Eligible voters will receive their Voting Kit, via Canada Post mail beginning the week of September 29th, 2014. In order to ensure delivery in time for Voting Day, ballots must be mailed by October 18, 2014. Should a voter be unable, or choose not to mail their vote, a central drop-off location at the Perth East Municipal Office will allow in-person voting until the close of voting (8:00 pm) on Voting Day – October 27, 2014. The farmland assessment class is very important and can mean the difference of thousands of dollars on a tax notice. The Township must bill out according to the assessment information sent to them and getting it changed after the deadline has passed is not always possible. Online Payments By Credit Card Credit Card Payments As of September 2014, the Township of Perth East is accepting credit card payments (VISA, Mastercard and American Express) online. This service will initially be set up for property tax, utility and general accounts receivable bill payments, with more bill types to be introduced at a later date. The Township of Perth East will be using the secure "icity" platform with payments accepted 24 hours a day, 7 days a week, with no cost to the Township. The payer is given notice on the website that the convenience fees are their responsibility. Building Permits Planning to build or complete renovations to your home, business or farm building? Building Permits are required to ensure that zoning requirements, fire and structural safety standards as well as other building standards are met, primarily for safety reasons. Whether you do the work yourself or hire a contractor, it is the property owner’s responsibility to ensure that a Building Permit is obtained, when required, and that the required inspections are called for and any infractions are corrected. Starting construction without a permit is illegal and is a Provincial Offence under the Ontario Building Code Act. By-law No. 08-2006 sets out the rules and regulations for open air burning in Perth East and it is available on the township website for your reference. There is a section that prohibits the burning of materials that contain rubbish or create obnoxious odours to the neighbourhood. We frequently answer questions about the request to burn garbage, old mattresses and other such items. Not only is it a violation of the bylaw to burn these items but you are putting yourself and your neighbours at risk. Burning rubbish and other prohibited materials can create some of the following toxic chemicals: arsenic, styrene’s, barium, mercury, chromium, PCBs, particulates, formaldehyde, benzenes, hydrochloric acid, lead, cadmium, hydrogen cyanide, and carbon monoxide. We encourage you to seek out alternatives to burning: • • • • Utilize our local recycling options for newsprint, plastics, glass, office paper and boxboard. Compost organic waste such as vegetable scraps, leaves and grass clippings and add the compost to your lawn or garden. Of course, you can always try to buy less in the first place. Look for products with less packaging and buy only what you need. Proper waste disposal through processing, resource recovery or land filling is always preferable to burning. VOTE BY MAIL The Township of Perth East will be using Vote by Mail for the 2014 Municipal Election. A mail in ballot provides greater accessibility for voters to vote from the comfort of their home. Voter's Kits will be provided to every person who qualifies to be an elector and whose name is on the Voter's List. Voters are reminded to check the Voters' List for their name and confirm their mailing address. The list is available at the Township office. DID YOU RECEIVE YOUR BALLOT? If an eligible elector does not receive a Voter Kit or if the Voter Kit is lost or destroyed, a new Voter Kit may only be issued by attending the Township of Perth East Office located at 25 Mill Street East, Milverton, ON during regular office hours (8:30 am – 4:30 pm) and until 8:00 pm on Election Day October 27, 2014. The Municipal Clerk or designate will verify the elector’s eligibility to vote. Inquiries regarding the Voters List should be made to the Clerks Department at 519-595-2800. About the Election & Vote By Mail WHAT IS VOTE BY MAIL? Vote By Mail has become a popular method of conducting elections in Ontario. Rather than casting ballots at a traditional Voting Place, a ballot is mailed to each qualified elector in advance of Election Day. The voter marks the ballot, signs a declaration, and mails it back to the Municipal Clerk before the deadline. Marked ballots can also be personally deposited at the Perth East Municipal Office up to and including Election Day. All ballots are private and secure using a security envelope system. IS VOTE BY MAIL SECURE? Yes! Not only can you vote in the privacy and security of your own home, but your ballot is delivered discreetly by mail using Canada Post. AM I ELIGIBLE TO VOTE? WHAT ABOUT STUDENTS? A student may vote in the municipality where he or she is temporarily residing while attending school as well as at his or her permanent home in a different municipality, provided that he or she does not intend to change his or her permanent home. HOW MANY VOTES DO I GET? A voter is only entitled to vote once in a municipality and once in a school board even if the voter has more than one qualifying property address within the municipality or school board. The place where they vote is where they reside. In a municipality with wards, if a voter resides in one ward but has other properties in different wards in the same municipality, he or she may only vote in the ward where he or she resides. A voter may only have one permanent residence. WHAT ABOUT COMMERCIAL PROPERTIES? If the person's name does not appear on title, he/she is not entitled to use that property as a qualifying address - a company is not entitled to vote. The property owner must still satisfy all the other eligibility factors of any elector, such as citizenship, residency within/outside the municipality, school board residency, etc. WHAT IF I AM A TENANT OR TENANT FARMER? A tenant is eligible to vote if he/she is a Canadian citizen, is 18 years of age or older and not disqualified from voting for any of the reasons set out in the Municipal Act; and satisfies the following: • the tenant farmer can only vote once in a given municipality; • the tenant farmer must not be a corporation • depending on where they permanently reside, they may not be eligible to vote for school board trustees.
