Statement of
Mr. John W. Stetkar
Chairman, Technical Advisory Committee,
Nuclear Risk Research Center
I am deeply honored to be selected as Chairman of the Technical Advisory
Committee for the Nuclear Risk Research Center (NRRC). In this role, I will benefit
greatly from the knowledge and perspectives gained from my experience in nuclear
power plant operations, development and application of advanced risk assessment
methods and models, as an expert for the International Atomic Energy Agency, and as
a member of the US Nuclear Regulatory Commission Advisory Committee on Reactor
Safeguards. But I have learned from that experience that the true strength of an
advisory committee is much more than the leadership of its Chairman. It is the sum of
the expertise and the experience of all members, reinforced by careful deliberations and
open technical exchanges.
The role of our Committee is first and foremost to provide oversight, review, and
recommendations to ensure that all NRRC research programs and work products
maintain the highest standards of technical excellence. To promote the confidence and
trust of all stakeholders, including the Japanese public, it is essential that we provide
our advice and develop our recommendations from a fully independent perspective,
without influence by any outside person or organization. As Chairman, I will ensure that
we achieve these important goals in a technically reasoned and transparent manner,
while fully protecting the confidentiality of information that affects the safety and security
of Japan's nuclear installations.
These are substantial responsibilities. They are essential for success of the
Committee's vital role to support our fundamental mission to assist nuclear plant
operators and the nuclear industry to continually improve safety, and they will guide the
NRRC to become an international center of excellence in probabilistic risk assessment
technology and risk management methods. I accept them with personal enthusiasm
and with the utmost confidence in our team.

原子力リスク研究センター(NRRC)の技術諮問委員長に選ばれたことを非常に光栄に
思います。私がこれまで培ってきた原子力発電所の運転経験や、先進的なリスク評価手
法とモデルの開発と活用に携わってきた経験、ならびに国際原子力機関の専門家として、
また米国原子力規制委員会の原子炉安全諮問委員会の一員として携わってきた経験から
得た知見と観点は、技術諮問委員長としての業務の中で非常に有益なものになるでしょ
う。
しかし私がこれまでの経験から学んだことは、諮問委員会の真の強みというものは、
委員長の発揮するリーダーシップのみによって生み出されるものでは決してないという
ことです。真の強みは、委員全員の知見と経験が足し合わされ、さらに、慎重な審議と
開かれた技術交流が行われることによって、生まれます。
私たちの委員会の第一の、そして主要な役割は、NRRC の研究計画と活動成果が常
に技術的に最も高い水準を維持し続けるために、監督、審査、助言を行うことです。日
本国民はもとより、あらゆる利害関係者からの信用と信頼を得ていくためには、私たち
はいかなる外部の他の個人や組織からの影響も受けず、独立的に自らの判断に基づいて
助言と勧告を実施していくことが不可欠です。私は委員長として、日本の原子力施設の
安全や防護に支障となるような情報については、完全に守秘義務を果たしつつ、技術的
合理性があり、透明性が確保された方法によってこれらの重要な目標を達成するつもり
です。
これらは本質的な責務です。原子力事業者と原子力産業界が持続的に安全性を向上さ
せていく活動を支援するという NRRC の基本的なミッションにおいて、この委員会が
極めて重要な役割を果たすためには欠かすことのできないものです。また、NRRC が
確率論的リスク評価とリスクマネジメント手法において国際的に認められたセンターオ
ブエクセレンスとなるうえでの道標となるでしょう。私は、私個人の情熱と、私たちの
チームに対する全幅の信頼のもとで、これらの役割を引き受ける所存です。
