Judge rules in favor of Sibley East

A lawsuit filed by rural
Gaylord resident Nathan
Kranz to contest the recent
passage of the Sibley East
Public Schools’ $43 million
building bond referendum has
been dismissed. The resolution of the school district to
certify the results of the election approve the bond issue
has been affirmed. The issue
of the parties’ petitions for
costs, disbursements and attorneys’ fees will be determined following the filing of
a proper motion.
That ruling came from the
Honorable Kevin W. Eide,
Judge of the District Court,
on Tuesday afternoon, Dec.
16.
“The district is very
pleased with the ruling in the
election contest.” said Sibley
East Superintendent Jim
Amsden. “We fully agree
that as the judge stated ‘the
election reflected a fair and
free expression of the will of
the legal voters upon the merits.’”
Amsden added, “We will
continue to work hard to meet
the expectations of our district residents in providing the
best education possible to all
students as we move forward.”
Erick Kaardal, who represented Kranz, said his client
has been notified of the decision. He added, “My client is
considering appealing.”
In his memorandum, Judge
Eide said, “It is unfortunate
that this issue of educating
our youth and carrying out
the will of the Sibley and
Nicollet voters had to be determined by the Courts.
“Minnesota
Statutes
205A.07 and 123B.71 set
forth guidelines for publication of notices in connection
with bonding referendums for
school districts. The Contestant has not been able to satisfy the Court that anyone was
confused by the lack of evidence or did not vote on the
bond issue if they wished to
do so. It appears that almost
the same percentage of voters
cast ballots in 2014 as occurred in the previous elections in 2006 and 2010, during non-presidential election
years. There were two publi-
cations of notices of the Special Election and the positive
review by the Department of
Education. There was posting
of the notice on the School
District’s website and through
other articles written in the
local newspapers. On the part
of the School District, there is
ample evidence of lack of
training and attention to the

Final tax levy will
increase by 1.6%
in City of Arlington

The Arlington City Council, during its regular meeting
on Monday night, Dec. 15,
unanimously adopted a resolution to approve the final
2014 tax levy for collection
in 2015. The tax levy will increase from $756,805 to
$768,902. This reflects an increase of 1.6 percent over last
year.
City Council members
James Jaszewski, Jennifer
Nuesse, Curt Reetz, Jason
Ruehling and Galen Wills all
voted in favor of the resolution.
The final tax levy is lower
than the preliminary tax levy
which was originally set in
September. The City Council,
at that time, unanimously
adopted a resolution to approve the preliminary 2014
tax levy for collection in
2015. At that time it reflected
a six percent hike over last
year.
Arlington again had the
lowest municipal per capita
tax in Sibley County.
In addition, Arlington
again ranked the second lowest in the average city tax rate
in Sibley County.
Arlington has accomplished these rankings even
though its state aid has been
reduced five times since
2002. Of those five times,
four have taken place in the
past seven years.
The City Council, during
the previous seven years, has
approved final tax levies of
2.2, zero, 5.9, three, three,
zero and 1.6 percent increases respectively.
In addition, the City Council unanimously adopted a
resolution to approve the
2015 municipal budget.
Green Isle tax levy
to increase by 2%

The Green Isle City
Council, during its last
regular meeting, unanimously adopted a resolution to approve the final
2014 tax levy collectible
in 2015.
The final tax levy will
be $524,020 and is a two
percent increase over last
year.
Mayor Dale ZumBerge
and City Council members
Todd Burg, Shawn Harms,
Brian Oelfke and Mark
Wentzlaff all voted in
favor of the resolution.
The City Council made
the move after it held the
annual Truth In Taxation
public hearing which was
attended by one resident.
According to information provided by AEM Financial Solutions, the tax
levy has increased by approximately $62,000 since
2010.
In conjunction with the
resolution on the final tax
levy, the City Council also
approved the proposed
2015 budget at $490,833.
Other News
In other action, the City
Council unanimously approved a motion to accept
a $3,732 estimate from
Wentzlaff Masonry Construction, Green Isle, to
make the city office entry
and sidewalk handicap accessible.
Vos Construction, Green
Isle, will conduct work to
make the inside portion of
the city office handicap
accessible.
In other news, the City
Council unanimously approved a motion to extend
the dirt pile lease with
Mathews Sewer System,
Green Isle, for one year.
In addition, the City
Council unanimously approved a motion for Mathews Sewer System to provide black dirt and fill in
the uneven playing field at
the Lions Park and 150
feet from the infield area
out to the outfield. The
cost is up to $6,000 for the
time and dirt.
In other business, City
Attorney Ross Arneson
presented an update on the
lease agreement with Verizon Wireless for the installation of equipment on the
city water tower. The lease
agreement is ready for signature, according to Arneson.
The Green Isle City
Council will hold its next
regular meeting at 6:30
p.m. Tuesday, Dec. 23. It
will be the last regular
meeting of the year. The
first meeting in 2015 will
be held on Tuesday night,
Jan. 13.

Jaunich tenders official resignation letter

Sibley County Administrator Matt Jaunich officially
submitted his resignation to
the Board on Wednesday,
Dec. 10. Jaunich’s last official day with Sibley County
will be on Sunday, Jan. 11,
2015. His last day in office
will be Wednesday, Jan. 7,
2015. Jaunich plans to use
vacation days on Thursday,
Jan. 8, 2015, and Friday, Jan.
9, 2015.
Jaunich stated that he intends to help the county out
as much as possible to ease
the transition to a new county
administrator. In Jaunich’s
resignation letter, he thanked
the County Board and staff
“for the nearly two wonderful
years with Sibley County.”
Commissioner Bill Pinkse
said that Springsted will recruit for the position from
Dec. 15 through Jan. 19,
2015. The Board will discuss
appointing an interim admin-
istrator at a meeting on Tuesday, Dec. 23.
Jaunich also presented his
draft of the five-year capital
improvement plan. According
to Jaunich’s draft, each year,
as part of the annual budgeting process, Sibley County
will prepare a five-year Capital Improvement Plan (CIP).
The CIP identifies projects
that will support existing and
projected needs for all capital
items such as: facilities,
major building repairs, infrastructure improvements and
replacements, furniture, fixtures and equipment, vehicles
and technology. To be included in the CIP, the project
must have a minimum cost of
$10,000 and a life expectancy
of five years, the project must
define the year proposed, the
funding source must be identified and the department priority should be established.
Jaunich said that just because
a project is on the CIP does
not mean it has to be done.
The Board questioned if now
was the best time to adopt
this plan with Jaunich and
Auditor Lisa Pfarr leaving,
Commissioner Pinske suggested that Jaunich pass
along his notes and suggestions on the CIP to the new
administrator.

Report
Sibley County Treasurer
Mary Fisher gave a brief investment update and stated
that “rates are pretty much
the same as they have been.”
The County’s investment interest rates on Certificate of
Deposits at the Arlington
State Bank is 0.50 percent
and the rates on Certificates
of Deposit at CornerStone
State Bank in Green Isle
range from 0.50 percent to
1.40 percent. The Money
Market Account at CornerStone State Bank in Green
Isle is at 0.35 percent. Investment interest rates at
other locations have comparable rates.
Fisher also gave an update
on the 2014 taxes collected.
As
of
Nov.
25,
$24,639,938.94 in taxes have
been collected, which is a rate
of 98.28 percent. The final
collection rate for 2013 was
98.93 percent and 2012 was
98.98 percent. Fisher said
that reminders were sent out
on Dec. 1 to those who had
not yet paid their taxes.
Peterson’s
Salary
The County Board passed
Resolution #2014-72 which
sets the 2015 salary of the
newly elected County Auditor
Marilee Peterson at $70,076
($33.6904 per hour). This resolution replaces the resolution passed in September
which set Auditor Lisa Pfarr’s

Mary Ott to retire this month
After 28 years in the postal industry, Mary Ott plans
to retire as Waverly’s postmaster near the end of December, according to an article in the Herald Journal.
Ott lives in Green Isle, which is where she grew up.
She joined the postal industry on Dec. 5, 1986, as a
clerk in Henderson. After 18 years in Henderson, Ott accepted the postmaster position in Waverly.
Uhlenkamps are appointed
Tim and Pam Uhlenkamp, Green Isle, were recently
appointed to serve on the Minnesota Farm Bureau Federation Young Farmers and Ranchers (YF&R) Committee.
The YF&R Committee focuses on leadership development for young farmers and ranchers ages 18-35.
City Council approves hires
The Arlington City Council, during the consent agenda session at its regular meeting on Monday night, Dec.
15, unanimously approved a motion to hire Doug Mackenthun as the First Assistant Fire Chief and Jeremy Otto
as the Safety/Training Officer. Both terms will run for
two years.
In addition, the City Council approved a motion to
hire Linda Haupt as a community center attendant.
City Council okays contracts
The Arlington City Council, at its regular meeting on
Monday evening, Dec. 15, unanimously approved a motion to approve a city recycling contract with Waste
Management. The cost will be $240 per week.
The City Council also unanimously approved a motion to approve a city garbage collection contract with
Renville-Sibley Sanitation. The cost will be $54 per
week.
In addition, the City Council unanimously approved a
motion to approve three residential/commercial/dumpster solid waste permits to Renville-Sibley Sanitation,
Gaylord Sanitation and Waste Management.
Termination of training period
The Arlington City Council, during its regular meeting on Monday evening, Dec. 15, separately and unanimously approved motions to approve the termination of
the training period for Maintenance Supervisor Tony
Voight and Police Chief Cory Danner.
City Council accepts donations
The Arlington City Council, at its regular meeting on
Monday night, Dec. 15, separately and unanimously
adopted resolutions to accept a pair of donations.
The first donation of $1,000 from Locher Brothers,
Green Isle, will go toward field improvements in memory of Dan “Buck” Thomes at the Arlington Sportsmen’s
Park.
The second donation of $343 from the Arlington Conquerors 4-H Club will go toward the purchase of four
folding tables at the Senior Citizens Building.
Students in trouble at dance
Seven students from the Sibley East Junior High
School in Gaylord will face consequences after reportedly consuming alcohol prior to the start of a school
dance on Friday night, Dec. 5, according to an article in
The Gaylord Hub.
According to Junior High Principal Steve Harter, parents of the students and the Gaylord Police Department
were contacted within 15 minutes of when those students arrived at the dance.
Gaylord Police Chief Tony Padilla reported that both
the Gaylord Police Department and Sibley County Sheriff’s Department responded to the scene at 7:45 p.m.
One student was ill in the bathroom and several students
were intoxicated, he said.
The police reports will be referred to the Sibley County Attorney’s Office for charges, Padilla explained.

Living Nativity
The Drive By Living Nativity depiction knows no weather
bounds. This year’s unseasonably warm weather meant the
committee had to work around mud puddles instead of snow
banks at the Sibley County Fairgrounds in Arlington on Saturday night, Dec. 13. A little over 200 cars drove by the scenes
depicting the events leading up to the birth of Jesus Christ.
Nearly 600 people observed or participated in the event. Close
to 600 pounds of food was taken to the Sibley County Food
Shelf and a generous amount of money matched by Thrivent
was donated.

much that can be done to benefit the citizens of Sibley and
Nicollet County and those of
the other school districts
throughout the State. This
School District would benefit
from substantial training regarding bond referendums.
The Court cannot tell whether
the lack of education was due
to the School District not
seeking out training opportunities available to it, or
whether the Commissioner of
the Department of Education
or the Secretary of State’s office did not provide adequate
training.
“The Court fully agrees that
the notice of the positive review by the Department of
Education lacks important information about the identity
of the school district and the
purpose of the bonding proposal. The Department of Education should revise the form

A total of 54 teams were in
attendance at the sub regional
knowledge bowl meet on
Monday, Dec. 15.
Sibley East entered three
teams of up to six students
each.
Qualifying for the regional
meet in January was the Sibley East black team which
placed 14th. The black team
consisted of Thomas Battcher, Lindsey Flieth, Danielle
Langworthy, Josh Sorenson
and Logan Tesch.
The Sibley East gold team,
which narrowly missed qualifying for the regional meet,
placed 28th. Members of the
gold team were Kaili Diehn,
Jaci Tourtellott, Xavier Wassather, Abby Widmer and
Jacob Willmsen.
The Sibley East white team
placed 39th. The white team
consisted of Jada Jirasek,
Hannah Kranz, Kiana
Montes, Sydney Schott and
Jennifer Wear.
In order to advance to the
regional meet on Jan. 8,
teams must place in the top
27.
At the junior high level, the
regional meet concludes the
season. The junior high
coaches are Jill Warzecha and
Vikki Louwagie.
The senior high school season is beginning and is open
to students in grades in 9-12.
The high school state knowledge bowl meet is held in
April. Vikki Louwagie is the
senior high school coach.

clerk of a school district shall
give two weeks published notice’ of the Special Election in
that it published notices in
two separate weeks (but not
14 days) prior to the Special
Election. This is especially
confusing in the statute as the
next requirement (for posting
of the notice) is listed in days
(10 days). While the court
does not find this argument to
be determinative of the outcome of this case, the legislature should clarify this requirement.”

The Gaylord Ambulance
Service received an early
Christmas present this fall,
according to an article in
The Gaylord Hub.
Tom Webster, president
of the Gaylord Ambulance
Service, was recently notified that the ambulance
service will receive a gift
from the Fred Pitzner estate. Pitzner was a rural res-
ident.

her 26 years of service to Sibley County. Schauer is retiring as an Eligibility Worker in

The Board awarded the
2015 gasoline and diesel supply for highway maintenance
shops to United Farmer’s Coop in Winthrop in the amount

Agreement with the Minnesota Department of Public Safety. The County received
$6,000 with no matching

and safety of the public is protected in the event of a radiological incident at the Monticello or Prairie Island nuclear
generating plants.” The
money that Sibley County received will be used for communications planning, trainings, drills and exercises. The
County needs to establish a
communication plan if something would happen.

A local resident recently
reported a telephone scam to
the Arlington Police Department, according to Police
Chief Cory Danner.
About two weeks ago, a
resident began noticing messages on their computer to
have it checked out. The victim eventually received a
telephone call from a person
who claimed they were from
Microsoft. The caller told the
victim that there was a virus
on their computer that needed
attention. The victim asked if
there was a charge for this
service. The caller, after
about 20 minutes, asked for
$400.
The victim told the caller
that they wanted to speak
with a friend first. The caller
eventually said the victim had
two minutes.
The caller eventually
gained access to the victim’s
computer after the resident
pressed a combination of
keys on the key board while
on the phone with the scammer. After the victim complied with the request, the
scammer had complete access to the computer and
locked up the computer after
the victim failed to pay. The
scammer later hung up the
phone.

Christmas is a
season of giving
Our View: Giving is always important,
especially during the holiday season
Christmas is not only a rich and joyful religious celebration. It is also a season of giving.
Residents in the Arlington and Green Isle area have always
been generous during this time of year. Churches, schools
and organizations hold collections for the local and area food
shelves. Individuals and groups donate presents to Santa’s
Helpers while other people volunteer to wrap those gifts. The
giving goes on and on.
This Christmas once again comes at a pivotal time. Although the economy has improved to some degree, this year’s
holiday season comes at a time when many individuals and
families are still experiencing difficult times.
For the sixth consecutive year, people actually know neighbors and friends who are without work or just back to work
and struggling to put food on the table and presents underneath the Christmas tree.
When the parties are over and the decorations are packed
away, however, these people may continue to struggle to
make ends meet into the new year. Although there again is
hope that this will finally be the last Christmas of the global
economic difficulties, many individuals and families will
need the help of their neighbors, friends and family members
well into 2015.
Another good deed to perform during the holiday season
and the long winter is to stay in touch with an elderly friend,
neighbors or relatives. A card, gift, visit or even telephone
call will make their holiday season and break up the long
winter.
In addition, there are people who are struggling with medical conditions and others who have lost loved ones during
the year.
Helping people in their time of need and watching over the
elderly is not only a Minnesota tradition. It’s the right thing
to do.

America falls behind China

Many of us heard the news on
Dec. 4. America is no longer number 1. We are now number two. The
Chinese economy overtook our
economy to become the largest in
the world. We've been the leading
economic power for about 150 years
but times have changed. We can
now take our number one finger
down or instead hold up two fingers.
I remember as a child hearing
about our country being number one
in everything. We were the number
one economic power. We were number one in Education. We were number one in the Olympics. We were
the best in the space program. We
were the best in making cars.
We smirked about our transistor
radios made in Hong Kong although
they were really good radios. We
don't smirk today. If a television
isn't make in Hong Kong or Japan
we figure it's a piece of junk.
In 1975 I bought a Chevrolet
Monza. Suddenly the whole floor
was pulled out from beneath me
when I realized General Motors was
making garbage to sell to economy
conscious consumers. It was like
General Motors had thrown something together to sell to us poor
young college students who were
strapped for cash and wanted to
make our gasoline go further. I
struggled as this car suffered numerous breakdowns. Finally, I drove a
Toyota Celica and felt like I was riding in a new Mercedes.
My father-in- law at the time was
an engineer for General Motors and
hated Japanese cars. He also served
in the military in World War II and
had nothing good to say about the
Japanese.
Many American cars went
through a poor craftsman stage during the early seventies. Our lousy
production flooded the country with
Toyotas, Nissans, Hondas and Volkswagens. There are now large manufacturing plants scattered throughout
America bearing these names. I realize they hire Americans and that is
great but how much money really
ends up across the ocean? I think
most American cars are very good
today. However, we got ourselves
behind the eight ball due to a lot of
years of poor craftsmanship. Today
we are strangled due to the overwhelming retirement packages
promised to retirees.
During the same era that we were
making substandard cars, our government was cranking out free
money and food stamps. This has
only increased. We became obese,
smoked our lungs out while trying
to find entertainment through our
four hundred television channels.
Our government started paying people just enough so that they did not
want to work. One employer recently lamented that his biggest competitor is the federal government.
We allowed lawyers to become
crooks by conniving with clients on
how to get something for nothing.

Too many Americans started buying into something for nothing.
Somebody told us we didn't have to
work hard or compete. We were
simply entitled to the good life because we had been born. We demanded more wages, more generous
retirement packages and gold lined
health insurance packages. This was
all great but many American corporations, strong-armed by unions,
promised to pay what they really
could not afford. Today they are
struggling to pay retirees and cannot
grow their current work force.
We must generate a new America.
Fifty percent of the people cannot sit
home while the other fifty percent
carry the load. We cannot expect to
collect wages when we may have
contributed little into a system that
is already eighteen trillion dollars in
the red and bleeding red ink every
day.
We can save America but we have
to put our hands to work. Too many
Americans have their hands out or
are pointing their fingers at others.
We need to point our hands and our
fingers at ourselves and do something. We need to do what we can
for the sake of family, our country
and ourselves. It's not what "they"
can do for us. It's about what we can
do to be the best, not number two.

The ice on the lakes is said to
be about 15 inches thick. It
would be well for our consumers to start packing their
supply at once rather than get
into a predicament such as they
experienced last year when the
ice had to be shipped here at an
exorbitant price.
Arlington was an exceptionally dry town from Friday to
Monday when the waterworks
system was out of commission.
The stand pipe on the water tank
was frozen up and various ways
were tried to thaw it out but with
no result until Monday when the
steam was turned on from the
power house.
Two 100-pound sacks of
sugar were stolen from a box car
in the railroad yards one night
last week. No traces of the thief
have been found altho the company is making a thorough investigation and it will likely go
hard with the fellow who committed the theft if he is apprehended.

Milton Paul Uecker was
born in Dryden Township on
June 15, 1923. He was the
son of Henry and Anna
(Beich) Uecker. Milton was
baptized as an infant on July
8, 1923, at his parent’s home
by Reverend Gustave J.
Mueller. He was later confirmed in his faith as a youth
on March 21, 1937, at St.
John’s Lutheran Church,
Mountville. Milton received
his education at St. John’s
Parochial School and District
18, both in Dryden Township.
On June 1, 1947, Milton
was united in marriage to
Ruth Hoppe at St. John’s
Lutheran Church by Rev.
E.K. Hartenberger. He
worked on the farm until
1948, when he was employed
by John Wagner in construction. In 1949, he joined Matz
and Pinske Construction in
Arlington, and became a
block and brick layer. Later
he worked for Trocke Construction in Arlington. He retired in 1983, after hip replacement surgery. Milton
and Ruth lived in Dryden
Township until May of 1989
when they moved to Glencoe.
They later moved back to
Gaylord. They were blessed
with two sons. Milton and
Ruth shared 67 years of marriage.
Milton was a life-long
member of St. John’s Lutheran Church, Mountville, and
served in various positions of
the church council. He was
also a member of Pioneer
Senior Citizens in New
Auburn and Glencoe Seniors.
Milton enjoyed fishing,
camping, traveling, gardening, bowling, playing cards,
watching sports on TV, especially the Twins. He loved
spending time with his family.
Milton is survived by his
wife, Ruth Uecker of Gaylord; grandson, Justin (Erin)
Uecker of Mayer; brother,
Milo (Jackie) Uecker of Bird
Island; sister-in-law, Bernette
Uecker of Green Isle; many
nieces, nephews, other relatives and friends.
Milton was preceded in
death by his parents, Henry
and Anna Uecker; sons,
Ronald Uecker and David
Uecker; brothers, Orville,
Rueben, Wallace, Leroy, and
Henry Jr.

Citizens to be aware of lottery winnings
letter going around the local community

Local residents are encouraged to be aware of the lottery winnings letter making
its way around the community, according to Arlington Police Chief Cory Danner.
The Arlington Police Department recently took a report from a local individual
who
reportedly
won
$250,000 from the consumers
sweepstakes. The processing
fee in this case was a $3,900
check.
If a person was to deposit
the check, follow the instructions by calling the number
provided and send the
$3,900.00 fee to the scammer, their money is long gone
along with the method used
to send the processing fee. In

addition, the scammer is nowhere to be found.
The checks that the scammers send out look as real as
any other check. The letters
also look official.
People who receive one of
these letters are encouraged
to confide in a trusted family
member, friend or neighbor
and contact the local police
department.

Technical Services moving out of lease space

out of its lease space located in the former Arlington
Dry Cleaners building and
currently owned by the City
of Arlington, according to
City Administrator Liza
Donabauer.
The lease agreement between Technical Services
and the City of Arlington
expires at the end of this
year. Technical Services
had leased the space for
$1,000 per month for the
past several years.
A spokesperson from
Technical Services asked to
schedule a walk-thru on
Wednesday, Dec. 31, according to Donabauer. In
addition, the spokesperson
inquired if the city had any
interest in purchasing some
of their office furniture.

boys basketball team fell to
visiting Tri-City United 75-60
in Minnesota River Conference action on Tuesday night,
Dec. 9.
Senior Zac Weber led the
Wolverines with 21 points in
the loss. Senior Jordan Petzel
also hit double figures with
12 points. Senior Andrew
Bullert netted seven points
while senior Lukas Bullert
and freshmen Gavin Bates
and Austin Weckwerth scored

Think twice before
going out on the ice
With the recent weather
fluctuation and inconsistent ice conditions, the
Minnesota Department of
Natural Resources is urging everyone to think
twice before going out on
the ice. “Ice is never 100
percent safe,” said Maj.
Greg Salo, DNR enforcement operations manager.
“Don’t put yourself in
needless danger. Check ice
conditions before venturing out. No fish is worth
unnecessary risks.”
Anglers and snowmobilers need to be cautious.
Several ATV’s, trucks and
fish houses have gone
through the ice in recent
days. Ice that is 6 inches
thick in one area may only
be an inch thick in another
location.
So far this year, one person has died after going
through the ice. Last winter, three people died after
falling through thin ice.
Salo recommends anyone heading out on the ice
should: carry a set of ice
picks, check with a local
bait shop or resort— ask
about ice conditions— and
measure the ice.
If ice at the shoreline is
cracked or squishy, stay
off. Don’t go on the ice
during thaws. Avoid honeycombed ice, dark snow,
and dark ice. Ice is generally thinner where there is
moving water, such as inlets and outlets, bridge
abutments, islands, and
objects that protrude
through the ice.
The DNR clear ice
thickness recommendations are:
• Four inches for walking.
• Five inches for a
snowmobile or ATV.
• Eight-12 inches for a
car.
• 12-15 inches for a
medium-sized truck.

the Baltics 13-2. The snow
ball game was played in
conjunction with the ArliDazzle festivities. After the
game, the Greys presented a
$100 check to the Baltics for
coming to Arlington and
being part of the Arli-Dazzle
celebration. The Greys conclude the season with a 7-1
record and now have a career mark of 39-11-2. The

The Arlington Greys Base
Ball Club pounded out 34 hits
and defeated the visiting
Mankato Baltics 13-2 during
the fourth annual Snow Ball
Game on Saturday afternoon,
Dec. 6. The Greys have now
defeated the Baltics in all
four snow ball games.
The game was played in
conjunction with the annual
Arli-Dazzle festivities. A
good crowd was on hand as
the game was played under
sunny skies with a temperature of 26 degrees.
Chad “Part-Time” Bachman sparked the Greys with
seven hits and four runs
scored in the victory. Jim

AN ORDINANCE ESTABLISHING A
PER DIEM PAYMENT FOR
CITY COMMITTEE PERSON MEETING PARTICIPATION.
THE CITY COUNCIL OF THE
CITY OF ARLINGTON, MINNESOTA TO PROMOTE THE
PUBLIC SAFETY, HEALTH AND
WELFARE, HEREBY ORDAIN AS
FOLLOWS:
1. The City Council finds that it
is in the best interest of the city to
provide a per diem payment to the
participants on city committees, to
encourage and reward such participation. Said committees are a
valuable resource to the city and
its citizens.
2. This ordinance shall apply to
all standing committees created
by city ordinance, whose members are appointed by the Mayor
with the advice and consent of the
City Council from time to time.
3. For the calendar year 2015,
a per diem payment of $20.00 per
meeting shall be paid to each
committee participant who attends
an officially scheduled committee
meeting for the committee for
which he or she has been appointed. A maximum of no more than
12 such per diem payments shall
be made to any committee member during a calendar year.
4. A person who serves on
more than one standing committee may receive a per diem payment for attendance at the meetings of each separate committee,
except that a committee person
shall not be paid a per diem for
more than one committee meeting
held on the same day.
5. Committee attendance shall
be recorded in written form and
submitted to the City Administrator, who shall make the per diem
payments to the committee persons at the end of each calendar
year.
6. The per diem payments to be
made under this ordinance do not
apply to City Council members
who are appointed to city committees. Said council members are
separately reimbursed for their
services in this regard.
7. The per diem payments to
committee persons established
under this ordinance may be adjusted on a calendar year basis by
resolution of the City Council from
time to time.
8. This ordinance amends and
supersedes any ordinances or
portions of ordinances contrary to
the terms of this ordinance.
This ordinance shall become
effective immediately upon publication.

urges everyday preventive actions to fight the flu
Sibley County Public
Health and Human Services
today asked the public’s help
to reduce the spread of the
flu and reminded people that
it’s not too late to receive the
flu vaccine.
“We’ve seen an increase in
the number of people with
flu-like symptoms in the last
few weeks,” said Rachel
Fruhwirth, Sibley County
Public Health supervisor.
“This includes more people
coming into area clinics,
more people requiring hospitalization and more students
out of school.”
Recently the Minnesota
Department of Health
(MDH) characterized the geographic spread of influenza
as “widespread.”
Sibley County Public
Health and Human Services
strongly urges everyone to
take steps to prevent contracting and spreading the
flu. They include:
• Try to avoid close contact
with people who are ill
• If you are sick with flulike illness, the Centers for
Disease Control and Prevention (CDC) recommends you
stay home for at least 24
hours after your fever is gone
except to get medical care or
other necessities. Your fever
should be gone without the
use of a fever-reducing medicine
• If your children are ill,
keep them at home
• Cover your nose and
mouth with a tissue when
you cough or sneeze. Throw
the tissue in the trash after
you use it, and wash your
hands thoroughly
• Wash your hands with
warm water and soap, or use
an alcohol-based sanitizer
• Avoid touching your
eyes, nose and mouth. Germs
spread this way
• Clean and disinfect surfaces and objects that may be
contaminated with germs like
the flu. This includes phones,
computer keyboards and personal electronic devices
“In addition, we urge
everyone to get the flu vaccine as soon as possible in
order to protect yourself for
the rest of the season,” says
Fruhwirth. “Vaccination is
especially important for children, adults 65 and older,
pregnant women and people
with asthma, diabetes and
other long-term conditions
who are at high risk from flu
complications.”
Most experts believe that
flu viruses spread mainly by
droplets made when people
with flu cough, sneeze or
talk. These droplets can land
in the mouths or noses of
people who are nearby. Less
often, a person might also get
flu by touching a surface or
object that has flu virus on it
and then touching their own
