& HWA order – To dispatch 1.0 MMTPA of coal by road trucks –
Amendment - issued – Reg.
ÃÖÓ¬ÖÔ²Ö Ref: APPCB Lr. No. APPCB/VSP/45/HO/CFO/2014 dt. 26.5.2014. (addressed to
VGCB)
--APPCB vide the letter cited, amended the combined CFO & HWA order issued by them under
Sec.25/26 of the Water (Prevention and Control of Pollution) Act, 1974 and under Sec.21 of the Air
(Prevention and Control of Pollution) Act, 1981 and permitted movement of 1.0 MMTPA by road with
the following conditions:
1.
The movement of cargo by trucks does not constitute change in the project profile submitted
for the purpose of obtaining EC dated 01-09-2009 as committed by industry. In case any
deviation in the project profile is observed the same shall be brought to the notice of MoEF by
M/s VGCBPL through M/s VPT under intimation to APPCB.
2.
The truck movement shall be through a dedicated M/s VPT service road meant for truck
movement located at Northern end of the stackyard to avoid movement of trucks closer to
residential areas.
3.
The trucks shall be fully covered with tarpaulin while plying with cargo on the roads.
4.
Fugitive emission levels on account of trucks movement if any, shall be measured with due
comparison with base line AAQ data prior to commencement of truck movement and submit
report to Board.
In view of the above, all the concerned are requested to
note the above and nominate more
vessels carrying coal to VPT.
