Drunken’ cops assault teenage girl, boys
“One of them punched me as I tried to save my brother by hugging him,” she said saying she still had a swollen lip.
Besides her brother (16), his friend was also allegedly beaten up causing injuries and their mobile phones were
snatched by the duo, she alleged.
“As they pointed the gun towards us, I asked them to shoot me before harming mu son or daughter,” said the
mother of the girl.
An eyewitness, who is a neighbour of the girl, said, “My son and I went to see what was happening... Then they
(cops) pointed the gun at my son and asked him to raise his hands and threatened to kill us.”
“They even went from house to house and threatened people with their guns saying to ‘cooperate’ or be shot. We
were clueless as to what cooperation they wanted from us,” said another neighbour and eye witness.
The local residents held a meeting last night and decided to jointly fight the case of police ‘highhandedness’.
“We were all really scared as they kept cocking their guns at everyone,” said another resident.
The two policemen, however, cooled down after intervention of additional superintendent of police Bruno A Sangma.
However, the police refused to register an FIR in the case and instead lodged a counter FIR against the complainants though content of the FIR was yet to be known.
Meanwhile, the West Garo Hills SP, Mukesh Singh, said the two policemen were on ‘special duty’ and deployed in
the area.
“They were there to look out for suspicious movements of militants and spotted some boys in camouflage and
tried to question them when the altercation took place. One of them sustained damage to his fingers,” claimed
Singh.

not choosing the quota, he said, “We are also fortunate to have these students who would like to serve the state and
cabinet has approved the proposal.”
The students pursuing their MBBS studies under the quota are required to sign a bond to come back and serve the
state.
However, many of the bonded doctors defaulted on the agreement and chose jobs outside in lieu of a penalty
while some of them are yet to pay up.
“The government is still running after some bonded doctors who have failed to refund the money spent by the
government on their studies,” Sangma said.

SHILLONG, DEC 17: The Meghalaya
Commission for Protection of Child Rights
(MCPCR) has demanded immediate arrest of the Sordar of Mawkhli village for
his alleged violation of human rights of four innocent
children.
“We demand immediate arrest against the village head of Mawkhli
as well as police should ensure that he is
punished for violating the human rights
of the four innocent children,” MCPCR
chairperson Meena Kharkongor said here.
She questioned, “On what authority the
Sordar has taken away the rights of the
four children by depriving them of their
school report cards. This is a clear case
of violation against their human rights.”
“The police authority is expected to act
accordingly on the FIR that was lodged
against him (Sordar) and take necessary
action which will act as a deterent for oth-
ers who even think of such acts.”
The Sordar of Mawkhli identified as Blestar Wahspeh has illegally interfered into
a government school’s protocol by withholding back the annual report cards of
the four children.
Ironically, the reason behind
the action was on the pretext
that they were “ostracized”
along with their parents by the Dorbar
Shnong.
Based on the FIR, the police had also
seized the report cards and handed over
to the children, who were humiliated by
the Sordar in front of the whole school.
A case under 107 IPC has been registered against the village head and investigation into the case is on, police said.
The police however are yet to take any
action against the Sordar.
Kharkongor informed that the MCPCR
would soon meet the children and their
family to inquire into the matter.

‘Springshed management’ to
rejuvenate dried up springs

SHILLONG, DEC 17: The State Water
Resource Department in collaboration
with the Meghalaya Water Resource Development Agency organised a workshop
on ‘Designing Springshed Management
for Meghalaya’ here on Tuesday.
The workshop was held with the intention to discuss and elaborate on how to
sustain and rejuvenate the dried up
springs as well as the drying springs in
the state.
For a majority of the rural population,
springs are the fundamental source of
drinking water, sanitation and irrigation.
However, with changing climatic conditions and rainfall pattern, a large number
of villages, hamlets and settlements are
facing acute water shortage because either perennial springs have dried up or
have become seasonal.
Speaking on the occasion, Principal
Secretary, Agriculture P Kharkongor applauded the organisers for conceiving the
idea of having the workshop on Springshed Management stating “it is the right
time to make people aware because they
are the natural custodians of this valuable
resource”.
Kharkongor also made the suggestion
of making use of the 156 identified micro
watersheds under the 10th and 11th Five
year Plan of the Agriculture Department.
“The micro watersheds already have
registered watershed committees and
these can be used wherever applicable
and suitable during the survey for the
Spring shed Development and the Agriculture Department will be happy to collaborate,” he said.
In his introductory speech, L Shabong
from the Soil and Water Conservation,
said that he hoped that this workshop will
open up the eyes of the concerned department like the State Water Resource
Department and the State Soil and Water
Conservation to come up with an intervention in order to safeguard all the
springs in the each district of the state,
which are the traditional source for drinking water.
He also hoped that a system will be put
in place through this workshop whereby
every spring is mapped geographically in
terms of its quantity and quality and with
a click of the button anyone can know the
exact discharge of spring water anywhere
in the state.

GUWAHATI, DEC 17: With an
objective to promote tourism potentialities of Assam and to develop tourist circuits, Eco tourism
Society of North East has decided to initiate a bike-cum-photography tour to Pabitora Wildlife
Sanctuary. This is for the third
time that such tour has been organised, said a press release.
The first year of similar initiative
was 2012 which witnessed 120
participants while the second initiative in 2013 witnessed 150
particiants. Bikers from Assam
and neighbouring states will join
hands together on December 21
to explore the tourism potentialities of Pabitora Wildlife Sanctuary and its flora and fauna, stated a press release.
The tour will encourage local
tourism entrepreneurs as the
tour will give wide scope to the
locals to associate themselves
as tourist guides. The organisers
have given due emphasis on the
involvement of local tourism entrepreneurs during the tour. Starting from guiding to safaris to
boating, everything will be taken
care of by the locals from Pabi-

The bike ride will start from the
city at 8:30 in the morning. The
starting point will be Regional
Science Centre, Khanapara.
Participants will reach Pabitora
via Hatisilla, Chandrapur and

Mayong and will get an opportunity to stop at exotic locations for
photography and sightseeing. Al-
ready thrice the members of the
NGO have done survey on the
route and have designed the itinerary for the tour. Bikers will
reach Hatisilla at 9:15 am. 30
minutes from Hatisilla, the next
attraction will be Chandrapur. Famous for sand collection and
fishing, bikers will be able to vis-
it the local markets and will be
able to take pictures of local
boats and fishermen. At 10:35
am bikers will
arrive in Mayong, the land of
black magic.
Mayong is situated at 40 km
from Guwahati
and was once
considered the
cradle of black
magic in the
country. Mayong
is today a place
of tourist attraction because of
its history. During the medieval
period in ancient
India, Mayong
was the Indian
capital of black magic and witchcraft. At 11:30 am the participants
will reach Pabitora Wildlife Sanctuary. After arriving in Pabitora,
bikers will experience sightseeing from Kamarpur forest camp
and will also be able to interact
with the forest guards. Pobitora
or Pabitora Wildlife Sanctuary is
a wildlife reserve in Morigaon district of Assam. The sanctuary is
located about 30 km east of Guwahati. It is about 48 km by road
from Guwahati and has a dense
population of the Great Indian
one-horned rhinoceros. Besides
rhinoceros, other animals are
leopard, wild boar, barking deer,
wild buffalo etc.
Pobitora Wildlife Sanctuary is
also home to more than 2000
migratory birds and various reptiles. It is also an important bird
area. At 1:00 pm the bikers will
reach their next attraction, the
Gauranga Temple. Nearby the
temple there is a beautiful open
space where the bikers will be
able to have their food. But they
will have to carry food and water. After spending some quality
time in the peaceful atmosphere,
the bikers will move on towards
the hanging bridge. From the
bridge, bikers will be able to experience views of elephant bath.
At 3:50 pm the return journey will
start. On the way bikers will stop
at Burha Mayong to explore the
rock inscriptions. By 4:45 pm the
participants will reach Guwahati.
