朝鮮戦争初期国連ラジオと英米・国連関係 ― VOA／BBC の役割と米国務省／英外務省の
協力に焦点をあてて

1946 年、国際連合は、多言語ラジオ放送である「国連ラジオ」を開始した。それは現在
まで続いている。VOA や BBC などの国際放送と比べ、国連ラジオ研究はきわめて少なく、
皆無であるといっても過言ではない。こうした研究蓄積の不足を補うために、本稿は、朝
鮮戦争初期の国連ラジオ朝鮮語放送に焦点をあて、その実態を明らかにしようとするもの
である。それは、次の 3 つの課題、すなわち①国連ラジオは、どのように成立したのか、
②朝鮮戦争初期、VOA や BBC は、どのように国連ラジオ朝鮮語放送の中継に協力したの
か、③米国務省や英外務省は、国連ラジオ朝鮮語放送の中継に、どのように関与したのか
を解明することで行われる。
本稿では、次の点について明らかにした。第一に、アメリカによる国連ラジオの支援が、
対ソ冷戦戦略の一環であったこと。第二に、BBC と VOA の組織的な性格の違いが、英米
間での国連ラジオ中継協力への差異となって表れていたこと。第三に、アメリカが国連ラ
ジオを含む国連の広報/情報活動全般にわたって支援しており、それは「電波戦争」を戦う
うえで国連を利用しようとするアメリカの戦略と、広報/情報活動強化のための予算不足に
悩む国連の利害が一致したものであったこと。本稿は、これらの点を指摘しながら、朝鮮
戦争期の英米と国連関係の新たな側面を照らし出すものであった。それは、ラジオ放送と
いう観点から、東アジアの冷戦を描き直そうとする試みの一つの作業として位置づけられ
る。
UN Radio in the Early Korean War: The Roles of VOA/BBC and Trilateral Relations
between the US, UK, and UN

The United Nations (UN) has broadcast the multilingual radio service, UN Radio, to
the world since 1946. There are scant studies comparing UN Radio with other
international radio services such as VOA and the BBC.
My study aims to examine the dynamism of UN Radio in the early Korean War by
analyzing the diplomatic documents of the UK and US. It focuses on the following three
dimensions. First, how was UN Radio established? Second, how did the UN begin the
Korean language service at the outbreak of the Korean War? Third, how did the UK and
US governments and the BBC and VOA provide support to the UN Radio Korean
service?
In conclusion, this paper states the following three findings. First, the US supported
the establishment and operation of UN Radio because it intended to utilize the UN as a
“weapon” against the USSR during the Cold War. Second, it was revealed the
differences of UN Radio supports by the US and UK due to the essential differences of
VOA and BBC as a broadcasting organization. Third, even though the US had
intervened in the broadcasting programs and personnel management of UN Radio, the
UN relied on US support affirmatively because of its lack of facilities for UN Radio, and
as a sign of the UN’s recognition of the US as a great global power.
This study is a preliminary step in describing the Cold War from the perspective of
“Radio Wars.”
