Dear EERA member,
It is with great pleasure that I send you the call for an Expression of Interest
for becoming a member of the EERA Executive Committee (ExCo). EERA ExCo
members have a collective responsibility for the overall good functioning of
EERA. In the current governance structure, there are 15 EERA ExCo
members. The role and responsibility of the EERA ExCo is described in the
EERA AISBL Statutes in Article 11 which is enclosed with this letter.
The current EERA ExCo members have been appointed for a term that ends
in spring 2015. In April 2015, 15 research organisations will be selected as
EERA ExCo for the two-year term from spring 2015 till spring 2017. The
selection will be based on relevance and contribution to the EERA Joint
Programmes and will be made from the set of organisations that express
their interest to be EERA ExCo in the next 2 year term.
Details on the selection procedure and the selection criteria can be found in
the call that is annexed to this letter. The call has also been published on the
EERA website1.
All EERA members are in principle eligible to become EERA ExCo members.
For details I refer to our statutes, Article 5.1. “Members”.

Finally, I would like to inform you that the EERA General Assembly and
Annual Congress will be organized on April 29/30 in Brussels. You will
receive detailed information on the agenda as soon as they are available. In
the meantime, I would like to draw your attention to the fact that the
General Assembly is open for EERA members only and it will be devoted to
an open debate on strategic issues related to EERA. I look forward to
meeting and discussing with you in that session.

Committee
About the EERA
The European Energy Research Alliance - EERA - was founded in 2008 to accelerate energy
technology development in support of the SET-Plan. This is done by enhancing cooperation across
Europe through the creation and implementation of different thematic Joint Programmes (JPs), in
which resources and research activities of participants are aligned and integrated in support of
common objectives. The resulting coordination and cooperation leads to a more efficient use of
resources and acceleration of energy technology development.
Today more than 250 organisations participate in the activities of the 15 EERA JPs. EERA is now
operational and looks forward to enter a new phase focused on implementation and delivery. To
date virtually all the funding of EERA activities has been through in-kind contributions from EERA
Participants, who themselves are funded by national sources.
Achievements so far
The definition of 15 Joint Programmes (Wind, Smart Grids, Geothermal Energy, Photovoltaic Solar
Energy, CCS, Materials for Nuclear, Carbon Capture and Storage, Concentrated Solar Power, Ocean
Energy, Advanced Materials and Processes for Energy Applications, Fuel Cells and Hydrogen, Energy
Storage, Smart Cities, Shale Gas and Economic, Environmental and Social Acceptance) has been
completed, and these programmes have commenced research activities. An additional two Joint
Programmes (Energy Efficiency in Industrial Processes and Energy System Integration) are under
development. 5 JPs have won funding of €10m each via competitive calls for proposals within the last
workprogramme Energy of FP7. Since July 2014, EERA has been officially incorporated as non-profit
legal entity based in Brussels (EERA AISBL).
EERA Executive Committee members
EERA Executive Committee members have a collective responsibility for the overall good functioning
of EERA. In the current governance structure there are 15 ExCo members. The current EERA ExCos
have been selected in spring 2012 based on a set of objective criteria. In November 2013, the EERA
ExCo decided to postpone the ExCo selection foreseen in 2014 by another year to provide sufficient
stability during the establishment of the legal entity EERA AISBL.
Call for Expression of Interest
EERA ExCo members have been appointed for a term that ends in spring 2015. In April 2015, 15
research organisations will be selected as EERA ExCo members for the two-year term spring 2015 till
spring 2017. The selection will be based on relevance and contribution to the EERA Joint Programmes
(criteria given below). The selection will be made from the set of organisations that express their
interest to be EERA ExCo members in the next 2 year term. Through this call, the current EERA
Executive Committee (ExCo) invites eligible organisations to express such interest.
EERA ExCos duties
The EERA ExCo is formed by the CEOs or equivalent appropriate representatives of the respective
EERA members. The EERA ExCo meets at least two times per year. In between these meetings, ExCo
members lead and take part in task forces to develop the EERA organisation. Furthermore, EERA
ExCo members are expected to strengthen and promote EERA’s activities and underpin the culture of
cooperation, which is central to EERA.
EERA ExCo members nominate a Personal Representative (PR). PRs support the ExCo members in
their EERA tasks, and prepare the ExCo meetings in close cooperation with the EERA secretariat.
Finally, EERA ExCo members are required to pay an additional fee on top of the overall EERA AISBL
membership fee currently set at €5000 per year (€8000 p.a. in total per ExCo member).
Selection criteria
The selection will be subject to the following boundary conditions:
1. There is a maximum of one organisation as EERA ExCo member per Member State2.
2. A minimum of two ExCo members shall be organisations with seat and main administration in EU
Member States with accession date 2004 or later3. (provided that there are at least 2 applicants
from this Member States)
3. The organisation must have a track record of cooperating nationally and internationally.
4. Each Full Member having submitted expression of interest to become Member of EERA ExCo
needs to have paid their EERA membership fee as of 07.04.2015.
Subject to these boundary conditions the 15 EERA ExCos for the term spring 2015 till spring 2017 will
be selected as those organisations with the highest score in the weighted sum of the following
indicators:
1. Total number of staff (professional person-years) in energy R&D divided by the score for the Full
Member with the highest score on this count;

o The numbers may include relevant materials research areas
o The areas included in these numbers should be specified
o The numbers should be verifiable and backed up by e.g. annual reports as much as
possible
2. Total number of PPYs involved in EERA Joint Programmes divided by the score for the Full
Member with the highest score on this count;
weight 2
o This information will be extracted from the individual Joint Programmes
3. Number of thematic areas covered in EERA divided by the score for the Full Member with the
highest score on this count;
weight 1
o This information will be extracted from the individual Joint Programmes
For criteria 2 and 3, the participation in the Joint Programmes will be assessed by 15th of March 2015.
The contribution from members of an umbrella organisation shall be summed up and the total
contribution constitutes the key performance indicators of the umbrella organisation.
As decided by the EERA ExCo in their meeting on December 9th 2014 in Rome, PPYs committed by
Associates will be added to the staff committed by the Full Members the Associates are associated
to.
Timeline
This call was launched through the EERA website on the 14th of January 2015 and will close on 31st of
March 2015. The final selection of the EERA Executive Committee will be decided at the General
Assembly of EERA AISBL on April 29th 2015 in Brussels.
