Began his career at Ferrovie dello Stato (FS) in 1975 as an Electrical Systems
and Plant Inspector, he then worked doing surveys of operations and
maintenance of signaling, electrical traction, lighting and electromotive systems
and plants in the Bari Infrastructure Regional Offices.
Before his appointment as CEO of FSI, other positions Mr. Elia held included:

and Rules for the planning and renewal of contact lines (1986)
Responsible for the Infrastructure Operations and Maintenance in Bari
Infrastructure Regional offices (1990)
Responsible for Administration and Personnel Services in the FS
Strategic Business Area “Infrastructure” (1996)
Head of Technical Direction of RFI, where, among other tasks, he was
responsible for the technical realization of the Rome – Naples high speed
line (1998 – 2006)
CEO of Rete Ferroviaria Italiana (RFI), part of the Ferrovie dello Stato
Italiane Group (2006 – 2014)
