Rocky Mountain SER has been satisfying Colorado’s diverse employment, training, and educational needs since 1980. Rocky Mountain SER (RMSER) is a grassroots community based organization established in 1980. Since its inception, RMSER has provided quality educational, employment and training services to over 50,000 unemployed, economically disadvantaged and underemployed individuals. Currently, RMSER serves more than 3,000 low-income and disadvantaged families annually through its Head Start, Workforce Training, Migrant Farm worker, and Youth and Community programs. We are seeking a Assistant Director for a migrant head start program in Grand Junction, Colorado. This position is a regular Full-Time year-round position. This is a regular position eligible for medical, dental, and vision benefits, as well as a generous paid time off allowance. Residence in or relocation to the Grand Junction, CO are is required. POSITION SUMMARY: In accordance with the Head Start Performance Standards and the Head Start Act, this position focuses the Health, Education, Safety, Nutrition, Mental Health & Disabilities, Family and Community Partnership (FCP) and Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) components of the Migrant Head Start. They will provide the subject matter expertise, training and technical assistance required to ensure compliance with the Migrant Head Start program in partnership with the Head Start Component Managers. DUTIES AND RESPONSIBILITES: Develops and directs the implementation of a quality educational/developmental program for all Service Areas. In collaboration with the Migrant Head Start Director, oversees the development and implementation of Migrant Head Start program goals, annual priorities with quarterly benchmarks, objectives, financial objectives, action plans, and policies and procedures that support the longterm sustainability of the organization. In collaboration with the Center Manager develops annual budgets for child developmental services to children and tracks progress of expenditures, developing monthly reports. Works collaboratively and closely with Head Start Component Managers to assure compliance for all areas of the Migrant Head Start program, with special attention given to facility and playground design. In collaboration with the Migrant Head Start Director and COO develops annual budgets for Migrant Program and monitors expenditures. Must provide initial training on all aspects of Migrant Head Start Program to the Head Start Component Mangers. Must also provide on-going training as required to assure each component area is equipped with the Migrant Program information to remain complaint with Program standards. Represents Migrant Head Start in local, state, regional and national communities and event, acts as a conduit for input and information, promotes innovation at all levels, and serves as an effective advocate for staff, families, and children. This includes events that may be outside of RMSER and after and/or before standard HS working days and hours. Ensures Migrant Head Start has documented partnerships with key agencies that allow the program to better pursue its mission Assures education staff receives training in specific curriculum development and assessment of children’s learning. Provides leadership and supervision in the absence of the Migrant Head Start Director. Assures program staff receives training in all service areas. Lead for the good of the entire organization, understand the big picture and use it as framework to make decisions, ensure actions and decisions of program are consistent with history and vision of Head Start, align systems (budgets, staffing charts, training to vision and strategy. Direct activities and media relations to promote a positive public image. Implements and manages compliance with Federal Guidelines and Performance Standards as well as State and local regulations including. Meets regularly with Program Director, Center Managers, Head Start Component Managers and with center staff on a routine basis, to provide mentoring and technical support. Works with Center Manager to implement a professional development program for evaluating teachers’ needs, setting goals and determining training needs. Regularly attends meetings and trainings to stay current with Migrant Head Start and all items that relate to the integrated service components compliance and best practices. Ensures that ethnic and cultural backgrounds are appropriately recognized and integrated into the curriculum and classrooms. Must be able to effectively supervise all Center Manger staff. Works collaboratively with the HS Disability/Mental Health Specialist to ensure proper identification and delivery of services for children identified with a special need. Oversees the developmental screening of all enrolled children, which includes the training of staff. Demonstrates responsible professional behavior by participating effectively within and across teams and within community collaborations. Travel is required. Up to 60% travel to locations throughout Colorado. Represents Rocky Mountain SER Head Start in meetings with community agencies and organizations as required by the Program Director. Other duties as assigned. EDUCATION, CERTIFICATIONS and EXPERIENCE: Bachelor’s Degree in Early Childhood Education, Education, Management or field that is closely related in relevant subject matter. Five (5) years’ experience in teaching. Three (3) years in Migrant Head Start program required. Must have a valid driver’s license BASIC QUALIFICATIONS: Demonstrated ability to collaborate in a multidisciplinary team approach to assure all educational requirements are met. Demonstrated understanding of skills, resources and principals needed to be compliant with the all component requirements of the Migrant Head Start program. Must be an effective communicator with children and families who represent diverse backgrounds. Must have demonstrated knowledge of budgeting and fiscal matters. Knowledge of community dynamics and services available. Ability to proactively conduct on-going interactions with other RMSER Migrant Head Start regions and employees as well as the general public, children and parents within the community. May involve interaction with persons whose first language is not English. Ability to read and understand written materials and compose information/ instruction in written form. Ability to apply problem-solving skills essential in developing solutions for unanticipated issues and challenges. Ability to remain calm and calm others in an emergency and/or confrontational situation. Ability to manage time efficiently. Able to multi-task and remain flexible. Ability to communicate clearly both verbally and in writing. Ability to read and comprehend simple and complex instructions, short correspondence, and memos. Ability to write simple and complex correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply understanding to carry out detailed, but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations. Ability to interpret/understand information received as well as prepares and transmits the same. Involves ongoing interaction with other RMSER employees, the general public and children and parents within the community. Ability to maintain confidentiality. REQUIRED SKILLS: Intermediate to advanced knowledge of MS Office programs such as Excel and Word (Power Point and Publisher is preferred but not required).
