Provide a forum for communities to update the workgroup on progress made on competitions
and seek input from the group as requested

Competition Updates:
General:



A number of competitions are ongoing or about to start (Memphis, Chattanooga, Tulsa, New
Orleans)
New Orleans and Tacoma are looking to get started on a competition in near future (~3-6
months)
Discussions focused on need for more innovation, how to generate more submissions, and
consultant concerns/complaints about the cost of work done for multiple competitions
(especially national firms)

Average costs for work done by firms engaged in Houston competition was about $20,000
(Adair) while in Philadelphia the average was about $35,000.
Questions arose on the timing of competitions – what’s a realistic timetable?
Memphis
-
LID workshop in early March (over 100 participants)
First round due in July 18
Finals to be announced in August
Finals September 5
Need to be consistent with Nashville LID/GI requirements
No color renderings in first round
Only one design categories – only has $15K for award money
Grant funding provided the money (TN SW Ass’n) - $21K total - $6K for workshop, rest for
award
10-12ac site – senior living center, new development, Developer is United Housing Incorporated
(non-profit)

Decided not to require H&H modeling (but estimate of drainage is required)
1 inch of capture/retention, with water quality
Need sample partnership agreement

Disappointed in the turn-out – only 12 submissions were made
Selected 3 winners to move to construction phase
Smaller firms said it was too expensive to do the work for the event
Bob Adair – The costs were about $20K per firm in Houston competition – this is not much
different than many marketing budgets, plus they learn something from the exercise
Mohsin – We need more innovation in the designs
Tulsa
-
2 submissions per categories (6 total submission)
3 categories / site – mixed use new development, residential redevelopment, green street
$15K per site – raised through corporate donors (developers and SW manufacturers)
April 3 – LID Symposium and finals event
Requirements – quantity/quality treatment requirement
Another competition anticipated in Oklahoma City in the next year
Green Country Sustainability Forum (Jason Vogel) – www.lidcompetition.okstate.edu
A&E firms are very busy now due to booming land development market – makes it harder to
find firms that have extra time for a competition

There had been some competition fatigue in the Texas area as heard by some consultants
(especially larger firms)
Philadelphia

39 registered
28 submissions
3 categories
Total value of work provided by all submissions $1M (10,000 hours of service) - $35K per
submissions of work done
Tacoma

Just getting started
Hope to have finals event at “Wellspring event” – this would be towards end of October, 2014 –
is this an unrealistic?
Beth Miller – need 3-4 months for promotion – total of 18 months
New Orleans

Planning to do the finals event at WEFTEC in October
Registration should go out soon
Plans due in September
Three sites/categories – public sites in Jefferson Parrish, and private/public
No money in hand right now – applying to Sewerage Board for money
Greater N.O., JeffCo, and Greater N.O. foundation might be a source for money
Pittsburgh

Community meeting/design charette on April 10
2-day event – Friday/Saturday, presentation on Saturday evening
Should we delay the competition and use the charette to “prime the pump”?
Beth Miller – we had two design charettes to get things going – good thing to do
Dallas

Haven’t changed codes yet for LID, but working on it
2012 bond program tied to green streets – part of the RFQ included thresholds for firms to
illustrate background in LID – probably wouldn’t have done this without the competition
Chattanooga

WERF is focusing on research to address uncertainties in performance efficacy and maintenance
needs for green infrastructure

Seth was invited by Nancy Stoner (Acting Assistant Administrator for Office of Water, EPA) to
join in a conference call with Stormwater Funders group, which is a gathering of national
foundation leaders with an interest in making changes in the stormwater sector – interest in
funding competitions, Seth will continue to pursue this
U.S. Forest Service Grant – lost this, but WEF is still interested in a national competition
Continue with this workgroup? If so, what should we do?
a. Feedback: Quarterly calls would be the best for now
