Subject: localization of Solar Energy through Local Assembly, Sale and Usage of One
Million Solar Study Lamps (CFL/LED)” for empowering populations in
underserved communities by Indian Institute of Technology (IIT), Bombay
.
Sir,
I am directed to convey sanction of the President for implementation of
“Localization of Solar Energy through Local Assembly, Sale and Usage of One Million
Solar Study Lamps” for empowering populations in underserved communities by Indian
Institute of Technology (IIT), Bombay” with a financial support of Rs. 14.81 crores
(Rupees fourteen crores and eighty one lakh) only, in Maharashtra, Madhya Pradesh
and Rajasthan. IIT Bombay in consultation with SNA’s are responsible for selection of
beneficiary. Districts will be selected on various parameters like; number of households
using Kerosene, illiteracy rate, number of schools and students density in schools.
Equal importance will also be given to the sustainability of the project in given district.

The detailed terms and conditions of this Scheme, are indicated in Annexure-I.
The provisions of this scheme will be applicable only for Local Assembly, Sale and
Usage of One Million Solar Study Lamps”
3. IIT Bombay will submit annual accounts in the Standard format as required under
GFR 209 (xiii), for the funds that would be released for the project. These accounts shall
be open for inspection by the sanctioning authority and Audit, both by the Comptroller
and Auditor General of India under the provision of C & AG’s (DPC) Act 1971 and
internal Audit Party by the Principal Accounts Office of the Ministry whenever called
upon to do so.

IIT Bombay will furnish the Utilization Certificate (UC) and audited Statement of
Expenditure (SoE) for the released funds, in the prescribed formats at Annexure-II &
Annexure-III respectively.

An Internal Review Committee of the Ministry will review this Scheme at an
interval of six months and modification, if any, would be incorporated in the scheme.

IIT Bombay will Procure the components through e-procurement as per MNRE
Standards and also get the final product certified through MNRE accredited Laboratory
against the specification provided in the design
7.
Release of the CFA (up to 70% of eligible CFA) will be considered on the
placement of Purchase Orders by the IIT Bombay and balance 30% of CFA would be
released on receipt of Utilization Certificate, project completion report, SOE and
monitoring report in the MNRE.

The expenditure involved is debitable to Demand No. 69, Major Head 2810, New
and Renewable Energy, Sub Major Head 00, Minor Head 101-Grid Interactive and
Distributed Renewable Power, Sub Head 02,-Off Grid/Distributed and Decentralized
Renewable Power, Detailed Head 04 Solar Power, Object Head 31-Grants-in-Aid during
the year 2013-14 (Plan).

This Administrative Approval is based on an approval of an Inter Ministerial
Group set up to appraise the proposals for financing under National Clean Energy Fund.
The amount of financial assistance provided under this Scheme is specific and will have
no bearing on the other Schemes of the Ministry under JNNSM.
10.
This issues with the concurrence of IFD dated 23/01/2014 vide their Dy. No.
IFD/2271/13-14 dated 07/01/2014.
11. This sanction has been noted at S. No. 162 on page No.12 of the Expenditure
Control Register of Off-Grid and Decentralized Solar Applications under JNNSM for the
year 2013-14.

Scheme: Localisation of Solar Energy through local assembly, sale and
usage of one million Solar Study Lamps (CFL/LED) by Indian
Institute of Technology (IIT), Bombay
a. Scope: The project aims for localization of Solar Energy through Local
Assembly, Sale and Usage of 1 Million Solar Study Lamps” for empowering
populations in underserved communities; through high-quality programs that
meet their real need to improve the quality of their lives. IIT Bombay is
partnering with remote rural organizations Maharashtra, Madhya Pradesh and
Rajasthan and other States to provide solar study lamps for school children to
enhance their daily night studies, exams preparation, home work and other
educational programs.IIT Bombay will be accessing these communities by
partnering with local NGOs and incubation centers in academic institutions for
implementation and formation of social project. Districts will be selected on
various parameters like; number of households using Kerosene, illiteracy rate,
number of schools and students density in schools. Equal importance will also
be given to the sustainability of the project in given district. This will be useful in
ensuring the success of the project in terms of implementation and ensuring the
long term operation of solar lamps
b. Technical Details: The technical specification of Solar Study lamp are as
follows:

Note:- A complete Solar Study lamp should be tested according to the

distribution of the lamp
c. Project Cost: Tentative cost of the project including overhead charges is Rs
58.57 crores. Ministry contribution will be Limited 30.73% of the benchmark cost
(Rs 450/Wp) to Rs 14.81 crores as approved under NCEF.
d. Duration: 18 Months
e. Implementation: The project will be implemented by IIT Bombay during 201315 with total time period of 18 months.IIT Bombay /SNA will be responsible for
monitoring of the project. IIT Bombay and SNA will submit monthly progress
report of the project and also maintain information about the project and
beneficiary details on SNA/IIT Bombay website
f. Selection of beneficiaries: IIT Bombay in consultation with SNA will be
responsible for selection of beneficiaries. Districts will be selected on various
parameters like; number of households using Kerosene, illiteracy rate, number
of schools and students density in schools. Equal importance will also be given
to the sustainability of the project in given district.
g. Procurement: The solar study lamp kit(in disassembled form) will be procured
from manufacturer (supplier) and inventory will be maintained at central
warehouse at IIT Bombay. From central warehouse the lamp kit will be
distributed to rural areas to empanelled organizations . The organizations will
assemble and distribute the lamp kits to school students in these rural backward
areas.
h. Training: Training and workshop will be conducted IIT Bombay to demonstrate
the product assembly and usage and strategies to reach out to the target
beneficiaries.

Monitoring: The project will be monitored on a continuous basis IIT Bombay
and concerned SNA. Feedback will be taken from Partner institutions and school
students on various marketing aspects like; product, price, place, and promotion
and after sales service of the product. Data in report form will be provided
project staffs; which then after thorough analysis and will be presented in
Management
Information
System
(MIS)/
Geographic
Information
System(GIS)reports on timely basis to Principal Investigator(PI) and Co- PI for
their reference. In turn, PI/Co-PI will provide quarterly reports to SNA/MNRE for
their review on the progress of work. SNA will also submit progress report
separately.
