A) REQUIREMENTS FOR ADMISSION TO THE DETAILED TECHNICAL EVALUATION OF THE BID: Every bidder must fulfill the following
conditions in order to qualify for the detailed technical evaluation, all the required supporting documents must be attached with the
technical bid. Any technical bid without the required supporting documents or not fulfilling the conditions from Point 1-14 given
below in this section will not be considered for Technical Evaluation.

In case the bidder and the Manufacturer are different, then the bidder must provide an Authority letter/OEM certificate (in original)
from the Manufacturer with the technical bid. The letter must be on company letter head, showing the name and contact details (Email & fax number) of the signing authority.
The manufacturing plant(s) must be certified by API for the last 5 consecutive years from the date of tender opening under Specs.
API 6A & Q1, the bidder to provide copies of the relevant certificates as a proof (no breaks will be acceptable). In case any of the

items from the complete Package of X-Mass Trees assemblies and accessories are to be manufactured at any other third party
facility/company then the bidder to identify that specific item and also provide the API 6A certificate of the third party facility/
company for the last consecutive 5 years
The manufacturer(s) must have manufactured & supplied X-Mass trees to the multinational E&P companies and other renowned E &
P companies (not belonging to the manufacturer's country) in excess of 500 sets during the last five years, the supply record must

confirm this fact. The Supply record only for the complete sets of X-mass trees should be submitted and it should also specify the
contact person's Name, Designation and Contact details inclusive of email. address of the customers. The bidder must ensure that
the relevant E-mail/Fax is valid in order to confirm the authenticity of the supply record. Trees sold to supply houses etc. will not be
considered.
In case of a local Manufacturer who is claiming the price preference, the bidder to provide the following details regarding each item
that it is being manufactured locally or being imported in finished form or being imported in semi-finished form. The bidder must

provide following information regarding the items imported if finished or semi-finished forms.
i- In case of items that are imported in finished form, the bidder must Identify the name of manufacturer and provide authority
letter(s) and API-6A certificate(s).
ii- In case of items that are imported in semi-finished form, the bidder must Identify the name of manufacturer(s).

Only forged tubing spool, bonnet flange, cross, gate valves, flanges etc. will be acceptable, bidder to provide a clear cut confirmation
in this regard in the technical bid.
The gate valves with split gates are not acceptable, only solid gates are acceptable. Bidder to provide a clear cut confirmation in this
regard in the technical bid.
If the bidder has not already supplied X-Mass to OGDCL then certificates of satisfactory performance issued by authorized officials
of at least 3 different multinational E&P companies or other renowned E & P companies (not belonging to the manufacturer's

country) regarding the X-mass trees must be provided with the bid. The certificates must be on the company letterhead and should
indicate the Name & Designation of the signing authority along with his complete contact details including his official email address.
The bidder must ensure that the relevant E-mail/Fax is valid in order to confirm the authenticity of the Certificate. Certificates issued
by supply houses etc. will not be considered.
The bidder must provide a signed & stamped certificate with the bid that it can arrange a service engineer at any OGDCL location in
Pakistan on as and when required basis with a notice period not exceeding 5 calendar days. NOTE: i) The services contract may be
executed separately subject to the placement of order for the X-mass trees. (ii)The bidder or its local representative will be

responsible for ensuring that the Visas or security clearance for the of Service Engineers is always available in order to meet any
emergent operational requirement.
iii) The service engineer must carry all the essential tools required for installation of X-mass tree .
iv)
Rates of service engineer must be quoted seperately and not to be included in material price
v)Service engineer charges will not be part of financial evlaution it is required for technical evaluation only.

The desired delivery period is 6 months C&F Karachi/FOR after L/c establishment. Bids with more than 06 months delivery period
may not be considered for detailed technical evaluation.
The bidder to confirm clearly in the technical bid that the material test certificates will be provided with the shipping documents.
Bidder must provide detailed drawings and installation procedures in hard and soft copy of the quoted equipment along with the
technical bid.

Bidder to confirm that all possible assistance will be provided to the third Party Inspection (TPI) company nominated by OGDCL,
and TPI report verified by OGDCL will provided with the shipping documents for LC encashment.
The evaluation will be carried out on complete package, bidder to provide acceptance in the technical bid.
The bidder to submit original print of the annual audited accounts reports for the last 3 consecutive years (along-with attested
English Copies) with the technical bid in order to verify the liquidity position, revenues, profitability of the company.
Detailed Specifications: The bidder should quote all the items in light of the following specifications and provide a compliance certificate
confirming to all the requirements have been fulfilled.

X-Mass Trees & the tubing head spools to be shipped in assembled form as shown in the attached figures, these assemblies must
also be pressure tested. Only Tubing Hanger, extra bonnet flanges and other accessories to be shipped loose.
The bidder is to quote the prices of the above items, however, any other item which is essentially required and not listed above must
also be quoted.
The complete item wise list of accessories and spares for the above items indicating unit cost and part number of each spare and
accessories should be provided along with the bid.
Studs with either Cadmium or Zinc plating or PTFE coating are acceptable.
The Gate Valves must also fulfill following requirements:

The Split gates are not acceptable. Only solid gates are acceptable.
5.2
Body bushing must be free floating (pressed in body bushings are not acceptable).
5.3
Gate must seal metal to metal against the body bushing and body bushing must seal metal to metal against valve body i.e. all seals
must be metal to metal.

Stem must be non rising type

Valve stem and bonnet must have back seating feature (metal to metal) to allow stem packing change while under pressure.

Sealant injection ports on the valve body are not acceptable.

The stem packing should be non-elastomeric and protected by a Teflon jacket against the well bore fluids No Chevron or lip type
seals are acceptable.
The Manual Gate valves should be Two Way while Hydraulically Actuated Gate Valves should be One Way.
OGDCL will arrange Third Party Inspection (TPI), on its own expenses, in three stages, the tentative scope of inspection is as
follows, the bidder to confirm that necessary assistance will be provided to the TPI.:
6.a Preparation of preliminary report for material acceptability before the start of manufacturing process
6.b Confirm that the product specification is as per contract during the manufacturing process
6.c Preparation of pre-delivery inspection report in light of the certificates
For fulfillment of this scope following steps must be taken as a minimum
i. Conduct chemical and mechanical tests of each heat of steel (Raw material/Billet) to be used in production of the ordered material in order to
ensure same is per contract.
ii. Review the manufacturing process of the ordered material
iii. Review of material tracing/tracking procedure
iv. Review of heat treatment and hydrostatic test report (where applicable)
v. On spot visual and dimensional inspection of the complete lot
vi. Vetting of marking, packing/bundling and quantity as per contract
vii. After the completion of 50% of Manufacturing/Machining, stage inspection for Manufacturing & Quality control Reports.
viii. Upon completion of the Manufacturing /Machining and prior to shipment Third Party inspection for witnessing hydro testing /Drift Testing
and other recommended tests as per API 6A.
