TASKS
The Centre:
develops and reviews stability and peace
operations concepts and doctrine;
develops research on peace operations;
provides, through its courses, civilian
personnel from different agencies and
military officers from Italian and foreign
Armed Forces with the knowledge and
skills needed to operate in world - wide
crises areas;
monitors crises areas;
cooperates with universities and other Centres on specific topics;
promotes exchanges of experience with
similar international/national Institutes and
Centres.
A NEW COOPERATION CONTEXT
During the last years many leading countries have
been looking for assets and capabilities suitable to
face critical situations in a Stabilization and
Reconstruction environment.
The PCOSC originates from the increasing
consciousness of the International Community to
properly and effectively manage Post Conflict
Operations.
It was officially established on September, 2005,
in Turin, as a branch of the “Scuola di Applicazione
dell’Esercito” (School of Applied Military Studies).
With this project the Italian Army, which plays a
leading role in the Italian commitment to peace,
strives
to
enhance
the
civil-military
interoperability, setting the basis for a real
common understanding of procedures and
mandates, having as a final objective an effective
joint and interagency approach to Stabilization
and Reconstruction operations and missions.
AREAS OF STUDY
STRUCTURE
The Centre is composed of:
a Director, who is also the Courses
Commander;
Secretariat;
a Training, Studies and Doctrine Department;
a Chair of Area Analysis.
Stabilization, Reconstruction and Transition;
Comprehensive Approach;
Security Sector Reform;
Disarmament, Demobilisation and
Reintegration;
Civil-Military Cooperation;
Counterinsurgency;
Protection of civilians;
Gender issue;
Rule of law;
Counternarcotics and anticorruption
operations;
Donors budget delivery/spending capabilities.
EDUCATION AND TRAINING
S&R COURSES
The aim of the Stabilization & Reconstruction
courses (Senior and Junior levels) is to provide
military, police and civilian medium/high ranks
personnel, Italians and foreigners, with the
knowledge and skills required in crisis areas. The
courses are open to foreign students and held in
English.
EUROPEAN SECURITY AND DEFENCE
COLLEGE COURSES
The Post Conflict Operations Study Centre
organizes courses dedicated to different European
Security and Defence Policy (ESDP) subjects. The
courses are designed for military and civilian
students attending the Laurea degree courses
(First and Second Cycle) in Strategic Sciences and
open to EU countries’ military students.
CERTIFICATES AND CREDITS
The Italian Army PCO Study Centre is entitled to
grant:
• the S&R Orientation Course and the S&R
Management Senior Course certificates;
• credits necessary to obtain the “Certificate of
Training in UN Peace Support Operations
(COTIPSO)” from the Peace Operations Training
Institute (POTI);
National University Credits and European Credits
(ECTS) are granted to the students attending ESDP
courses.
CHAIR OF AREA ANALYSIS
It contributes to the Centre’s education and
training objectives, providing a strategic analysis
and focusing on situation awareness of the
current crises.
The Area Analysis Department regularly holds
courses for the Officers of the Italian Army
(Reserve, Staff and Commanding Officers).
