Outline of Construction Safety in 2004 – In 2004,1144 accidents occurred in construction industry and killed 1324 people. The total accident number and death toll decreased 11.46% and 13.12% compared to 2003. – 42 severe accidents, each of them causing 3 or more than 3 fatalities, happened in 2004. Overall Construction Safety Status in 2005 – By 24/Nov of 2005, 879 accidents happened and killed 1020 people in construction. Gradual Improvement in Construction Safety • Statistics shows that accidents have fallen significantly, around 10% in 2004 and 2005. Five Main Causes of Fatal Accidents In the recent 2 years, the main causes of fatal accidents were: – – – – – falling from height; being crushed by collapsing structures ; being struck by loads and equipments; getting injured by mechanical equipments; getting electric shocks. The above five main causes contributed more than 90% of accidents in construction. The fatalities by the five main causes comprise 92% of total death toll. They respectively account for 53.1%, 14.43%, 10.57%, 6.72% and 7.18% of the whole fatalities. Diagram 4 shows all causes and rates of fatal accidents. Introduction of Legal System Law: Work safety law, Labor Law, Product Quality Law Regulation: Regulations on Work of Safety Management of Construction Projects; Regulations on Work Safety Licenses; Regulations on monitoring of safety work, etc Rule: The Ordinances on Safety in Construction and Installation of State Owned Construction Enterprises; The Procedures on Construction Demolition Project; etc Standard: The Standards of Work Safety Licenses for Construction Enterprises; The Standards of Construction Safety Inspection; The Standards of Construction Site Environment and Sanitation Arrangement, etc The Safety Legal System and Standards (Contd.) • In the light of Work Safety Law, Regulations on Work Safety Management of Construction Projects and Regulations on Work Safety Licenses, two administrative rules including The ordinances on Safety Work Licenses of Construction Enterprises and The ordinances on Qualification of Construction Safety Managers, come into force in 2004. • In accordance with other relevant administrative regulations, such as Regulations on Work Safety Licenses and Regulations on Work Safety Management of Construction Projects, the objectives of The ordinances on Work Safety Licenses of Construction Enterprises are – – – to stipulate compulsory safety conditions of construction work, to strengthen safety monitoring and management, and to prevent and reduce accidents.
