PRESS TENDER NOTICE (TWO COVER SYSTEM)
Sealed quotations in single cover consisting of two inner sealed covers as Part -I and Part – II are
invited by the DGM/CARD, Neyveli Lignite Corporation Limited, Neyveli-7 as indicated below. Necessary
Tender Schedule may be obtained from this office on payment of the cost of the Tender Document by
Demand Draft/Banker’s Cheque drawn in favour of the Director/Finance, NLC Ltd., and payable at Neyveli
If documents are required by post an additional amount of Rs.50/- by Demand Draft shall be enclosed. The
Tender documents are also available in the web site of NLC www.nlcindia.com. Those who wish to
download the same may do so and while submitting the Tender documents, a demand draft towards the cost
of the Tender document should be enclosed. The Tender documents downloaded from the website and
submitted without Demand Draft for the specified value of cost of tender document will be rejected. Part- I
cover shall be technical cover for Pre-Qualification and EMD. Part – II cover shall be for price only. The
sealed covers should be addressed to the DGM / CARD and the two inner covers should be clearly indicated
with Tender Number as Part-I and Part-II. The Technical Cover (Part I) only will be opened on the due date
indicated. NLC will not be responsible for the non-receipt of the bid due to the postal delay / loss / damage in
the process of submission of bid. Quotations are to be valid for 3 months from the date of opening. NLC
reserves the right to cancel the Tender at any point of time without assigning any reason. Tenderers have to
note that no supplemental covers will be entertained. Alternatives or rebate percentage etc. if any should be
spelt out in the first cover itself. Offers contained in supplemental / additional covers shall be summarily
rejected.
Successful tenderers who employ or who have employed on any day during the contract period 20 or
more workmen will have to produce valid license issued by Inspector of Factories, Tamil Nadu Government
under contract Labour (Regulation and Abolition Act) and Rules at the time of entering into agreement with
Neyveli Lignite Corporation Limited.
The EPF amount will be deducted from the bills of the Tenderer. However the EPF returns are to be
submitted to Labour Welfare wing periodically as per EPF Act 1952.
Name of work: "FIELD WORK FOR AMBIENT AIR QUALITY MONITORING AT FIVE
LOCATIONS AROUND NEYVELI".
Pre - Qualification Requirements:
1. The tenderer should have completed any Air quality Monitoring work /Water, Soil analytical /
Laboratory type of work in any Govt., / Quasi Govt. / PSU / Public Ltd. Company for a minimum
value of Rs 13.32 lakhs in a single agreement in the name of tenderer/partner in case of partnership
firm with in the previous 5 years.

The tenderer should have completed above type of work in a single agreement in his own name/
Partner in case of partnership firm in any Govt./ Quasi Govt.,/PSU/ Public Ltd. Company to a value
of not less than Rs.6.66 lakhs and also any work in any Govt.,/ Quasi Govt./PSU/ Public Ltd.

Company for a minimum value of Rs.13.32 lakhs in a single agreement in the name of

2. In case of bidders qualified on PQ of partnership firms, they should execute a deed of joint
undertaking (DJU) in a non-judicial stamp paper of value of Rs 80/- as in NLC format.
3. Documentary evidence in support of the above shall be furnished in the form of work completion
certificate with value of work done which should be in the name of bidder/ partner in case of
partnership firm.
On demand, documents in original have to be submitted for verification, failing which the offer is liable for
rejection. The bids without EMD will be summarily rejected unless specific exemption is granted for EMD

The contractor shall agree to execute the work conforming the booklet ‘Invitation to the tender, Instructions
to tenderers and General and special conditions’ of contract works June 1965 (corrected up to 31.03.1985).
The quotations must be submitted in the prescribed schedule only and must be accompanied with necessary
Earnest Money Deposit receipt. The Earnest Money Deposit can be remitted in any of the following forms:
Demand Draft/Banker’s Cheque or Guarantee Bonds from any Nationalized / Scheduled bank. Bank
Guarantee should be executed in non-judicial stamp paper of value of Rs.80/-. In the case of Demand draft,
the same should be drawn in favour of the Director/Finance, NLC. Ltd., and payable at Neyveli. No interest
shall be allowed in the Earnest Money Deposited. The Earnest Money Deposited by the successful tenderer
will be retained towards Security Deposit for the fulfillments of the contract.
The percentage quoted should be free from correction and over writing and should be neat and legible and
written in words and figures. The special conditions and General Conditions and specifications should be
signed at places indicated in token of acceptance. The sealed quotations shall be opened in the office of the
DGM/CARD in the presence of the tenderers who may attend in person or represented by authorized
persons.
Service tax as applicable will be reimbursed as per the latest Service Tax regularization/ circulars. The
contractor should furnish service tax registration number at the time of entering into agreement.
NLC reserves the right to reject any quotation without assigning any reasons and or to split up the work into
convenient portions and allot them to different contractors.
Tenderers who are downloading the tender documents from NLC website/obtained documents directly are
advised to visit the website frequently, for noting the corrigendum if any, issued subsequently with regard to
the above tender till the last date for sale of tender documents and the tenders received without considering
the subsequent corrigendum will summarily be rejected.
