ノルウェー製品登録への化学品の申告内容を修正する改正規則の公布

2016 年 5 月 27 日にノルウェー当局は、ノルウェー製品登録への化学品の申告に関す
る規則を修正する改正規則を公布した。1) 本規則は、2015 年 7 月 21 日に WTO/TBT 通
報された草案

が最終化されたものである。本改正規則の公式英訳は、まだ公表され
ていなため、上記 WTO/TBT 通報された際に公表された英文草案の原文と仮和訳を参考
情報として以下に添付する。機械翻訳(ノルウェー語→英語)での確認においては、草案
がそのまま最終化されたように推察されるが、本改正規則の公式英訳が公表された際に、
改めてその内容を報告いたします。
上記ノルウェー製品登録への化学品の申告に関する規則においては、有害性として分類
される化学品を年間 100kg 以上職業的又は個人目的で製造、輸入及び/又は上市する製造者
又は消費者はノルウェー製品登録 3) に対してその物質又は混合物のための申告を行わなく
てはならないとされている。4) 5)
ノルウェーに有害性化学製品を輸入又は上市する場合、従来の化学品の申告に関する規
則に従って、ノルウェー製品登録へある情報を申告することが要求されている。本規則の
第 6 条は要求される情報のリストを規定しており、それには混合物を構成する個々の成分
の重量を申告することが含まれている。もっぱら爆発性、可燃性又は酸化性の特性の理由
だけで有害性として分類される混合物に対しては免除がある。これらの製品に対しては、
有害性としてのその分類に寄与する成分についての情報だけが要求されている。規則の第
6 条の本修正は、混合物中におけるすべての成分に関する情報を入手するためにこの免除
を廃止することが目的である。

Regulation amending Regulation 19 May 2015 no. 541 relating to
Declaration of Chemicals to the Product Register
Regulation 19 May 2015 No. 541 relating to declaration of chemicals to the product register
is amended as follows:
Article 6 Section 2 shall be read as follows:

For mixtures that require a declaration, cf. Article 4, the following information shall be
provided:
a) Unambiguous chemical name of all the substances in the mixture
b) CAS-number and EC-number
c) For substances that are classified as hazardous; codes for hazard class and category plus
code(s) for hazard statement according to the CLP, cf. CLP regulation
d) Amount of each component in weight percentage. Sum of all components shall be 100
weight percent.
Article 6 Section 3 and 4 are repealed.

The Regulation enters into force immediately.

製品登録に対する化学品申告に関する2015年5月19日の規則 No.541は以下の様に修正され
る：
第6条セクション2は以下のように読み替えられるものとする。
申告を要求する混合物に対して、第4条を参照、以下の情報が提供されるものとする：
a) その混合物におけるすべての物質の明白な化学名称
b) CAS番号及びEC番号
c) 有害性として分類される物質に対して、ハザードクラス及びカテゴリーのためのコード
プラスCLP規則に従ったハザードステートメントのためのコード、CLP規則を参照。
d) 重量%での個々の成分の量。すべての成分の総計は100重量%になるものとする。
第 6 条セクション 3 及び 4 は廃止される。

本規則は直ちに発効される。
