背景と趣旨：
欧州連合は 1984 年から現在に至るまで、フレームワークプログラム（FP）を通じ汎欧
州での研究開発促進に力を注いできました。2013 年まで実施中の第７次プログラム FP7
は世界に門戸を開き、積極的に欧州域外の知見も取り込む事により更なる競争力強化に
繋げています。日本から直接 FP7 プロジェクトに参加をされる例も 100 以上に増加し、
６つの日欧共同公募の実施や CONCERT-Japan プロジェクトによる多国間助成の試みが
されるなど、日欧の連携も徐々に進んできました。2010 年 1 月から 2012 年 12 月までの
3 年間は、J-BILAT プロジェクトが日本における FP7 情報提供、催し開催やヘルプデス
クのサービスを提供しました。
来年 2014 年にはイノベーションや起業家教育他を含む、より野心的・包括的なプログラ
ム Horizon 2020 が立ち上げられ、７年間に渡り実施されます。これに先立ち、2013 年 9
月からは J-BILAT に続く新しいプロジェクト JEUPISTE が立ち上がり、今後３年間に渡
って更なる日欧連携強化に貢献します。プロジェクト最初の本セミナーでは、日欧双方
の科学・技術・イノベーション政策をまとめ、連携の可能性、現状と展望を共有し、戦
略的パートナーシップ構築に繋げる事を目的とします。
Background and Objectives
Since 1984, the EU has been promoting Europe-wide research and technological development. The
7th EU Framework Programme, FP7, is open for participation from all over the world and the EU is
trying to incorporate outside knowledge and expertise for its competitiveness. Japanese participation
in FP7 project has increased to more than 100, and the Europe-Japan cooperation has been gradually
reinforced, through the 6 coordinated calls and the joint call by the CONCERT-Japan project, among
others. From January 2010 to December 2012 for 3 years, the J-BILAT project offered information
service on FP7, organized events, operated help desk.
In 2014, the more ambitious and inclusive programme, Horizon 2020 will be launched including
innovation and education of entrepreneurs, which will be active for the coming 7 years. Prior to it, a

new project after J-BILAT was launched in September 2013, and will contribute to the reinforcement
of Europe-Japan cooperation for 3 years. In this first seminar as the public launch of the JEUPISTE
project, Science, Technology and Innovation policies of the EU and Japan will be summarized and
strategic partnership will be sought through common understanding of the areas for potential
cooperation, current collaboration status and future perspectives.

助成団体関係者、メディア等 250 名程度。
Target audience: Researchers and R&D managers from public/private organizations, policy makers,
funding agencies, other multipliers including media and European embassies, ca. 250 participants in total
