Dear Foundation Trust Chair and Council of Governors,
Having completed the first wave of new inspections in the acute sector, the Care
Quality Commission (CQC) continues to refine how we inspect acute hospital
locations. This letter provides you with an update on the next set of acute hospital
inspections and how we will work with Foundation Trust Councils of Governors.
As you may know, our new inspection method within the acute sector involves
significantly larger inspection teams which include clinical and other experts, and
trained members of the public. The teams spend longer inspecting hospitals and
cover every site that delivers acute services. They look at eight core service areas
and others if necessary. The core services are:

Accident & Emergency
Medical care (including older people’s care)
Surgery
Intensive / Critical care
Maternity & family planning
Children’s care
End of life care
Outpatients
We are striving to make better use of information and evidence, using new
surveillance indicators and information from our partners to guide our teams on
where and what to inspect.
Our new inspection approach aims to answer five key questions about an
organisation (regardless of the sector in which they operate):
• Is it safe?
• Is it effective?
• Is it caring?
• Is it responsive to people’s needs?
• Is it well-led?
The second wave of acute inspections will be undertaken between January and
March 2014, allowing us to continue to test our new approach in the acute
hospitals of nineteen NHS Trusts and Foundation Trusts. The list covers a range of

trusts including some that our intelligent monitoring has identified as high risk,
some that are aspirant Foundation Trusts and some where there has been an
(internal) regional recommendation to inspect.
An opportunity for Councils of Governors to contribute
We recognise that Councils of Governors primary relationship is with their trust
board, to work as a collective to hold the trust to account on behalf of the public.
In the light of this role, we believe it is important that all Councils of Governors are
given the opportunity to share their views of their hospitals with us if they wish to. If
your Council decides it would like to talk to the CQC about the achievements or
areas for improvement at their trust, you can send information in advance of the
inspection to CQC:

Your Council can also share feedback directly with the inspection team during the
inspection. Our inspection team leader will discuss this with your chair and other
governors as appropriate.
We will not publish any information Councils of Governors send to us about your
trust. It will be used as part of the information we consider before or during the
inspection.
Public listening events
At the beginning of each inspection we will be holding public listening events,
inviting local people to share their views and experiences of their hospital with our
inspection team.
We will be publicising further details of the times and venues of these events over
the coming weeks as they are arranged. The events will be one of the ways our
new inspection teams hear from individual members of the public about the care
provided by the trust.
Your local CQC relationship
We will continue to develop a local relationship between CQC and your Council of
Governors throughout the year and your local CQC manager will continue to be the
main point of contact with you.
