A regular meeting of the Regional Transportation Commission (RTC) Citizens Advisory
Committee (CAC) was held on Wednesday, September 3, 2014, in the RTC Board Room,
2050 Villanova Drive, Reno, Nevada 89502. The meeting was called to order at 5:30 pm by
Chair Bob Schrimpf. Following the Pledge of Allegiance to the Flag, the following business
was conducted:
Item 1: Approval of Agenda. The agenda was approved as submitted.
Item 2: Public Comment. There was no public comment.
Item 3: Approval of July 9, 2014, Meeting Minutes. The minutes of the July 9, 2014,
meeting were approved as written.
Item 4: Election of Chair and Vice-Chair. Chair Schrimpf opened the meeting to
nominations for the position of Chair. There were nominations for Scott Carey, Naveen
Yelamanchili, Daniel Sanchez and Rebecca Kapuler. Ms. Kapuler declined the nomination. No
other nominations being made, a vote was taken by ballot. By majority, Scott Carey was
elected Chair and assumed the gavel for the remainder of this meeting.
Chair Carey opened the meeting to nominations for the position of Vice Chair. There were
nominations for Naveen Yelamanchili and Daniel Sanchez. No other nominations being
made, a vote was taken by ballot. By majority, Daniel Sanchez was elected Vice Chair to
serve for the next ensuing year.
Item 5: Update on the Coordinated Human Services Public Transportation Plan.
Tina Wu, AICP, RTC Senior Transit Planner, briefed the CAC on the Coordinated Human
Services Public Transportation Plan. The PowerPoint presentation is available upon request
at the RTC Planning Department. Discussion followed. No action was taken.
Item 6: Discussion and Recommendation on the FY 2016 Street and Highway
Program of Projects. Howard Riedl, P.E., RTC Senior Engineer, gave an update on the
FY2016 Street and Highway Program of Projects. The Program of Projects list discussed is
available upon request at the RTC Planning Department. Discussion followed.

On a motion by Evan Gadda and seconded by Rajan Zed, the committee recommends
approval of the RY2016 Street and Highway Program of Projects.
The motion passed unanimously.
Rajan Zed left the meeting at 6:11 pm.
Item 7: Discussion and Recommendation on Amendments No. 2 and 3 to the
FY2014-2018 Regional Transportation Improvement Program. Debra Goodwin, RTC
Planning Administrator, gave a presentation on Amendments No. 2 and 3 to the FY20142018 Regional Transportation Improvement Program (RTIP). The RTIP provides
documentation of regional, multimodal transportation improvements and funding sources
over a five-year period. Discussion followed.
On a motion by Bob Schrimpf and seconded by Daniel Sanchez, the committee recommends
approval of Amendments No. 2 and 3 to the FY2014-2018 Regional Transportation
Improvement Program.
The motion passed unanimously.
Item 8: Update on the 5th Edition of the Regional Road Impact Fee Program. Julie
Masterpool, P.E, RTC Senior Engineer, gave an update on the 5th Edition of the Regional
Road Impact Fee Program. The PowerPoint presentation is available upon request at the
RTC Planning Department. Discussion followed. No action was taken.
Item 9: Member Items. There were no member items.
Item 10: RTC Board Minutes and Status Reports. No discussion.
Item 11: Agenda Items for Future CAC Meetings.

• Cell phone usage on RTC ACCESS
Item 12: RTC Staff Items.
Tina Wu stated there will be a Stakeholder Meeting for the Coordinated Human Services
Public Transportation Plan (CTP) on September 15th from 2:00 – 4:00 pm at the Best
Western Airport Plaza, and a draft plan will be available during that meeting.
She also advised the committee that RTC will again offer Express Service to the Balloon
Races on Saturday, September 6th and Sunday, September 7th.
Debra Goodwin reminded the committee about the Sun Valley Corridor Study Open House
on September 4th from 6:00 to 8:00pm at the Sun Valley Community Center.

Item 14: Adjournment. The meeting adjourned at 6:45 pm.
