The 66th OSIPP Policy Forum
We host a special seminar named ‘’The OSIPP Policy Forum’’ on a regular basis. We have
invited a number of special guests from various fields, who participate actively in
international public policy, so that we could discuss and have an exchange of opinions among
ourselves.
In the 66th session, we invite Dr. Bart Geans, who is currently working as a Senior Research
Fellow in the Finnish Institute of International Affairs.
Myanmar’s political transformation and the role of the EU
Presenter: Dr. Bart Gaens (Finnish Institute of International Affairs)
Abstract
This seminar explores the process of political reform in Myanmar since 2011, and surveys the
role that restrictive measures (“smart” or targeted sanctions) imposed by the European Union
(EU) may have played in bringing about change. The goal is to re-examine the challenges
relating to the EU’s self-conception as an “ethical” or a “normative” power in external relations
with Asian countries in particular.

About the Speaker:
Dr. Bart Gaens currently works as Senior Research Fellow at the Finnish Institute of
International Affairs in Helsinki, Finland. In the recent past he has worked as Acting
Professor of Japanese Studies at the Department of World Cultures, University of Helsinki,
and has led a research project on the EU’s relations with Asia at the University of Helsinki
Network for European Studies. He worked as an adviser for the ASEM6 Secretariat at the
Ministry of Foreign Affairs of Finland in 2006, and has published on Europe-Asia interregional relations with special focus on the ASEM process. He obtained his MA at University
of Leuven, Belgium, in 1989 and at Osaka University of Foreign Studies in 1995, and his PhD
at Graduate University for Advanced Studies, Japan, in 1999.

大阪大学国際公共政策研究科（OSIPP）では、様々な分野の公共政策の最前線でご活躍され
ている実務家や有識者と政策討論や意見交換を行う場として、OSIPP 政策フォーラムを開催
しております。
今回は、下記の要領で、バート・ガンズ博士（フィンランド国際問題研究所）をお招きし、
講演会を開催いたします。
ミャンマーの政治的変遷と EU の役割
講演者：バート・ガンズ博士（フィンランド国際問題研究所）
概要：
2001 年以降のミャンマーの政治変革の過程を取り上げ、EU による「スマート・サンクショ
ン（smart sanction）」または「狙い撃ち制裁（targeted sanction）」などの制限的措置がミ
ャンマーの政治変革に果たした役割を検討する。EU は「倫理的」または「規範的」な外交
を行っているとの自己認識を持つが、特にアジア諸国との関係において、この自己認識を再
検討することが、本報告の目的である。

講師略歴
フィンランド国際問題研究所の Senior Research Fellow。1989 年ルーヴェン・カトリック大
学（ベルギー）で修士号、1995 年に大阪外国語大学で修士号を取得後、1999 年に総合研究
大学院大学にて博士号取得。2005 年から 2006 年までヘルシンキ大学 European Studies ネ
ットワーク研究員、2006 年にフィンランド外務省 ASEM6 事務局アドバイザー、2009 年か
ら 2011 年までヘルシンキ大学世界文化学部 Japanese Studies 准教授を歴任。2011 年より現
職。
