Doctor of Philosophy in
Development
Administration
(Ph.D. DA) is a program
designed to assist interested
professionals from both government and private
sectors particularly for the improvement of their
professional capability.
OBJECTIVES
 To enhance the human resources of the
country and that of other foreign countries.
 To provide continuing education opportunities
to employees, entrepreneurs, and other
professionals who cannot leave their jobs or
homes for full-time studies.
 To help in the professionalization of the
human resources of the country and that of
other countries.

A student enrolled will be assigned
to a facilitator or tutor who has a
contract with the DOUS for the
duration of a course. He/She can
choose between two approaches of learning: the
group-paced learning wherein a group of students is
required to meet a tutor at least once a month at a
DOUS Learning Center, the individualized learning
wherein a student uses different kinds of technology
to interact with his/her tutor.
To complete a course, a student has to work
on a learning package consisting of modules and
other learning materials either independently or in
groups.
He/She is required to submit written
assignments
and
take
supervised
written
examinations at the learning centers.
The assignments and examinations are
marked by the tutor which will be the basis for the
final grade of the student.

CLIENTELE
Personnel, employees, owners/managers,
and officials of local government units, line
agencies, and non-government organizations,
people’s organizations, and other private and
public entities.
APPLICATION PROCEDURE
1.
Applicants should fill up the DOUS
Admission Form which may be obtained
from any DOUS learning center.
2.
Applicants
should
submit
the
accomplished form together with the
credentials for evaluation by the
Admission Committee.
3.
The applicant will be interviewed by the
Admission Committee.
4.
Once qualified, the applicant can already
fill up the enrolment forms.
ADMISSION REQUIREMENTS
1. A Master’s degree holder.
2. With a grade point average of 1.75 or better.
3. Academic competence/proficiency shall be
determined through the following:
a. Official transcript of records
b. Recommendations of two former
professors or recognized authorities
c. Interview or other appropriate
means
