Building Information Management and Modeling (BIM) Guidelines
1. Purpose - Provide overview and orientation on NAVFAC’s Phased Implementation Plan
for Building Information Management and Modeling (BIM). BIM is the process
involving the generation and management of digital representations of physical and
functional characteristics of a facility. BIM implementation requires the collaboration
between Capital Improvements (CI) Business Line and Public Works (PW) Business
Line. The coordination between CI and PW to implement BIM impacts roles and
responsibilities, processes, products and deliverables, and requirements. This document
articulates steps by CI and PW personnel based on delivery method chosen and
associated milestones as the project progresses from design to construction.
2. Scope and Applicability – Applicable for Navy projects.

For Navy projects, the NAVFAC PM will ensure compliance with references (a) through
(d) to meet the following requirements:
1. New construction greater than or equal to $750,000
2. Major renovation greater than or equal to 50% of the Plant Replacement Value and
greater than or equal to $2.5M
3. Background - BIM is the process used by private industry and Federal Agencies for
executing design and construction projects. NAVFAC’s BIM focus is to leverage the
facility data from the model for upload into Public Works’ MAXIMO to support facility
life cycle maintenance (Sustainment, Restoration and Modernization – SRM).
4. Policy - This guidance is defined in the Engineering and Construction Bulletin (ECB)
xxx-xx-xxx.

Facility Data Matrix Tab (selects MasterSystems, Systems, & Subsystems);
coordinates with CI DM & PW FMS for review and approval (Applies for
Navy Projects ONLY).

1. CI CM, PM & DM & PW FMS ATTEND Post-Award Kickoff Meeting /
eOMSI Manual and Facility Data Workbook Development Meetings.
2. DB KTR COORDINATES with CI CM, PM & DM & PW FMS for eOMSI,
Preliminary Submittal – 50% review.
3. DB KTR COORDINATES with CI CM, PM & DM & PW FMS for eOMSI,
Prefinal Submittal – 100% review.
