HOLIDAY MESSAGE FROM THE CEO
Sgt Jim Earl is an integral member of MPU Esquimalt’s security team.
Furthermore, as the Base Contract Security Specialist, he advises on
contract security matters, facilitating an integrated and positive working
relationship between civilian contractors, project managers and Formation
personnel. With the release of the July 2014, Security Requirements
CANFORGEN, Sgt Earl has been instrumental in ensuring stakeholders
are aware of access control changes for contractors and has assisted all
parties in meeting requirements of the Industrial Security Policy. This is
particularly important as HMC Dockyard will continue to undergo major
projects such as FMP Phase 5 and new jetties. Sgt Earl’s hard work and
tireless dedication to the Formation ensures security protocols are being
met by current and planned essential Royal Canadian Navy construction
projects at CFB Esquimalt. For this outstanding support to the Formation,
Sgt Earl was awarded the MARPAC/JTFP Commander’s from Rear Admiral Truelove.
The call for blood donations has not diminished. In September, Canada’s blood inventory reached a critically low level.
Thanks are extended to those who rose to the challenge
and showed their support by donating blood.
Accordingly, Commissionaires Victoria, the Islands and
Yukon Division (CVIY) is close to meeting our 2014 objective of 25 units of donated blood. Thus far we have contributed 20 of the 25 units greatly needed by Canadian Blood
Services. It is hoped before the year comes to a close, we
can meet our yearly objective.

Sgt Deb Bradley is a pivotal member of the MPU Esquimalt Physical Security Section. Her hard work and determination has been instrumental in
ensuring the Physical Security Section professionally completes all required surveys. Furthermore, she consistently spends additional time
mentoring Unit Security Supervisors to ensure they can proficiently provide
security advice to their chain of command. Sgt Bradley helped revise this
year’s Unit Security Supervisor Course, which will soon be a national level
course. She has acted as MARPAC’s Subject Matter Expert for the use of
webSCPS - the Web Security Clearance Processing System and conducted multiple other important tasks for the MPU Esquimalt Security Section.
Sgt Bradley is a team player and her positive attitude encourages those
who come into contact with her. It is for her outstanding support to the
Formation, Sgt Deb Bradley was awarded the MARPAC Formation Chief
coin by Chief Petty Officer First Class Feltham.
Best wishes to everyone for a happy and prosperous New Year. The increasing diversity in
Canada has brought many more traditions to add
to the rich pageantry of the season. Whatever
you choose to celebrate, I expect we can all share in the message of Christmas:
Peace on Earth, Goodwill to All People.
This has been a year of significant change for CVIY. We have
grown the company through the acquisition of Royal Victoria
Security and CoVal Security. These changes help to ensure
that CVIY remains the largest security firm on Vancouver Island, and reinforces our ability to fulfil the purpose of the
Corps: to create meaningful employment for veterans of the
Canadian Forces, our allies, the RCMP and other Canadians
of good character. In 2015, our main effort will be to continue
the successful integration of these companies into the Corps
of Commissionaires and to provide our clients with the best
possible service.
We are expecting that 2015 will also bring challenges, as we
will be competing for new contracts and for the renewal of
existing contracts. As always, our ability to compete is based
on convincing existing and potential clients that we bring the
best value in the security industry, and it is the professionalism
of each commissionaire that is the foundation of that conviction.
Please take the time to share the comfort and good cheer of
the season. Let us enjoy the company of our friends and family. Let us share the good fellowship with our neighbours and
our community.

CHRISTMAS MESSAGE FROM THE
BOARD CHAIR
It is hard to believe it is once again the holiday season. Where did the time go? Needless to say it has been another busy year for
the Division and the Corps and the CEO will
speak about what has been happening on the business front
(and that is a lot).
As a not for profit society the Board of Governors is responsible to ensure the Division remains true to its mission, which
is to provide meaningful employment to veterans of the Canadian Armed Forces, our allies and the RCMP. We have
expanded that to include former members of organizations
involved in public safety and others who wish to contribute to
the security and well-being of Canadians.
The Board works closely with the CEO to ensure we remain
steadfast in our purpose, both as a Division and within the
Corps as a whole. Remember, there are approximately
20,000 Commissionaires and RCMP Guards serving across
Canada. It is also important to note that competition in the
security field across the country is becoming more fierce and
some of the cornerstones of our business are being challenged, such as the Right of First Refusal for federal work.
But rest assured the Boards and CEOs across the Corps are
working hard to preserve what we have and build a stronger
federation to take us into the future. In that, your continued
excellence of service will pay huge dividends.
That being said it is a time to relax, spend time with your
friends and families and, as we say in the Navy, recharge
your batteries. We should also give thought to those who
are less fortunate than ourselves and do what we can to
make their holiday season a bit more special. I hope those
who were able to attend the Christmas Dinner enjoyed themselves and that the holiday wage supplement helps make
your Christmas a bit more cheery.

LIEUTENANT GOVERNOR’S
SING ME A SONG PROGRAM
OPERATIONS
After an extremely hectic fall that saw the
incorporation of the former clients and employees of Royal Victoria and CoVal Security
into our Operations, throughout the Island we have finally
started to reach a steady state of activity. This is due in
large part to the hard work and flexibility of many of our
supervisors and employees. We now have a cadre of clients, both mobile and static, from Victoria to Campbell
River.
In addition, we have introduced new technologies which
are necessary to maintain our competitive position with our
competitors. You will be hearing new names such as ISE,
which is our new scheduling software now being used by
our supervisors. TrackTiks, is our new guard verification
system which is used by mobiles and several of our static
sites. This system allows us to provide clients with proof of
service and increase the information available to supervisors and Commissionaires.
Finally, Titan is a GPS tracking system used in our vehicles primarily to monitor driver safety however, it also increases the efficiency of our mobile service and provides a
secondary proof of service.
Most importantly we in Operations would like to take this
opportunity to thank you all for the hard work you have put
in over the last year and to wish all Commissionaires and
their families an enjoyable Christmas and all the best for
the New Year!
The Honourable Judith Guichon, Lieutenant Governor of British Columbia, is
pleased to bring back her “Sing Me a
Song” program for a second season.
This program promotes music and community spirit
across the province and is an opportunity for musical
groups of all ages and genres to write and sing an original song in the lead up to Canada’s 150th birthday celebrations in 2017. Groups are encouraged to write a song
about what Canada’s 150th birthday means to them or
their community. Each entry will be reviewed by a panel
of musicians from around the province and an award of
$1000.00 is granted annually in each of three age categories. Entries will be posted on the Sing Me a Song
YouTube channel, Sing Me a Song BC, to be viewed by
all British Columbians.
Her Honour has asked that the news of this program be
shared with others, with the hope that you will spread the
word to music leaders, teachers and groups in your community. A copy of the entry form and the criteria for entering is available on the Lieutenant Governor’s website at:

Whether it is a school or community choir or other amateur musical group, Her Honour looks forward to showcasing your community’s musical spirit across British
Columbia.
Groups should submit their entry forms as soon as possible to register for the Sing Me A Song program and songs
must be received by March 31, 2015.
