The Logistics and Quality Control of
Building and Moving into location the
Maryland Ave Bridge in Minneapolis
Todd Steven will explain how a bridge was build off sight and moved to its
current location. The Maryland Avenue bridge project involved the firsttime use in Minnesota of a new Accelerated Bridge Construction
process. That process consisted of building the bridge off-site and
moving it into its final location with Self-Propelled Modular Transporters,
or SPMTs. The use of SPMTs can theoretically result in a significant
reduction in construction time, which leads to reduced impacts to drivers
and safer work zones for them to drive through. Other benefits of SPMT
use include a safer environment for construction workers, potentially
higher quality, potentially reduce environmental impacts, and the
addition of another tool in the bridge building toolbox. Of course all of
that comes at a cost, which the project team had to address and
manage. The project was considered a success, but SPMT have not been
used on any other subsequent projects.

First off, I hope everyone had an enjoyable holiday season and on behalf of the SOMN
APICS Board of Directors, I would like to wish everyone a very happy new year as well.
Secondly, as we look forward to a new year, we often take the opportunity to reflect
upon the past year and identify ways that we can improve upon or enhance the way we
go about our daily lives, both at work and at home. In conjunction with that theme,
we’ve arranged for an interesting topic for this month’s PDM - a topic about a unique
method being used to complete a large project. We hope that you area able to join us
at this month’s meeting and are able take away some appreciation for the amount of
work involved with a major MnDOT project and gain some ideas on how you might be
able to apply unique ideas to the challenges you may face this coming year.
Lastly, I would like to thank the Board of Directors and all members for their support
this past year – which has allowed us to again reach Platinum status as a chapter. We
would not have been able to do this without everyone’s help and support.

For the last year and a half, I have been the
Assistant District Engineer for East Operations in
MnDOT District 6. Prior to that, I spent over 26
years as a bridge engineer in both the public
and private sectors. I worked on all phases of
bridge projects including scoping, permitting,
design, construction, and R&D. In my last 3-4
years in the bridge world, I did a lot of work with
Accelerated Bridge Construction (ABC), which
led directly to my involvement in the Maryland
Ave. project. I have a BS in Civil Engineering
from South Dakota State University and an MS
in Infrastructure Systems Engineering from the
University of Minnesota. I’m married with 3
children, and my wife and I live in Rochester.

March 3rd, 2015 – FMEA – Failure Mode and Effects Analysis – 8 AM to 4:30 PM – Faribault - $235
Students will learn what FMEA is, how it can be applied, and the benefits of its application. Hands-on exercises
will walk students through the steps of analyzing a product or process for failure risks, defining the magnitude
of those risks, and prioritizing actions based on the risk. The use and maintaining or the FMEA form will be
covered, including the linkage to the control plans. Students will be able to apply the FMEA tool and
methodology on the job when they leave the course.
April 8th and 9th, 2015 – Understanding ISO 9001 and Internal Auditor Skills - 8 AM to 4:30 PM – Mankato $445
Gain practical insights from an experienced QMS Lead Auditor. This class will provide trained auditors ready
to effectively and efficiently conduct internal quality system audits.
May 12th and 19th, 2015 – Fundamentals of Quality Assurance – 8 AM to 4:30 PM both days – Faribault $445
This course will provide a broad base of training on fundamental skills and knowledge of quality assurance for
the professional who is looking for growth in the area of quality assurance. Topics include: Introduction to
quality management, quality systems, ISO 9001, quality auditing, quality costs, problem solving, statistical
tools and concepts, calibration systems, metrology, inspection and testing, supplier management,
documentation control, record keeping, charting and analysis of data, corrective and preventive action,
decision-making skills, and continual improvement approaches.
