日本語対訳 TSUKUBA 宣言について前文国際社会は、厳しさを増す地球規模の諸課題に直面し、緊急な対応と解決策を必要としています。一国だけで対応できず、単独の学問分野だけで解けない地球規模の難問に立ち向かい、持続可能な発展と繁栄を遂げるには、国境や学問分野を越えた研究者の連帯が不可欠です。その一助として、国境や学問分野を越えた研究者が日本最大のサイエンスシティである筑波研究学園都市に集まり、地球規模あるいは各地の諸課題について理解を深め、未来に向けた目標や方策を建設的に討議する場が Tsukuba Global Science Week (TGSW) です。 TSUKUBA 宣言は、人と自然と多様性への敬意を精神的基盤として、TGSW に結集した研究者のコミュニティが手を取り合って、地球規模課題の克服に挑む決意を広く国内外に向けて年ごとに示すものです。 TSUKUBA 宣言 2015 本年の TGSW は、2020 年に東京で開催されるオリンピック・パラリンピック大会を念頭に、世界平和の推進に貢献する人材の育成をそのミッションとするオリンピック・パラリンピック・ムーブメントへの参画の在り方をメインテーマの一つに据えています。日本におけるオリンピック・ムーブメントは、筑波大学の前身である東京高等師範学校長を務めた嘉納治五郎先生が、1909 年にアジアで最初の国際オリンピック委員に選出されたことに端を発します。嘉納先生は講道館柔道の創始者として広く知られ、他者に尽くしてこそ自他ともに発展するという「精力善用・自他共栄」の理想の下、8,000 人以上の留学生を受け入れた国際人でもありました。ここに集うわれわれ研究者コミュニティは、１世紀以上経過した今も、嘉納先生の理想が、現代のオリンピック・パラリンピック・ムーブメントが標榜する諸価値 – 友愛、敬意、卓越性、勇気、決意、平等、感動 – と深く共鳴し、かつ普遍的な妥当性を有すると信じます。かかる信念の下、われわれは、地球規模課題の解決と人類の将来を担う人材育成への責任を自覚し、以下のとおり宣言します。一、われわれは、研究者として、地球規模課題の解決に必要な新たな知の創造に向け、国境や学問分野を越えた対話と協働に鋭意取り組みます。二、われわれは、教育者として、地球規模課題の解決に勇気をもって立ち向かう将来のグローバルリーダーの育成に尽力します。三、われわれは、平等の推進者として、人種、性別など、種々の差異に起因するさまざまな障壁を打ち破るべく奮闘します。また、その義務を、自身および他者の文化を理解・評価し、決して断ち切られることのない社会的アンガージュマンの連鎖を創造することによって果た四、していきます。われわれは、オリンピック・パラリンピック・ムーブメントのレガシーとして受け継がれてきた価値観を胸に抱き、輝かしい未来の構築に向けて共に邁進します。 2015 年 9 月 30 日 TGSW 2015 に結集した研究者コミュニティを代表して永田恭介 TSUKUBA Declaration PREAMBLE In the face of the emerging global issues that are increasingly dire, the international community must respond by developing sustainable solutions. One nation by itself cannot tackle these global challenges nor can these challenges be solved by a single discipline. Solidarity among scientists regardless of borders and disciplines is imperative to achieve sustainable development and prosperity. Tsukuba Global Science Week aims to contribute to this endeavor by bringing together prominent researchers across borders and disciplines to Tsukuba Science City, the largest science and technology hub in Japan, and by providing a platform to deepen understanding of global and regional issues and to constructively discuss goals and strategies for the future. Adhering to the philosophy of respect for people, nature and diversity, the TSUKUBA Declaration affirms and proclaims to the world the resolve of the community of scientists brought together by Tsukuba Global Science Week to work hand in hand to solve the global challenges that we face today. We will continue to do so annually. TSUKUBA Declaration 2015 Whereas recognizing that Tokyo will host the 2020 Olympic and Paralympic Games, this year’s Tsukuba Global Science Week showcased the Olympic and Paralympic Movement, whose mission is to develop human resources who can contribute to world peace; Whereas Japan’s involvement with the Olympic Movement began when Professor Jigoro Kano, principal of the University of Tsukuba’s predecessor – the Tokyo Higher Normal School, was appointed to the International Olympic Committee as its first Asian member in 1909. Professor Kano, widely known as the founder of Kodokan Judo, imparted values based on his teachings of Seiryoku Zenyo (maximum efficient use of energy) and Jita Kyoei (mutual prosperity for self and others), which posit that devoting oneself to others is the key to prosperity. During his tenure as principal, Professor Kano accepted over 8,000 international students, thus forever remaining in the minds of subsequent generations as a true global citizen; Whereas even now when more than a century has passed after Kano’s time, the community of scientists assembled here today affirms that his ideals are universally valid and that they deeply resonate with the contemporary Olympic and Paralympic Movement, which values friendship, respect, excellence, courage, determination, equality, and inspiration. Abiding by this belief, we are aware of our responsibility to nurture such young people, as well as to solve global issues for a brighter future, and hereby declare the following: Article 1. We, as researchers, strive to make greater efforts to engage in dialogue across borders and disciplines and act together towards the creation of new knowledge required for the resolution of global issues. Article 2. We, as educators, endeavor to contribute to the development of global leaders who will bravely tackle global issues. Article 3. We, as supporters of equality, seek to break the barriers imposed by race, gender and sexuality, as well as those imposed by all kinds of differences, and claim this duty by appreciating our own and each other’s cultures and creating unbreakable chains of social engagement. Article 4.
