INTRODUCTION Introduction from “22th Ypres Historic Rally” Welcome Welcome to “22th Ypres Historic Rally 2014”. New Rally, New Generation. In this 22th edition of the rally we give you all our welcome to the Ypres Historic Rally. This year’s event is a compact asphalt rally full of new developments but above all one that enables us to draw up an efficient safety plan in order to give access to as many spectators as possible to the stages in an orderly controlled manner that does not jeopardise the safety of the rally. You already know that safety is primary for us and we ask you for your maximum collaboration to achieve a safe rally. As always the course can bring out the value and class of the competitors, the special stages with their narrow roads demand full concentration and mistakes are not allowed. This does not break with our tradition. The same way as previous years the rally takes place in the area of Ypres close to battlefields of the World War I. The Historic Rally HQ and service park are situated in the village of Boezinge Ypres. 1.1. Event Overview The route is consisting mostly of twisty farming lanes, challenging to both cars and crews. The location is as always in the area of Ypres or the 1st World War battle fields. The Historic Rally HQ and service park is situated in the centre of the village of Boezinge. There will only be 120 (FIA and NAT) crews allowed in order to allow a safer and rational management of the special stages. The Shakedown stage is located in Boezinge. The event will begin on Friday late afternoon 20th June 2014 at the Market Place of Boezinge. The event will continue with four special stages on Friday evening (four for FIA and two for NAT)and another ten special stages driven on Saturday 21th June 2014. The Podium Ceremony and prize-giving, Finish of Leg 2 will be held on the ramp. 1.2. Regulatory Power This document has no regulatory power – for information only. Location The service park is situated in the village centre of Boezinge. The Service area surface is in cobblestones and hard surface There will be no Remote Service Zone. 5.2. Access The Service Park will be opened on Wednesday 18th June 2014 at 18:00 only for team’s who explore the Shakedown. Friday 20th June 2014 at 17:00 for all teams. The entrance will be at the “Brugstraat”. Teams and competitors are asked to respect the opening times. Rally Guide II 2014 page 6 5.3. Facilities to the service park. Teams that fail, to keep clean or to clean after the rally, their service area, receive a fine of 200 euro (town regulation). Keep your service area clean!! Trash containers are in the near! Only duly accredited vehicles with the Service Sticker provided by the organization will be allowed to access the service park. SERVICE sticker : access to the team’s service area. The application for should note the channel normally used, and request this channel. However there is no guarantee that use of this channel will be permitted. 7. FUEL 7.1. General conditions The use of FIA fuel is not obligatory. The Refueling area will be located at the following place (exit of the Service Park): 7.2. . Refueling Competitors may only refuel in the refueling zone. There will be only one refueling zone. Except on Friday see roadbook. 7.3. Fuel Supply The maximum distance between Service Park and Refueling is 50 meters. It is forbidden to use the competition car for transportation of fuel and personnel between Service Park and refueling. 8. TYRES All tyres must comply with the current FIA regulations, 2014 FIA Regional Rally Championship Sporting Regulations. 9. IMPORT OF VEHICLES AND SPARE PARTS. HELICOPTERS Registration procedure Competitors coming from the European Union do not need to make any special customs clearance for temporary import of cars and equipment for the purpose of participating in ‘22° Ypres Historic Rally 2014’. If you are importing the rally car, service vans, spare parts and equipment from outside the European Union you must report to customs at arrival in Belgium. Restrictions and Registration In accordance with the FIA guidelines on helicopter use, all helicopters flying in the support of the Rally must be registered with the Organizers. It is intended that, as a safety precaution, there will be a protocol to control Rally airspace and only registered aircraft will be allowed to fly in this airspace. RECONNAISSANCE 13.1. Regulations and Restrictions Competitors are permitted a maximum of 2 passages over each special stage. A reconnaissance control card will record each competitor’s passage over the stages. Under no circumstances may competitors’ drive in the opposite direction of the rally traffic, unless instructed by an official of the event. The reconnaissance pass must be posted on the top right of the front windscreen of the reconnaissance car. The maximum speed set for the reconnaissance of special stages is 90km/u, except for those cases in which there are speed limit signals and in built-up areas (50km/u (school 30 km/h)).Belgian law prohibits the fitting or carrying of radar detection equipment. Competitors are reminded that the roads are not closed and vehicles will be traveling in the opposite direction of the rally traffic. 13.2. Schedule Recce Rally Guide II 2014 page 8 14. Each selected car may be driven to and from the scrutineering venue by a designated team member (who must be present at the finish), in convoy under control of by an official car. 15. SHAKEDOWN 15.1. Who may participate Shakedown on Wednesday 18th June 2014 at Boezinge is optional for all competitors, from 19:00 until 22:00. 15.2. Location Shakedown will take place at Boezinge. Start Park opens at 17:00. The SS Shakedown is 4,79 km, and start is ± 3 km from Service Park and HQ and the finish is ± 5 km from Service Park and HQ. 16. START PROCEDURE 16.1. Start of the Rally The Start will take place on Friday 20th June at Start Park OUT, Boezinge. Rally Guide II 2014 page 9 16.2. Procedure for Leg 1 Start Before the start the Organizers will assemble all the competitors in the Start park on the Diksmuidseweg, Boezinge. Cars are summoned 20 min prior their individual starting time. 17. FINISH PROCEDURE The finish of the rally will be at TC 15B FIA and NAT 14B at the Service Park, Boezinge on Saturday 21th June 2014. From this point all cars will be subject to Parc Fermé rules. The proceedings will be in accordance with 2014 FIA Regional Rally Championship Sporting Regulations. Access to the holding area before the finish podium will be limited to Officials and Media representatives holding the appropriate pass. After the podium finish, competitors must drive their cars under the control of the Organizers to Parc Fermé, which is located in the Boezinge. A Parc Fermé pass will be issued to all cars when they enter final Parc Fermé. Once results are made final the Stewards will authorize C.O.C. to open the Parc Fermé. In case of emergency, patients may go directly to the emergency department of the major hospitals. 22. LIST OF USEFUL FACTS AND SERVICES INFO ABOUT BELGIUM Belgium, a population dense country, encompasses 30,527 km2 but its coastline stretches only 60 km. It is bordered by the North Sea to the north, the Netherlands to the northeast, Germany to the east, Luxembourg to the southeast and France to the west. The geography of Belgium shows it to have three major areas: lower Belgium (up to 100 m above sea level), central Belgium (between 100 and 200 m above sea level) and upper Belgium (from 200 to over 500 m above sea level). Lower Belgium begins in the west at the coast. It has beaches and dunes, which extend along the coast for 65 km. This coastal plain extends inland from 16 to 48 km and consists of dunes and “polders” (land reclaimed from the sea and Rally Guide II 2014 page 11 swamps), which were developed from the 13th to 15th centuries. In the past, this flat and fertile land used to suffer from flooding by the sea. It is now totally dry, thanks to the sluices, which protect it from tidal erosion. Between the western polders, the Leie and the Schelde, are the Flemish lowlands, a sandy region that is hilly in places such as the Kemmelberg and the Kluisberg. The Kempen lie in the east of the country. The soil in the Kempen is poor and the landscape comprises conifer woods, heath lands, ponds, marshes, pastures and cornfields. Upper Belgium is composed of the Ardennes highlands, a rocky but densely forested plateau. It extends across southeastern Belgium and into northeastern France. Bourgundiars, Habsburgs, Bourbons and Bonaparte’s have all involved Belgium in their struggles. Belgium, like Luxembourg, has often been Europe’s battleground. Belgium broke away from the Netherlands in 1830. Invaded during both world wars, Belgium has been instrumental in the formation of the European Economic Community. Three primary languages have contributed to a rich cultural history. Painters and weavers come from the Flemings in the north and west. The French Walloons brought a French heritage. The Flemings speak a language similar to Dutch. Belgian French differs little from the French spoken in France, and German is spoken by large numbers of the population. The population is primarily Roman Catholic (81%), with the Walloons following a more liberal interpretation than the Flemish. The capital of Belgium is Brussels (Bruxelles). The capital’s population is just under a million, divided between Flemish and Walloon, the country as a whole has a population of just over 10 million. The Flemish population is in the range of 6 million, while the Walloon population is just over 3 million. Climate: Belgium has a moderate climate, and it is rarely very hot or cold. The climate near the sea is humid and mild. Inland, there is a greater range in temperature. April and November are being the wettest months. Belgium average annual temperature is 8 degrees C. The country rainfall is 699 mm. Time Zone: Belgium is in the Central European Time Zone – CET/CEST. Daylight Saving Time or Summer Time in Belgium begins on the last Sunday in March at 1:00 a.m. GMT and ends on the last Sunday in October at 1:00 a.m. GMT. DRIVING IN BELGIUM Seat Belts The driver and all passengers are required to use front and rear seat belts at all times. Speed Limits Belgium operates its speed limits in kilometers per hour. The blood/alcohol limit in Belgium is 0.5 grams of alcohol per liter of blood.
