Implementation Status and Key Decisions
1. Originally approved in June 2010, the project was restructured at the request of the Federal Government of Nigeria before the FA was signed
in June 2012, for a total net commitment of XDR 50.54 million (about $78 million). As part of the restructuring, the original credit and project
scope were reduced, with beneficiaries reducing from 16 states to 11 states. The project became effective on Novemeber 8, 2012.
2. The task team is delighted with the work that has been done in adopting the International Public Sector Accounting Standards in the public
financial management processes in the ten implementing states. Particularly, Bauchi and Niger states had successfully used the new National
Chart of Accounts for preparing their 2014 budgets and with the progress made thus far, the task team feels confident that all the other states
will be able to produce their 2015 Budgets using the new Chart.
3. While Ondo, Kogi, Bauchi and Kaduna states have commenced the process of implementing State Integrated Financial Management
Information Systems (SIFMIS), progress remains slow as a result of weak capacity across the states. The Bank remains committed to
supporting the states in the implementation of the Integrated Financial Management Information Systems (IFMIS) and other ancillary activities,
which, by their nature will help strenghten transparency and accountability in these states. Preliminary activities for the IFMIS are already at
advanced stages and remedial measures are being put in place to ensure their full implementation before project closure.
4.Some key legislations, including Procurement, Fiscal Responsibility and Generic Public Finance Management Laws, which are required to
give validity to some of the ongoing reforms remain outstanding in some of the states. While Procurement and Fiscal Responsibility Laws
remain outstanding in key states like Ondo, Kaduna and Plateau, Generic Public Finance Management Laws remain outstanding in all the
participating states.
5. Current disbursements stand at $13.3 million or 18% of the credit amount.

Overall Comments
Following comments received from the Development Effectiveness Unit/Team after their review and advisory to the team, preparatory to the upcoming midterm review, it was observed that some indicators/sub-indicators were missing, or still based on the original PAD. These
indicators/sub-indicators had not been revised to reflect the current position based on the Results Framework on the Restructing Paper
approved on December 28, 2011. The team has now revised the indicators to reflect the current approved status. The revision has led to the
inclusion of two IRIs and in some places led to a reduction in rating from the previous actual rating (e.g. IRI 7 on Procurement legislation enacted
and regulatory unit established in participating and selected states, which previously tracked all three original Tier 1, ten Tier II and three Followon states, rather than just the revised two Tier 1 states).
