この英文は問題がある。with the biggest increase の部分がこの位置にしか置けないから、この
解答にしたが、with 以下の部分はどういう意味をこの一文に与えるのか不明である。climbed
を修飾する副詞句としたつもりだろうが奇妙な英文となっている。本来は、28 percent in the
past 33 years with the biggest increase in children.とするべき英文である。with the biggest
increase in children とすれば意味が通じる。作成者が意図的に英文を書きかえたと思われる。

出題者は下線部を No country を修飾する形容詞句と考えさせようとしたのだろうが、形容詞句
と被修飾語に別の語句、ここでは in the world が介在すると、下線部は the world を修飾すると
判断するのが、受験生の文法上の普通の理解ではなかろうか。戸惑った受験生がいただろう。
「老
齢化する人々がいる世界のどんな国も全てのお金を医療費として使う余裕はない」という日本語
にはなるから問題ないと考えたのだろう。この部分も原文と異なった操作をされているようだ。
設問のような形容詞句の使い方は英文には見受けられるが、並び替えで扱うと難しくなる。
