Duties and Responsibilities:
Programme Assistant (AC) in Maungdaw is under the direct supervision of Programme Officer and
overall supervision of Head of Sub-Office in Maungdaw. Programme Assistant (AC) will be
responsible for the following duties:















Through field visits and discussion, assess and evaluate proposals from Cooperating Partners
and Village Food Management Committees for the provision of Food for Asset/Cash for Asset
(FFA/CFA) and Non-Food Items (NFI);
Prepare necessary documents and suggestion for Project Review Committee (PRC) at both
WFP sub-office and country office levels. Actively liaise with Cooperating Partners (CPs) and
country office to facilitate the projects;
Ensure implementation, monitoring and supervision of the projects by following relevant WFP
rules guidelines, and agreed contracts to comply with technical specifications;
Build capacities of WFP and CP staff for assessments, implementation and monitoring of the
projects;
Prepare supplier roster list, Request for Quotation (RFQ), tenders and Purchase Request for
NFO materials according to the WFP finance guidelines and approval of CO;
When required, assist food distributions at the project sites and monitoring and evaluation of
sample villages;
Compile and continually up to date the FFA/CFA progress tracking sheet and a list of
completed and ongoing projects and follow up activities;
Conduct necessary technical surveys, measurements and design of Food for Asset/Cash for
Asset (FFA/CFA) and NFI projects and analyze ways for livelihood improvement and
sustainable development in the area; structures and follow up activities;
Monitor and inspect FFA/CFA and NFI projects, ensuring that relevant WFP norms are
properly adopted, and supervise on-going FFW and NFI project to ensure that all contracts
comply with technical specifications;
Compile and continually update a list of completed and on-going Food for Community Asset
Creation projects and follow-up activities;
Work closely with Cooperating Partners (CPs) to ensure that projects contribute to the long
term development of village communities;
Assist technical support to other WFP sub-offices as necessary;
Update FFA/CFA/NFI database and prepare progress tracking sheet for CO submission;
Update and upload Monitoring and Evaluation database on FFA/CFA/NFI activities;
Submit FFA/CFA/NFI monthly report to the supervisors;

Assist in creation Purchase Requisition (PR), Service Entry Sheet (SES) and Goods Received
Note (GRN) in WFP corporate system;
Perform any other relevant duties as requested by the supervisor.
Qualification
Education:
Minimum secondary school education, preferably supplemented by courses in a field related to
engineering. Graduate with specialized in engineering subject will be advantaged.
Experience:
At least four years of progressively responsible in rural infrastructure development projects and at
least one year at level 4 or equivalent.
Knowledge:
Experience utilising computers including word processing, spreadsheet and other software
packages.
Language:
Fluency in both oral and written English and Myanmar. The ability to communicate in local ethnic
language will be advantage.
Critical Success Factors:
Ability to spell and write correctly in English; ability to maintain accurate and precise records and to
interpret and analyse a variety of data and resolve discrepancies. Courtesy, tact and the ability to
work effectively with people of different national and cultural backgrounds.
Desired skills:
Strong analytical skills, knowledge and experiences of using computer such as Microsoft words
and excel and auto CAD. Experience of using other WFP software; knowledge of WFP financial
regulations and rules, and WFP policies and procedures in the area of work.
