
health outcomes as outlined in the Councils scorecard and the public health
outcomes framework.

Develop and maintain the risk register and assurance framework for health
protection
10.
Provide health protection support to the public health team, and contribute to
the JSNA and PH annual reports.
11.
Contribute to the general public health activities, including link with members
of the Healthy Lives Healthy People team regarding community engagement for
health protection
12.
Contribute to the health protection elements in commissioning public health
services such as infection control, children health and wellbeing, lifestyles, sexual
health and substance misuse/alcohol.
13.
Recruit, select and line-manage staff, managing their development through
the use of the appraisal system, regular supervision and utilisation of other workforce
development opportunities.
14.
Ensure that HR policy is implemented effectively within the department
dealing with as appropriate grievance and/or disciplinary issues
15.
Take budgetary responsibility for defined projects non pay budget. Authorise
budget spends and providing feedback to the Head of Service on a monthly basis
highlighting any potential risks. Purchase any resources and incentives to support
the project

To actively participate in continuous professional development and staff
appraisal
17.
To carry out all duties with due regard to confidentiality and data protection
regulations.
18.
The postholder is expected to comply with WBC Codes of conduct and
accountability, health and safety requirements, and the safeguarding and
promoting the welfare of children and/or vulnerable adults.
19.
To undertake such additional duties as are reasonably commensurate with
the level of this post.
