Date: Subject: October 2014 Paddlesport Competence Summary Issue: Evidence of the competence of paddlesport instructors can be provided using BCU/UKCC awards, the previous BCU awards, Statements of Competence from a Technical Advisor, Canoe Wales ‘Certificates of Competence’, or a combination of these. The Licensing Regulations sets standards for the safety of sessions not the quality of the coaching. Our interpretation of the current situation, as set out below, may undergo further development as new awards become available. OPEN WATER 1. Open Water includes what the BCU describe as very sheltered water, sheltered water and moderate water. It includes lakes and ponds, slow moving rivers, and sheltered tidal water. 2. Open Water sessions are divided into; a) Open Water Type A. Those that involve ‘journeying’ or being more than 50m from an accessible shore, requiring autonomous judgement and the ability to anticipate, avoid or deal with incidents without necessarily being able to retreat immediately to the shore; b) Open Water Type B. ‘Local’ sessions that stay at a fixed location, less than 50m from an accessible shore, in benign conditions. ADDITIONAL OPEN WATER COMPETENCIES 3. BCU/UKCC Level One Coaches operating without direct supervision by a BCU/UKCC Level Two Coach (or equivalent) would need to be further trained and assessed by an appropriate Technical Advisor, even for Type B (Static) sessions. 4. Before being deployed on Open Water Type A (Journeying) where seeking the safety of the shore is not always an immediate option UKCC Level One Coaches with 3 Star will need to be further trained and assessed by a Technical Advisor as competent to manage some or all of the following: • Rescues in wave conditions; • Methods and limitations of towing; • Waves effects and the use of spraydecks; • Fetch and the effect of windage on the particular water and craft; • Forecasts – a range of sources of reliable detailed local predictions; • Equipment – additional to a simple shore based session, including means of communication and/or gaining attention; AALA, HSE, Mercantile Chambers, 53 Bothwell Street, Glasgow, G2 6TS [email protected] www.hse.gsi.gov.uk/aala • • • • • • • • • Use of skegs; Lee shore problems, such as landing on and leaving them, running sessions adjacent to them and avoiding being blown into trees, jetties, moored craft and the like; Offshore winds - judging where in sheltered bays to operate from and having a Plan B should the group be blown offshore or onto the opposite shore – including the need for map, group shelter, recovery options, etc; Rafted kayaks and open canoes; Towing with a powerboat if one is used; Sailing open canoes (rafted and solo); Other water users – awareness of both professional and incompetent water users; Local signs and buoyage systems and the Prevention of Collision procedures; Late back protocols. INTER-CHANGEABILITY AND COMBINATIONS OF AWARDS AND EXPERIENCE IN ALTERNATIVE DISCIPLINES. 5. There is considerable overlap between the competencies required for some alternative paddlesport disciplines such as Kayak, Canoe, Sea, Bellboat, Stand Up Paddleboarding (SUP) etc. The BCU/UKCC Level One Coach award is also inter-disciplinary. It is appropriate, therefore, to have a degree of interchange-ability between the awards a particular instructor may require, and the experience they may have, in order to demonstrate competence. A combination of awards and experience may, therefore, acceptable for consideration on a case-by-case basis. If in doubt, advice could be sought from a Technical Advisor. Examples could include: • A BCU/UKCC Level One Coach with 4 Star Leader Kayak and 3 Star Canoe would generally be acceptable to lead a canoe journey on a lake. (Type A.); • Someone with the experience and qualifications to be a technical advisor for an Open Water kayak journey but who also has experience and a lower award in canoe would likely be suitable to be a technical advisor for a similar canoe journey; • Someone with the experience and qualifications to run a Type B (Local) Open Water Kayak sessions and who also has significant personal experience in Stand Up Paddleboarding (SUP) would generally be suitable to run Type B (Local) SUP sessions.
