Ricardo Armando Patiño Aroca, Ecuadorian citizen, born
orn in Guayaquil.
He graduated as Economist in May 1979 at the “Universidad
Autónoma Metropolitana – Iztalalapa” (Mexico D.F, Mexico)

Metropolitana". Later in November 2001, he completed his postgraduate studies at the Universidad Internacional de Andalucía,

Promote the strengthening of UNASUR through the creation of
its first institutional framework;
Promote the creation of South Bank;
Chairing the National Commission to audit the Ecuadorian
external debt and subsequent management ;
Conclude the final maritime delimitation boundaries with Peru,
Colombia and Costa Rica;
Achieve the implementation of the Regional
Unified
Compensation Payment System (SUCRE) between the member
countries of the ALBA (Bolivarian Alliance for the peoples of our
America);
Promote the debate toward the transformation of the InterAmerican System of Human Rights;
Propose the debate on CELAC agenda 2020 ;
Historically transform the personnel selection system in the
Foreign Ministry, so now the new Ecuadorian Foreign Service
has members belonging to the Indigenous peoples, AfroEcuadorians and montubios (member of these social groups
were never part of the Foreign Service).
