DUBLIN CITY DEVELOPMENT PLAN 2016-2022
Notice is hereby given that Dublin City Council, in accordance with Section 11 of the Planning and
Development Act 2000, (as amended), intends to review the Dublin City Development Plan 2011-2017 and
prepare a new City Development Plan for its functional area.
The Planning Authority will carry out a Strategic Environmental Assessment [SEA] as part of the review
process and for this purpose, the Planning Authority will also prepare an environmental report on the likely
significant effects on the environment of implementing the new plan, in accordance with the Planning and
Development [SEA] Regulations 2004 (as amended).
Pursuant to the requirements of Article 6 of the Habitats Directive (92/43/EEC), a Stage One Appropriate
Assessment Screening of the proposed new plan shall be carried out as part of the overall process and a
Stage Two Appropriate Assessment shall be carried out, if required.
To assist this process an ‘Issues Paper’ has been prepared, which identifies the kind of planning issues
that the next City Development Plan could address. A copy of this Issues Paper can be viewed on the
website dublincitydevelopmentplan.ie and at the following locations from Monday, 10th November, 2014
to Wednesday, 14th January, 2015 (both dates inclusive):• C

Observations or submissions regarding the review of the current City Development Plan and the
preparation of a new City Development Plan and/or the Environmental Report are invited from members of
the public and other interested parties.
Written submissions or observations should be sent to the Development Plan Team, Planning
Administration, Dublin City Council, Block 4, Floor 3, Civic Offices, Wood Quay, Dublin 8 or should
be placed in the ‘Comments Box’ provided at the locations listed above.
Observations or submissions may also be made via email to [email protected] Submissions
made via email must include the full name and address of the person making the submission.
The closing date for receipt of submissions is 16.30hrs on Wednesday, 14th January, 2015.
Children, or groups or associations representing the interests of children, are also entitled to make
submissions or observations.
All submissions should focus on strategic or ‘big picture’ issues and should include your name and
address, a map (where appropriate) and, where relevant, details of any organisation, community group
or company etc., which you represent.
In accordance with legislation, requests or proposals for zoning of particular land for any purpose cannot
be considered at this stage of the process. The Planning Authority intends to review the zoning of the area
of the Development Plan for the purposes referred to in subsection (1a) (a) of Section 11 of the Planning
and Development Act (as amended) at the next stage of the process.
