Andrew M. Lockett, Jr. Office Records SOUTHEASTERN ARCHITECTURAL ARCHIVE COLLECTION 139 Lockett and Chachere, architects. Crown Food Palace, 3955 Washington Avenue. 1928. As it appears in the Crown Food Palace Section, The Times-Picayune (9 May 1928). Scope/Content Project drawings from the office of New Orleans architect Andrew Moore Lockett, Jr., whose professional career spanned five decades, from 1924-1978. Most known for his work on “Tara,” the St. Charles Avenue residence of Mr. and Mrs. George Palmer, and for his designs associated with St. Joseph’s Hall of Philosophy at Notre Dame Seminary, Lockett was primarily a residential architect. Records consist of copy prints and tracings dated 1937-1978. Included are projects developed with partners Tilghman G. Chachere, Jr. and Charles Edward Ammen. Some drawings relate to Lockett’s brief business ventures, the Allied Engineering Construction Company (1946) and Keystone Builders, Incorporated (1964-66). History/Biographical Note Andrew “Andy” Moore Lockett, Jr. (1896-1984) was the son of Alabama-born engineer Andrew M. Lockett, Sr. (1865-1945) and Anna Waddell. In 1899, the senior established A.M. Lockett & Collection 139/ 3.12/2014/KER/jw/1 Company, a prominent machinery manufacturing business in New Orleans. During the early twentieth century, he was considered a civic leader, and his biography featured in John Smith Kendall’s History of New Orleans (1922). Andrew M. Lockett, Jr. was born in Atlanta, and attended the Rugby Academy and Tulane University’s three-year architecture night course before serving as a field artillery lieutenant in France during World War I. He was selected among other officers to attend the French military school at Saumur (Maine-et-Loire).1 After the war, Lockett enrolled in Columbia University’s School of Architecture, obtaining his degree in 1923. Upon his graduation, he worked in the New York office of John Russell Pope for one year. This stint preceded a European Grand Tour and his return to New Orleans, where Rathbone De Buys hired him in the capacity of junior draftsman. In March 1925, Lockett formed an eponymous partnership with fellow De Buys draftsman Tilghman George Chachere, Jr. (1894-1961), and the two garnered notice for their proposed renovations to the Simmons Mansion in Pass Christian, Mississippi (1925); the Rougelot bungalow on Delgado Drive (1926) and their renaissanceinfluenced Crown Food Palace on Washington Avenue (1928; pictured above).2 Lockett joined the Louisiana Architects Association in 1926. The Lockett-Chachere partnership ended in the early 1930s, just as Lockett’s professional activities increased. He began teaching at Tulane University and joined the American Institute of Architects, serving as the Louisiana Chapter’s secretary. During this period, his residential designs tended towards revival styles, such as his Spanish colonial residence for J.M. Nettels (5833 Fontainebleau Drive).3 Lockett’s architectural career lapsed between 1941 and 1945, when he served as a pilot in the Louisiana Civil Air Patrol and discontinued his professional affiliations. After the war a new partnership emerged with self-educated architect Charles Edward Ammen (1894-1965). The duo designed an early residence in the Lake Vista neighborhood, developed a number of plans for Bogalusa, Louisiana, and some residential alterations for Mississippi property owners. Their partnership produced an energetic supply of plans, but was brief. Ammen obtained various appointments under State Fire Marshall Hugh W. Stewart, and ultimately became his architect. In 1946, Lockett began to pursue real estate development, founding the Allied Engineering Construction Company, which proposed a new subdivision for Jefferson Parish. 1 “News of Lieutenant Andrew Lockett.” The Times-Picayune (19 September 1918): p. 7. 2 Chachere also obtained a certificate from Tulane University’s three-year night course. He worked as a draftsman for Weiss & Dreyfous before his stint with De Buys. “Architects Form Partnership.” The Times-Picayune (15 March 1925): p.12; “Gulf Coast Mansions Modernizing to Match.” The Times-Picayune (9 August 1925): Section 2, p. 1; “Beautiful Home Finished.” The Times-Picayune (8 August 1926): p. 44; “Food Palace Constructed in Renaissance Design.” The Times-Picayune (9 May 1928): p. 3. 3 “Quality Lumber by Davis-Wood.” The Times-Picayune (17 January 1932): Section 3, p. 10. Collection 139/ 3.12/2014/KER/jw/2 During the early 1950s, Dibbol-Kessels and Associates hired Lockett as project architect for the construction of St. Joseph’s Hall of Philosophy at Notre Dame Seminary, directed by Archbishop Joseph Francis Rummel. Lockett developed the initial blueprints for the library and reading rooms. After the structure’s completion in 1954, Lockett received a number of commissions for residences that featured similar towers. The bulk of Lockett’s remaining work would be residential. He was frequently consulted by former clients seeking renovations to their Lockettdesigned homes. Andrew M. Lockett, Jr. was a lifelong chess player and in 1935 remodeled quarters for the Paul Morphy Chess Club, which he had helped to found. He published a number of chess books, including Chess Players of New Orleans (1931).
