Rift among HDD and HDK
JDS At The Cross Roads…
The other day the JDS Supreme HD Devegowda gave three choices to
the -JDS leaders one to remain in the party as a loyal party man, twojoin the Congress and three to join the BJP. People may not remember
many such calls by HDD to the party leaders to behave or leave the
party. As a rule few leaders go out of the party and at a later stage
come back to the party begging forgiveness. Some leaders have found
permanent residence in Congress and BJP.
The squabble for
party posts and nominations
to the council or Rajya
Sabha have as a rule, created
dissidence in JDS but the
dissidents have no other go
but to get out of the party.
Even now, the situation is no
different. This time there is
'dissidence' among the HDD
family itself with HD
Kumaraswamy and HD
Revanna having strong
differences with HDD and
his political decisions. HDK
the public face of JDS in the
state has committed many
blunders. But as leader of the
opposition, he had shown
the maturity of being a good
parliamentarian. Even now,
after the BJP snatched the
LoP post, HDK as the leader
of JDSLP has taken on the
Siddaramaiah government
effectively and infact more
effectively than the BJP. And
HD Revanna still continues
to play Hassan politics.
It is said both the
sons-HDK and HDR have
requested HDD to retire
from active politics and
guide the party as and when
HD Revanna
HD Kumaraswamy
need arises. True, HDK has
acquired mass appeal and he
remains the only leader in
JDS with a mass base. But
his followers who have
formed a caucus around him,
have become his biggest
handicap. In addition to this
HDK who is in the habit of
taking major decisions
without consulting the
leaders has invited the wrath
of many of the leaders. Some
leaders have openly
disagreed with many of his
decisions and actions.
Sometimes HDK speaks
hard political truths which is
not liked by the leaders of
JDS.
The case in the point
is the 'audio' tape containing
HDK's open admission that
MLAs have to be given one
crore each by a leader who
wants MLC seat, has stirred
the hornest's nest. Unlike
other politicians, HDK never
denied having talked like this
and he challenged a detailed
discussion in the Assembly
session. Even though what
he said is a hard reality,
politicians are shy of
admitting them publicly.
Infact Ramesh Kumar had
admitted in the Assembly
itself that while he used to
fight the Assembly elections
in the past with few
thousands and now he could
not even dream of fighting
the elections with few crores!
As there was bitter truth in
what HDK had said, the tape
controversy died a natural
death.
But his statement has
angered many senior leaders
of JDS. Like Abdul Azim, a
former cop now the Secretary
General of JDS, Cheluvaraya
Swamy etc. It is another
matter that Adbul Azim was
given ticket to the Assembly
by HDD and he lost. Still
HDD made him a MLC. He
demanded another term but
when refused threatened to
leave the party. Later he was
made the Secretary General
of the JDS. But still he is not
satisfied. And HDK's tape
incident had come in handy
to him to show his
dissidence.
There are other
leaders who have left and
rejoined the JDS. Take the
case of PGR Sindhia. He left
JDS when HDK formed the
coalition government with
BJP. Later he joined the BSP
of Mayawathi and was
HD Deve Gowda
thrown out in a most
humiliating manner. Later he
rejoined JDS and in the 2013
elections he was given the
ticket from Kanakapura and
he lost the election. He was
again given the ticket to the
Loksabha elections and here
too he failed. HDD had
earlier made him the working
President of JDS. Now he
has almost left the JDS.
True, many of the
leading figures in Congress,
too were products of JDS.
Ramesh Kumar, Ugrappa,
R.V.Deshpande, Ibrahim etc.
Why go far? The CM
Siddaramaiah was in JDS till
2005
and
enjoyed
ministership and DCM ship
for many years. Most of the
front line leaders of Congress
were in JDS. Except a couple
most of them are defectors
from the JDS.
Forget about all these.
For the last few years, the
JDS is being dubbed as a
Thande Makkala Paksha.
This is true also as many of
the leaders have left the party
protesting the dominance of
HDD's sons in the party and
the government. Some have
joined Congress and some
more went to BJP. It is not
that there were no defections
from BJP and Congress to
the JDS. For example,

Lokayukta Raids JD Rangaram Naik
A Classic Text Book Case for
Corruption and Manipulations…
Two weeks ago, the Lokayukta raided Rangaram Naik, the JD in Karnataka Rural
Infrasture Development Limited. With this raid, RR is back to his original game of
corruption and manipulation. When the raid took place, he took the official vehicle to
his native Haradanahalli in Chamarajnagar. Now, he is busy to get promoted as General
Manager before the Lokayukta files charge sheet with the help of his relative and MD of
KRIDL HP Prakash who had to conducted DPC in a mortal hurry and elevated him to
the GM cadre mocking at the Lokayukta. RR who was dismissed from service in 2002
after the Lokayukta held him guilty. RR got the dismissal withdrawn in 2003 and later
got promoted as JD. And now after the Lokayukta raid, RR is getting promotion as GM !
After the Lokayukta raid
on him a few days ago,
Rangaram Naik (RR) is busy on
two fronts. On one ride the MD
of KRIDL HP Prakash who is
also his relative he is making all
out efforts to hush up the
Lokayukta probe with the help
of L.S.Chandrashekar Rao, the
consultant in KRIDL and on the
other side he is making no holds
barred attempts to get promoted
to General Manager cadre at the
earliest possible as he knew that
once the Lokayukta case
begins, he will not stand a
chance for promotion! Infact
HPP had conducted (?) a DPC
and sent the same to the RDPR
Secretary to sign the
proceedings.
The RR case can best
be a Classic Text Book case for
unadulterated corruption, fraud
manipulations etc for those who
conduct serious study on the
menance of corruption and
other related matters. The
Lokayukta could also ask its
officials to study the case of RR
in detail so that they can have
an indepth knowledge and
understanding of the menance.
Well RR's saga of
unscrupulous acts started after
he joined the Karnataka Land
Army Corporation (KLAC), now
KRIDL as a Task Force
Commander on daily wages and
he was regularised in 1987 and
at that time, RR submitted a
bogus ST certificate claiming
that he beloned to Naik caste
under ST. So he was promoted
as Asst Director and later
Deputy Director. And the fact is
that RR belongs to Pariwara
caste and hails from
Haradamahalli
in
Rangaram Naik promoted as GM :

One can imagine how corruption gets
rewarded in the present government by the episode
of Rangaram Naik, the JD who was promoted as
GM just a 10 days after the Lokayukta raided him.

come under ST category, even
now.
When the Engineers
Association had made a
complaint about the bogus ST
certificate of RR the case was
investigated by the CRE cell
which clearly reported that RR
had obtained bogus ST. The
CRE cell had asked the KLAC
to file a criminal case against RR
under SC/ST Act and dismiss
him from service. This was on
13-10-2008. Later the Tahsildar
has cancelled the bogus ST
certificate of RR on 2-2-2009.
RR filed a writ in the High Court
for quashing the Tahsidar's
order by taking the stand that
the Tahsildar had not conducted
proper enquiry and given notice
to him.The HC naturally set
aside the Tahsildar's order and
directed the Tahsildar to conduct
the enquiry afresh after giving
proper opportunity to RR.
Again, the case was reopened by the Tahsildar (the
previous Tahsildar has
transferred elsewhere) and RR
manipulated the Tahsildar
through his contacts and also by
On 7th August the Lokayukta raided RR and
detected huge unaccounted weath. The Lokayukta
has stated that the 'raided' official was charged
under PC Act. It takes some time to file the charge
sheet in the case.
But H.P.Prakash the MD of KRIDL, and a
relative of RR had moved heaven and earth to give
promotion him as GM. First he got the eligibility
service reduced from three to two years as RR has
completed only two years. Later he got the DPC held
and that too after the raid. As the Board has the
powers to appoint GM, he had got the Board
Directors approval through circulation authorising
him to issue the order. And more than anything, the
Principal Secretary RDPR who is also the Additional
Chief Secretary Mr.Vijay Bharkar who is supposed
to be a strict officer, had signed on the dotted lines
on the circulated resolution!
HDD was in a mortal hurry to finish off the
work before the Lokayukta recommends action
against RR! By this act HPP had the virtually
challenged the Lokayukta.

Mahadevappa, a MLA then (now
PWD Minister). And the
Tahsildar without holding proper
enquiries and basing his
findings on the ST certificates of
RR's relatives declared RR as
belonging to ST. Interestingly, all
the ST certificates of RR's
relatives were obtained in 2007.
The Tahsildar also based his
report on the sale deeds of RR's
rather in 1997-1998. He also
based his finding on the
cumulative record of RR.
And the Tahsildar has
purposefully avoided verifying
the primary school records of
RR. And he had also purposely
ignored to take a look at the sale
deeds of RR's father prior to
1997-98. Had he verified these
two items, he would have
detected that RR's primary
school entries revealed that he
belongs to pariwara caste and
HP Prakash :

go far? In his service register
also, RR had shown his caste
as belonging to Backward Tribe
and later struck off the
Backward Tribe and had written
ST! Even now, if a thorough
enquiry is done on the ST status
of RR, the truth will be out.
As such RR's career had
began with a manipulation of his
caste and though discovered,
manipulated the situation to
become (?) a ST. Interestingly
RR had also obtained ST
certificate from the Mysore City
Corporation which too ordered
an enquiry later. But nobody
knows the fate of the enquiry
even to this day. Infact he has
misled the High Court also. We
will come to that later.
RR's careergraph in
KLAC was full of scams and
frauds. And that is a most
interesting and fascinating story.
RR showed his original
character of being unscrupulous
and uncaring during his stint at
Karwar as A.D.His involvement
in Murram Scam has become
notorious. Without leveling the
land with murrams filling and
consolidation, he calimed a bill
of 11.66 lakhs. When his acts
were brought to the notice of the
office it ordered him to stop the
work. But RR refused and what
more, he did an unbelievable act
by getting the money in the
name of the DD transferred to
AD account with the connivance
of the Bank officials!
The
Lokayukta
conducted a probe into the
scam and held the scam as
substantiated. It held RR and
the DD guilty and directed the
KLAC to take follow up action.
The Lokayukta had submitted its
report in September 1998. As
per the directions-the KLAC
Board in its meeting on 26-91998 decided to conduct Joint
Department enquiry. A retired
Chief Engineer was appointed
as the Enquiry Officer. This
enquiry also held RR guilty. So

the KLAC in the Board meeting
held on 9-5-2002, dismissed RR
from service and it also ordered
recovery of 5.83 lakhs with 12%
interest per annum.
After this, RR showed
his at manipulation. He brought
influence and spent money like
water to clinch a deal with the
political chairman of the KLAC.
As agreed upon, he filed an
appeal to the Board against his
compulsory retirement and
recovery. He did succeed but
not wholly. The Board in its
meeting 21-2-2003 modified the
penalty of RR. His dismissal
ordereds were withdrawn and
he was re-appointed and given
the lowest pay scale in the DD
cadre. As for the recovery, the
Board continued with the
recovery. It decided to recover
a total of 21.64 lakhs including
interest from 4-7-91from his
salary. As on May 2012, the
KLAC (now changed to KRIDL)
had recovered 5.06 lakhs from
his salary. Interestingly the
Board took the decision in
favour of RR on the pretext of
his long service in KLAC and the
fact that he belonged to the ST.
And in 2012 RR stuck
again. Another corrupt to the
core IFS official C.K.Shivanna
had become the MD. CKS was
a game for everything provided
there was money in it. Again RR
had clinched a big deal with
CKS and made an 'appeal' to
him to reconsider the
punishment given to him. Infact
there is no provision either in law
or in the C&R Rules to hear the
appeal filed after nine years.
More than this, the Board which
alone has the powers to hear the
appeal had already modified the
punishment orders in 2003.
How one can imagine another
appeal against the Board’s
decision on earlier appeal, can
be filed before the MD who has
no powers to entertain such
appeal and that too after nine
years after the Board disposed
the appeal by RR?
For CKS, it was only
money that was the law of the
land for him. Rule of law means
rule of money in his dictionary,
without even knowing his limits
he simply heard the appeal by
RR. And on 12-4-012 CKS
reversed the Board's decision of
2003. He ordered that RR's
seniority be restored and further
recovery from his salary
stopped. Whatmore, CKS
ordered regular promotion as
JD. This type of manipulation is
never heard of in the history of
bureucracy.
Once he became the
regular JD, there was no limit for
RR's
corruption
and
manipulations. Even as I/c JD,
RR had made a fortune. Apart
from acquiring huge properties,
he has built a mansion in KC
Extension in Mysore spending
more than two crores and that
too without permission from the
KRIDL. We have already
exposed his corruption through
'payment to his bank account'.
His sub ordinates have to pay
the fixed percentage for the
works he had approved by
crediting the same to his and his
wife's bank accounts.
With his relative HP
Prakash getting posted to
KRIDL as MD, sky has become
the limit for RR's loot. It was he
forced HPP to come to KRIDL
as MD and even if it meant
spending a couple of crores, it
was worth it. HPP who claimed
to have three crores got it
recovered from forcing the ADs,
DDs and JDs to cough up the
same within a week of his
assuming the charge. We have
exposed his 'Collection Raj' in
our previous issue. Apart from
this, HPP had made a big kill in
transfers and retentions.
More than anything,
HPP made a fortune in the
fixation of procurement rates of
cement and steel. In October
last year, the cement prices for
bulk supplies were hovering
round 250 to 260. HPP with help
or RR and the then GM
Rangarajan got the rates fixed
at Rs 295 to 300 per bag! That
is, an extra rate of Rs 30-35 per
bag. One can imagine the
'booty' by the fact that KRIDL
purchases cement in lakhs. And
this game got exposed when the
rate for cement was fixed ar RS
250 in May this year and that too
when the cement prices are
skyrocketing. The same is the
case with steel where HPP gets
a kickback of one rupee per kg!
We will come to these two big
scams later.
And now for the best part
of RR's manipulations. HPP has
assured that he will see to it that
he gets promoted as General
Manager at any cost. As per the
C&R Rules, RR can become the
GM only after completing three
years as JD. But he was made
JD by CKs only in 2012 and as
such he had to wait till 2015. So
to overcome this handicap HPP
got the Board to take a decision
to relax the eligibility criteria from
three to two years for the GM
post. As per the 'deal' HPP
should have conducted the DPC
and cleared RR's name for the
GM post. He had almost
decided to hold the DPC before
15th August and RR was to
attend the Independence Day
celebrations as GM.
And
fate
willed
otherwise. The Lokayukta
Police have raided RR on 7th
August and detected huge
unaccounted wealth and a case
has been filed against him under
Prevention of Corruption Act.
So, it was a slip between the cup
and the lip for RR. Just when he
was planning to fix a date for
assuming charge as GM the
Lokayukta stuck him. As on now,
his chances of becoming the
GM was remote. But RR had not
lost hope. He had manipulated
much serious problems in the
past. And the Lokayukta raid in
a small irritant for him. So he had
entrusted HDD the task of
preventing the Lokayukta police
from proceeding further in the
matter. HPP in turn, had
entrusted the work to consultant
Chandrashekar Rao who boast
of having workable links in
strategic places in the
Lokayukta.
Again to pre empt the
move of Lokayukta in
proceeding further which may
result in his suspension and
arrest, RR had directed HPP to
hold the DPC at the earliest and
promote him to the GM post. As
directed, HPP has created the
file for holding the DPC. Still
there is a hitch. Vijaya Bhaskar,
the Principal Secretary, RDPR
is a strict official who is also the
Chairman of KRIDL, can not be
expected to sign on the dotted
lines. That is why he is being
pressurised by getting the CM
Siddaramaiah talk to him
personally to clear the DPC.

during the campaign, he
died. To assuage the hurt
feelings, HDD appointed 10
leaders
as
Working
Presidents of the State JDS.
A couple of there have left
the party and joined either
Congress or BJP.
It is also an open
secret that Siddaramaiah is
making all out efforts to woo
many JDS leaders to
Congress so as to strengthen
his base in Congress. He is
showing extra favours to
some JDS MLAs who are
close to HDK like Zameer
Ahmed,
Cheluvaraya
Swamy etc and spreading the
rumouns that they will soon
be joining the Congress.
The crisis in JDS
came to a critical stage when
HDK started participating in
the agitation by KPSC
selected candidates who
faced the danger of
cancellation of their
selection due to the selection
scandal. In the 2004
selection scam, the then
KPSC
Chairman
H.N.Krishna, a family
loyalist of HDD was sent to
Jail and HDK personally
went to the jail to meet him.
It is a public knowledge that
HN Krishna's selection scam
had earned the ire of the
High Court also. The COD
has probed the scam and
submitted a damning report
indicting several officials
and members in the scam.
The same in the case
with Gonal Bheemappa the
immediate past Chairman of
KPSC. He too was arrested
and another member
Mangala Sridhar was also
arrested in connection with
the 2011 selection scam.
Everybody knows the rotten
corruption in KPSC and
particularly of HN Krishna
and Gonal Bheemappa and
other members. But even to
this day. HDK is making
statements after statements
that both are honest and
clean. When the government
cancelled the 2011 selection
list, HDK sat with the
agitators and strongly
condemned the government.
At the same time many
senior JDS leaders like
M.C.Nandaiah, Y.S.V.Dutta,
Basavaraj Horatti etc have
welcomed the government
move.
It is learnt that about a
dozen JDS MLAs are
waiting for an opportunity to
join Congress which they do
eventually
after
the
byelections. There is
difference between HDD
and HDK and HDK and HD
Revanna. More than
anything, HDK is taking
decisions arbitrarily and this
has alienated many senior
leaders. The blunders in
parliament elections too had
complimented
this
alienation. The way in which
Kupendra Reddy a real estate
shark who was a Congress
leader defected to JDS just
before filing the nominations
to the Rajya Sabha got the
JDS ticket and the way in
which his election was a
smooth affair too had created
heart burns among the JDS
leaders. And to top it all,
there is no space of dissent
or opposition to the decisions
by HDD or HDK.
It is true that
Siddaramaiah is bent upon
taking revenge on HDD and
HDK and if possible JDS. He
wants to finish off the JDS.
It may be recalled that
B.S.Yeddyurappa too tried to
finish HDD family but in
vain. What ever one may say
or do the fact remains that
HDD has a strong base in old
Mysore region. It is because
of this, many senior leaders
had not dared to question the
decisions of HDD. But now
the scene had changed.
Those who were loyal to the
HDD family to the core are
now making efforts to join
the Congress. It is another
matter that they are glued to
power politics. If the present
trend continues, they fear
that they may not taste
power. And that is the root
cause. But surely the JDS is
at the cross roads. And
nobody knows the direction
which it is moving.
Basavaraj Yatnal who was a
Minister in Vajpayee
government joined JDS and
he was given a prominent
position. He was given the
complete charge of North
Karnataka region. His
enemity with the then Chief
Minister B.S.Yeddyurappa
had made him to stick with
JDS. And before the
Loksabha elections, he went
back to BJP. Similarly A
Krishnappa a senior leader of
the Congress and a former
minister was denied the
Congress ticket from Varthur
which he represented for five
times. He left the Congress
and joined JDS and HDD
gave him the ticket to contest
from a seat in Chitradurga
district,
where
his
community was strong. But
he failed to make it. HDD
made him the JDS State
President by directing the
State President HDK to
resign. This was resented by
many senior leaders who
wanted the post. Finally

BSY-Love's Labour Lost
Former CM B.S.Yeddyurappa who was hoping to get a
berth in the Modi government preferably as Agriculture
Minister, had to cat the humble pie when Modi did not make
him a minister. Very recently the BJP President Amit Shah
had made him one among the 11 Vice Presidents of the party.
Whether it is a reward or a demotion BSY's followers are in
confusion. For public consumption, they are tom toming that
Modi had awarded BSY with a national level position in the
BJP. And the hard fact is that the VP post does not carry
much clout or weight.
It may be recalled that at the height of scams and cases
surrounding BSY the then CM, the High Command had offered
him the rehabilitation package if he resigns his CM post. The
package included his choosing the successor and the Vice
President post in the BJP's national council. But BSY simply
and flatly rejected the package. The rest is history. Even
though he showed his hold on the BJP legislators by getting
his nominee Sadananda Gowda elected as the CM by defeating
Jagadish Shettar, the High Command's choice, he could not
get any positions. Later his relationship with D.V.Sadananda
Gowda soured and BSY revolted against him and armtwisted
the High Command to demand his resignation and appoint
Jagadish Shettar who had become his loyalist as the CM.
Finally he broke away from BJP and formed his own KJP and
saw to it that BJP licked the dust in the 2013 elections by
dividing the BJP votes.
All along he used to blame the triumvirate of the state
BJP President K.S.Eswarappa, BJP national secretary
Ananthakumar and DVS for his plight. He was very harsh on
Ananthakumar and Eswarappa. BSY could not get half a dozen
seats for his KJP in the elections. But he had the satisfaction
of getting the BJP government falling like a pack of cards.
Later he had realised his folly. But it was too late. It is
because of BSY's adventure that brought Congress back to
power after a gap of nine years. And whatmore, the Congress
which used BSY to gain power left him like a hot potato.
It is no secret that Narendra Modi had a soft corner
for BSY and the High Command had used his services to make
BSY change his style as CM. Modi had persuaded him not to
leave the party when BSY challenged the high command after
the Lokayukta Santosh Hegde submitted the Mining scam
report indicting BSY. Infact BSY was like a fish out of water
after he stepped down as CM. And he could not stomach
others in this party to enjoy power. The rest is history.
With the Loksabha elections fast approaching, and BJP
with Narendra Modi as its PM candidate BJP was the favourite
to come very near to power at the centre. The state BJP
leaders too realised the potential of BSY in damaging the
BJP vote in the state. At the same time BSY too realised
that he becomes irrelevant without the BJP. Finally the state
BJP leaders invited BSY to rejoin the party and BSY on the
pretext of strengthening Modi's hands reall agreed and so
he merged his KJP with BJP. And with the merger, the BJP's
strength went up by five to reach 45 compared to 40 of the
JDS which was recognised as the principal opposition party.
Now BJP's Jagadish Shettar with 45 MLAs naturally replaced
HD Kumaraswamy of the JDS as the leader of oppositions.

When Modi became the
PM, BSY expected a cabinet
berth for him but the
corruption cases against him
made Modi to deny him the
berth. Infact BSY had lobbied
a berth for Shobha Karandlaje
also but he could not succeed
as there were many talented
and grass root women leaders
in BJP. At the same time, to
BSY's chagrin, his beite noire
Ananthkumar
and
D.V.Sadananda Gowda have become ministers with DVS
getting the heavy Railways. With BJP getting absolute
majority on its own and the NDA partners sticking with them,
the BJP especially Modi, there was not much use for tainted
leaders like BSY. As Modi has a soft corner for BSY he had
promised cabinet berth once the cases against him are
decided and that may take some time. As the BJP is in power
at the centre, the CBI case against BSY is as good as gone.
The Lokayukta cases are pending and a couple of them were
quashed by the High Court. At the most, it will take around a
year.
For a politician like BSY waiting for almost a year for
getting political rehabilitation, will be like a hell. So when
the new BJP national President Amit Shah invited him to
become the Vice President, BSY readily agreed, which he
said was “useless” just three years back. Now BSY is the VP
of the BJP. Nobody knows what role BSY will play in national
politics as VP.
It is another matter that BSY is being painted by the
opposition as the 'tainted' face of BJP. Any political reward
to him at this juncture will damage the BJP's image. As on
now, there are a couple of states going for the polls in
December. But BSY has no work in this regard. So, he has to
'enjoy' the decorative post of VP till such time, he clears all
the pending cases against him. True, BSY's contribution in
getting BJP power for the first time in South India is
acknowledged by everybody. He is fighter to the core. But
he got his image tainted as he allowed his family and women
Friday Shobha Karandlaje to take over the state
administration during his CMship. The corruption charges
against him had also damaged his reputation. And the
'operation kamala' undertaken by him to secure his gaddi is
being dubbed as political prostitution. His caste based politics
too had damaged his reputation. From being the unquestioned
leader of BJP in the state he became a leader of lingayths.
Amidst all these handicaps he had done some really good works
in the state. But these good things have faded before his
bombarding scams and 'more than necessary' prominence to
Reddy Brothers and the Mining lobby. In the wake of
unprecedented floods in 2009, he imposed a special Tax of
Rs 1000 per mining trucks and he had to keep it in abeyance
as Reddy Brothers revolted demanding resignation of BSY.
Be that as it may, BSY is back to square one. The BSY who
had rejected the VP post with contempt three years back,
has now grabbed it. And that is that.
