he Directorate for Translation is glad to present you
this brochure on local and regional government levels
in the EU member states. Every Member State has a different
– sometimes highly complex – government structure. With
this brochure the translation service aims to give you a general
overview of the local and regional government structures in EU
Member States, providing the terms in 24 EU languages. The
brochure is designed to serve as a linguistic aid for the members
and stakeholders of the CoR and the EESC. We hope that you
will find it useful in your work.

he brochure represents a joint effort by all translation
units of the Directorate for Translation. As a translation
service working for both the European Committee of the
Regions and the European Economic and Social Committee,
we based our research both on institutional sources and internal
databases, and on publicly available national sources. For each
country we prepared a diagram in the original language that
represents the basic local and regional government structure of
the Member State. We have also provided a short description
of the country's structure in English, French and German.
An asterisk indicates the levels that send members to the
European Committee of the Regions. The terms for the levels
are given in 24 languages. Each entity is numbered for ease
of reference in all languages. Please note that in many cases
these are approximate translations as some self government
structures do not exist in some countries.
This brochure is for information purposes only and does not represent in any way the opinions of the national administrations.
In cases where there is more than one official language the original terms in the diagrams appear in the protocol order of the languages.

I
n England, there are four levels of sub-national
division. At the highest level, there are nine regions,
all of which have the same status, except London, which
has more substantive devolved powers. The second level
comprises Greater London, the counties and the unitary
authorities. Greater London is the only region in England
with substantive devolved powers. Counties are local
government areas which have a two-tier structure of
county and district councils, whilst unitary authorities
have a single local authority. At the third level, there are
the London boroughs, further subdivisions of Greater
London, and districts, further subdivisions of the counties.
Finally, at the lowest level are the civil parishes, which exist
only in some areas of England.

'Angleterre compte quatre niveaux d'administration
territoriale. L'échelon supérieur est composé de neuf
régions, qui possèdent toutes le même statut, à l'exception
de Londres, aux compétences élargies. Le second échelon
regroupe le Grand Londres, les comtés et les autorités
unitaires. Le Grand Londres est la seule région d'Angleterre
à avoir bénéficié d'une réelle dévolution de compétences. Les
comtés sont des territoires d'administration territoriale fondés
sur une structure à deux niveaux (conseils de comté et conseils
de district), tandis que les autorités unitaires reposent sur une
autorité locale unique. Le troisième échelon se compose des
arrondissements de Londres, qui sont des subdivisions du
Grand Londres, et des districts, subdivisions des comtés.
Enfin, l'échelon inférieur est constitué des paroisses civiles,
qui ne couvrent pas tout le territoire de l'Angleterre.

n Belgium there are 3 levels of sub-national division.
At the highest level there are 3 regions (the Flemish
Region, the Brussels-Capital Region and the Walloon
Region) as well as 3 language-based communities (the
Flemish Community, the French Community and the
German-speaking Community). It should be noted that
the Federal State, the Communities and the Regions have
equal legal authority but have powers and responsibilities
for different fields. At the intermediate level are the 10
provinces (5 in the Flemish Region and 5 in the Walloon
Region). Finally, at the lowest level are the municipalities.

According to the constitution these are administrative
territorial units entrusted with executing regional policy,
implementing state governance at local level, and ensuring
there is harmony between national and local interests.
At the lower level are the municipalities. According to
the constitution these are the basic territorial units of
government. Municipalities are legal entities with their
own budgets and have the right to own property.

a République tchèque compte deux niveaux
d'administration territoriale. L'échelon supérieur
est occupé par les quatorze régions, définies comme des
communautés territoriales de citoyens, qui jouissent du
droit à l'autonomie. Une région est également une entité
publique disposant de biens propres, qu'elle gère de
manière indépendante. L'échelon inférieur se compose des
communes, qui englobent les villes statutaires, les villes
et les communes ordinaires. Les communes sont définies

n the Czech Republic there are two levels of subnational division. At the higher level are the 14
regions, which are defined as territorial communities of
citizens and have the right to govern themselves. A region
is also a public corporation with its own property, which
it administers independently. At the lower level are the
municipalities, which include chartered towns, towns and
municipalities. Municipalities are defined as the basic
territorial communities of citizens and have the right to
govern themselves.

e Danemark compte deux niveaux d'administration
territoriale. À l'échelon supérieur se trouvent cinq
régions et à l'échelon inférieur 98 communes. Les régions
ont été créées en 2007 en remplacement des treize comtés
traditionnels du pays, dans le cadre d'une réforme qui a
également ramené le nombre de communes de 270 à 98.
L'autonomie locale est inscrite dans la constitution, qui ne
fournit par contre aucune indication sur la manière dont
elle doit être organisée. Les collectivités locales et régionales
sont compétentes pour les questions qui présentent un

n Denmark, there are two levels of sub-national
division. At the higher level there are five regions and
at the lower level there are 98 municipalities. The regions
were created in 2007 as part of the reform during which
regions replaced the country's traditional 13 counties
and the number of municipalities was reduced from 270
to 98. Local government is a principle enshrined in the
constitution, albeit with no indication of how it should be
organised. Local and regional authorities are responsible
for matters of interest to them that are not expressly
conferred on the state.

Ebene umfasst 98 Gemeinden. Die 2007 im Rahmen einer
Gebietsreform geschaffenen Regionen ersetzen die früheren
13 Amtsbezirke. Die Zahl der Gemeinden wurde von 270
auf 98 verringert. Das Recht der Gemeinden, unter Aufsicht
des Zentralstaates ihre Angelegenheiten selbstständig zu
regeln, ist in der Verfassung niedergelegt, jedoch ist nicht
festgeschrieben, wie dies zu erfolgen hat. Die lokalen und
regionalen Gebietskörperschaften sind für diejenigen
Angelegenheiten zuständig, die nicht ausdrücklich Aufgabe

I
n Germany there are three levels of sub-national
division. At the higher level are the 16 Länder, of which
three are city-states. Each Land has its own constitution,
parliament and constitutional court and is largely
autonomous with regard to its internal organisation. As
well as being responsible for implementing federal laws,
Länder have the right to legislate in all areas, insofar as
the Basic Law does not confer legislative power on the
Federation. At the intermediate level, there are around
400 administrative districts. These are the link between
the highest level (Land) and the lowest level (municipality)
and support the latter in fulfilling their tasks. There
are also urban districts, which fulfil the tasks of both
municipalities and administrative districts.

'Allemagne compte trois niveaux d'administration
territoriale. À l'échelon supérieur se trouvent les
seize Länder, dont trois sont des villes-États. Chaque Land
possède sa propre constitution, son propre parlement et sa
propre cour constitutionnelle et jouit d'une large autonomie
quant à son organisation interne. Chargés d'appliquer les lois
fédérales, les Länder sont en outre habilités à légiférer dans
tous les domaines pour autant qu'ils ne soient pas réservés à
l'État central par la loi fondamentale. L'échelon intermédiaire
se compose d'environ 400 arrondissements, qui forment
le lien entre l'échelon supérieur (les Länder) et l'échelon

n Italy, there are three levels of sub-national division.
At the highest level, there are 20 regions, which wield
legislative powers in a number of areas whether exclusive to
the regional level, not expressly reserved for state legislation
or shared with the latter. Five of these are "autonomous",
which means that they have special status granting them
specific forms of autonomy. Alongside the regions, there
are two autonomous provinces, which, unlike normal
provinces, have legislative powers. At the intermediate
level there are 51 provinces and 10 metropolitan cities.
At the lowest level are the municipalities. Provinces,
metropolitan cities and municipalities have both their
own and delegated administrative functions and enjoy
regulatory powers within the scope of those competences.

I
n Sweden, there are two levels of sub-national division.
At the higher level, the body of regional government is
known either as a 'county council' or a 'region'. There are
20 county councils that have responsibilities in areas such
as public healthcare and public transport, and four regions
which, in legal terms, are equivalent to county councils,
but with additional responsibilities in the area of regional
development. At the lower level are the municipalities.

I
n England, there are four levels of sub-national
division. At the highest level, there are nine regions,
all of which have the same status, except London, which
has more substantive devolved powers. The second level
comprises Greater London, the counties and the unitary
authorities. Greater London is the only region in England
with substantive devolved powers. Counties are local
government areas which have a two-tier structure of
county and district councils, whilst unitary authorities
have a single local authority. At the third level, there are
the London boroughs, further subdivisions of Greater
London, and districts, further subdivisions of the counties.
Finally, at the lowest level are the civil parishes, which exist
only in some areas of England.

unitaires. Le Grand Londres est la seule région d'Angleterre
à avoir bénéficié d'une réelle dévolution de compétences. Les
comtés sont des territoires d'administration territoriale fondés
sur une structure à deux niveaux (conseils de comté et conseils
de district), tandis que les autorités unitaires reposent sur une
autorité locale unique. Le troisième échelon se compose des
arrondissements de Londres, qui sont des subdivisions du
Grand Londres, et des districts, subdivisions des comtés.
Enfin, l'échelon inférieur est constitué des paroisses civiles,
qui ne couvrent pas tout le territoire de l'Angleterre.
