Waller Police Chief: Counterfeit Money Found Locally

On Monday, April 21, the Waller City Council
met in regular session at the Waller ISD boardroom.
Council members Rick Dalton, Nancy Arnold, Roger
Frey, Dwayne Hajek, and Sidney Johnson were present.
Mayor Danny Marburger presided.
During staff reports, Police Chief Phil Rehak cautioned citizens to be aware that counterfeit bills have
been passed within the city at Sonic and at Buc-ee’s.
He urged caution in accepting $100 dollar bills and
also said some $20 dollar bills were involved. At this
time, the United States Secret Service is investigating

the cases. No one has been arrested.
Council unanimously approved a resolution with
the intention to annex Lot 3, Tranquility Park, in the
vicinity of south of Pecan St. between FM 362 and Penick Rd.
Public hearings on the annexation are scheduled
for Monday, May 26 and Tuesday, May 27 at 6 p.m. at
the Waller ISD boardroom, at which time all interested
parties will have an opportunity to be heard.
Council also voted to unanimously approve a plan
for drainage and parks to present to Waller ISD for
approval. The property records name Waller ISD as
Trustee of the properties. The city is now in negotia-
tions with Waller ISD for acquisition of the land.
The proposal is for the city to purchase the properties for $2,138, which is court costs only, clean up the
property at no cost to Waller County or Waller ISD,
and use the property for drainage and parks. Further
detail about the parks will be made available when the
proposal is approved by Waller ISD and the transaction
is completed.
In further action, council unanimously approved
the WEDC to pay one-half the costs to extend utilities
to the Alegacy property for an amount of $325,000.

will be stopping in Waller, Texas

on the city’s finances on April 11,
2014 from Moody’s Investor’s
Service, which provides credit ratings to cities and towns across the
world.
According to the report, the
City of Waller has maintained its
outstanding A2 rating on its outstanding GOLT (general obligation limited tax) bonds and its
Certificates of Obligation, in the
amounts of $1.2 million and $2.5
million, respectively.
The A2 rating denotes high
quality and low credit risk and is
a rare high rating for today’s cities.
The rating confirmation takes into
account the city’s small tax base,
but gave the city a high rating due
to its strong financial performance
and manageable debt and pension
liabilities.
The Moody’s report stated

The first of four consecutive blood moons, a rare historic phenomena, appeared on April 15, 2014. These blood moons are often associated with monumental historical events. For this one,

the Crimea, and with troops on the Ukrainian border, have cut
off all talks with Washington, and are refusing all calls from our

Waller Wonders – … and we were all teenagers again

T
ry to imagine
the noise level
when you pack
some 165 people into a junior high cafeteria
… many of whom haven’t seen
each other in maybe 50 or so
years. We won’t even mention
that at least a few of that 165
may have lost just a tiny bit of
hearing.
But it was all good – and
no one seemed to mind repeating themselves to be heard
over the din. This was a gathering of friends – not old friends
– but friends. It didn’t matter
how many years … or days …
it had been since seeing one
another. Meeting again was
sweet.
I’m talking about the annual Waller School Reunion;
in this case, the 33rd (organized) Annual Waller School
Reunion. Sure, there are class
reunions every year, but this
get-together is for anyone who
attended the Waller schools.
Thirty-three years ago,
some forward-thinking Waller
alums decided that they needed
to have a reunion every year so
as not to lose touch with former classmates – at least those
they didn’t marry or live next
door to.
I’m fuzzy on some of the
details, but apparently this
group also decided that the
class celebrating their 50th
graduation anniversary would
handle the reunion details and
serve as the host class.
And so we fast forward
to 2014, when my class, the
class of 1964, following in the
footsteps of 32 other classes,
hosted the aforementioned 165
(we’re still tallying actual attendance) at Schultz Junior
High last Saturday night.
There were only 30 graduating seniors in my class, out
of 45 first graders who started
school together twelve years
before. We had our own celebration in February with
15 class members attending.
Some of those had not walked
across the Waller stage with us
in 1964 because their families
moved away before our senior
year. But they were our classmates nevertheless.
For this all-school reunion, ten of our classmates
were on hand, switching places
with some who were with us in
February. For some of us, that
means we’ve had the thrill of
reconnecting with classmates
that we haven’t seen in years,
all in the space of two months.
What was more exciting,
though, was to see the Waller
students from many decades
ago. Mrs. Ida Mae Imhof
Johnson was the lone graduate
from 1940, but classes from
1944, 1945, 1946, 1947, 1948,
and 1949 were represented as
well.
Classes from the ‘50s and
‘60s had groups of grads, and
there were several from the
‘70s. In fact, Brent Hargrave,
from the class of 1974, represented the far end of the spec-
trum from Mrs. Johnson.
It was a thrill to see Mr.
Ray Dabney and his wife, Jean
Dabney. He was band director and she taught elementary
school, so both had quite a few
students stopping by to visit.
The Dabneys live in Coldspring
now, and their son Dennis and
his wife handled the driving so
they could attend.
Mrs. Evelyn Turlington
taught school in Waller from
1957-2011, so half the room
had been though one or more
of her classes. She was the “official unofficial” photographer,
taking hundreds of photos that
I can’t wait to see. Our newest
elementary school was named
in her honor several years ago
– and a well-deserved honor.
Coach George Robinson,
who was a teacher, coach, and
administrator during a period
stretching from 1960-1995,
attended with his wife, Judy.
Probably a dozen or more of
his former football players
made their way to his table to
say hello, as did many of his
former students.
Waller ISD Superintendent
Danny Twardowski regaled the
crowd with an overview of
what the Waller school system looks like today, citing our
state standings, the curriculum,
and how many teachers and
employees are part of WISD
in eight schools and just shy of
6,000 students. When he mentioned that there are 90 buses
and over 200 routes, there was
a buzz around the room.
In later conversations,
comments were made, usually
in awed tones, such as, “We
only had six buses!” “We had
12 buses!” “Wow! There were

The Real Zombie Apocalypse: The Medicating of America

is of course over the top, but it still
contains a grain of truth.
In fact, for generations of physicians the prevailing teaching was
not to prescribe too many drugs in
order to avoid unwanted side effects. That is no longer the case. To
treat chronic diseases and control
symptoms, the average American
over 60 now takes twelve medications to control symptoms, compared to only seven twenty years
ago.
In the 1970’s, spending on
drugs was about 5% of the total
U.S. healthcare costs. Today. That
amount has more than doubled,
and rises by about 5 to 10 percent
a year.
Of greatest concern is the
ever-rising use of psychotropic
drugs. Since 1988, prescriptions
for antidepressants in this country
have risen by 400%. Antidepressants, otherwise known as Selective Seratonin Reuptake Inhibitors
- or (SSRIs) - are ranked the most
common prescription for all adults
age 18-44. Americans take more of
these types of drug than any other

tests for levels of serotonin, dopamine, and other neurotransmitters.
Such tests don’t exist. Psychiatric
drugs are prescribed on the basis
of conjecture. Also, remember that
the FDA itself has no laboratory or
scientists, but rather relies on research results by the manufacturers of the drugs.

offering training to help reduce
the numbers of illnesses that
occur each year.
The Professional Food
Manager Certification Training
Program, called “Food Safety:
It’s Our Business” seeks to
reduce the risk of foodborne
illness. By taking the course,
food service personnel can receive the latest information on
personal hygiene, how to use
thermometers, how to store
food safely, how to prepare
and serve food properly and
how to keep the food preparation areas clean and sanitized.
Participants can fulfill requirements for food manager
certification if they pass the
national ServSafe certification
exam offered at the end of the
course.
The training sessions will
be on Tuesdays, May 13 and 20
from 8:30 a.m. - 5:30 p.m. at
the Texas A&M AgriLife Extension Service, Waller County office, located at 846 6th
Street in Hempstead. The cost

Greetings! Hempstead ISD Residents. My name is Dr. Halcyon S. Watkins and I currently serve on the Hempstead
ISD Board of Trustees in Position #5. Serving on the school
board for the past six months has been both challenging and
rewarding. My focus has always been and will continue
to be on student performance and achievements, growth
demands, curriculum requirements, staff development and
encouraging interaction between community, parents and
the schools, striving always to enhance the recognition of
our schools and certainly our products “Your Children”.
Education is a part of my family history. Both of my parents
were educators. My mother was a teacher and my father
also taught and later became a principal. I started my education right here in Waller County attending Sam Swartz
Elementary School in Hempstead from the first grade to the third grade. Then I transferred
to George Washington Carver Elementary in Bryan, Texas when my father started his job as
a school principal. High school education was achieved at St. Francis de Sales Academy in
Powhatan Virginia where I graduated in 1957. After high school higher education, recognition, and achievements included:

School held Waller ISD’s first
ever Name That Book Competition on Tuesday, March
25 in the school cafeteria. 14
teams of students competed in
five rounds of clues to win the
competition.
The clue was a quote from
one of the 20 books from the
2013 Texas Lone Star Reading list. After the clue was
announced, team members
huddled together to decide on
the book title using their memory from their readings. Each
team’s spokesperson would
call out the title of the book,
and if answered correctly, the
team would gain one point.
After 5 rounds, the scores
were totaled and the team with
the highest total was declared
the winner. The two top teams
will advance to the district level competition on April 28 at
Waller High School.
Congratulations to the 1st
Place Team led by Coach Melynda Jones. Team members
are Wesley Thompson, Nathan Lattanzi, Dwight Whiteley, Taylor Wearden, Dakota
Hutson, and Carlos Zendejas.
The 2nd Place Team was led

third Parent University Graduation
Ceremony on April 16 at the Waller
Junior High Umland Building.
The 21st Century ACE After
School Program sponsors Practical Tools for Positive Parenting
classes. The program held a series
of workshops to educate parents
on the practical tools for positive
parenting.
Six Waller ISD parents
learned of practical ways to help
their children succeed by building
their children’s self-esteem to produce confidence in their children
during an eight week course. They
learned techniques such as positive
parenting, help in building confidence in children, successful communication strategies, deflecting
arguments and setting boundaries,
discipline options, as well as, tips
for parents to be involved and to
help children and teens succeed.

April 7 and 8, the 7th and 8th
grade Waller Junior High girls
track teams competed in the District Track Meet held at Montgomery Stadium. The teams
competed very well beating their
personal best.
The following girls placed
in the top six in their respective
event out 21 competitors. The
number one in District winning
a gold medal and setting a new

was Alicia Goodnight in the Shot
Put with a throw of 34’7”.

Waller ISD Ranks 2nd Among
Children at Risk For 2014
The Houston Chronicle released the Children at Risk School
Report Card on April 27, and Waller ISD ranked 2nd among 58
school districts in the Greater Houston All District Rankings which
included school districts in Fort Bend, Harris, Liberty, Brazoria,
Galveston, Montgomery, and Waller counties. Waller ISD ranked
93 out of 953 school districts in Texas, and continues to represent
the district’s motto All About Kids. WISD Public Information.
WISD Public Information
Waller ISD ranked 2nd among
58 school districts, and earned a letter grade of B in the 2014 Children
at Risk/Houston Chronicle Greater
Houston All District Rankings, released on Sunday, April 27. Fort
Bend, Chambers, Waller, Liberty,
Brazoria, Galveston, Harris, and
Montgomery counties were all
included in the Children at Risk
Greater Houston All District Rankings. Waller ISD ranked 93 out of
953 school districts in Texas.
In local school ratings, Waller
High School earned a B- and ranked
48 out of 157 high schools; W.C.
Schultz Junior High School earned

was graded an A and ranked 94, I.T.
Holleman Elementary earned a B+
and ranked 214, E. Turlington Elementary earned a B and ranked 274,
Roberts Road Elementary earned a
B and ranked 289, and H.T. Jones
Elementary School earned a B- and
ranked 341.
Letter grade distinctions were
designated as follows: A letter grade
of an A, campuses at or above the
75th percentile; B At or above the
55th percentile; C At or above the
35th percentile; D At or above the
15th percentile; F Below the 15th
percentile. All Waller ISD schools
ranked at or above the 55th percentile. The district and school rankings were based on three indexes:
Student achievement which was
weighted at 60%. Socioeconomic
performance and student growth
indexes each count as 20% respectively.
The outstanding Waller ISD
rankings are another celebration to
add to the most recent accomplishments. Waller ISD elementary
schools received the State of Texas
Assessment of Academic Readiness
STAAR tests first administration results in the 5th and 8th grades, and
earned an 88% passing rate in 5th
grade reading, compared to 76%
passing rate in the state. In 5th
grade math, Waller ISD elementary
schools earned a 92% passing rate
compared to the 79% state passing rate. Waller Junior High and
W.C. Schultz Junior High Schools
earned an 84% passing rate in 8th
grade reading, compared to an 82%
state passing rate, and Waller and
W.C. Schultz Junior High Schools
earned an 84% passing rate in math
compared to the 79% state passing

NOTICE OF RECEIPT OF APPLICATION AND INTENT
TO OBTAIN AIR PERMIT
AIR QUALITY PERMIT NUMBER 19134
APPLICATION Watco Companies, L.L.C. has applied to the Texas Commission on Environmental
Quality (TCEQ) for an amendment to and renewal of Air Quality Permit Number 19134, which
would authorize modifications to and continued operation of a railcar repair and coating facility
located at 17000 Premium Drive, Hockley, Harris County, Texas 77447. This link to an electronic
map of the site or facility’s general location is provided as a public courtesy and not part of the
application or notice. For exact location, refer to application.

air contaminants: organic compounds, carbon monoxide, sulfur dioxide, nitrogen oxides, hazardous air pollutants, and particulate matter including particulate matter with diameters of 10 microns
or less and 2.5 microns or less.
The applications were submitted to the TCEQ on March 26, 2014 and March 28, 2014. The permit
renewal will be issued in conjunction with the amendment. This permitting action also includes
the incorporation of the following previous authorizations or changes to authorized facilities
related to this permit: alterations and permits by rule. The reasons for any changes or incorporations, to the extent they are included in the renewed permit, may include the enhancement of
operational control at the plant or enforceability of the permit. The applications will be available
for viewing and copying at the TCEQ central office, the TCEQ Houston regional office, and the
Melanee Smith Memorial Library, 2103 Main Street, Waller, Harris County, Texas, beginning the
first day of publication of this notice. The facility’s compliance file, if any exists, is available for
public review in the Houston regional office of the TCEQ.
The executive director has determined the applications are administratively complete and will
conduct a technical review of the applications.
PUBLIC COMMENT/PUBLIC MEETING You may submit public comments, a request for
a public meeting, or request a contested case hearing to the Office of the Chief Clerk at the
address below. The TCEQ will consider all public comments in developing a final decision on
the applications. The deadline to submit public comments is 30 days after newspaper notice
is published.
The purpose of a public meeting is to provide the opportunity to submit comments or ask questions
about the applications. A public meeting about the applications will be held if the executive director
determines that there is a significant degree of public interest in the applications or if requested by
a local legislator. A public meeting is not a contested case hearing.
If only comments are received on the applications, the response to comments, along with notice
of the executive director’s action on the applications, will be mailed to everyone who submitted
comments or is on the mailing list for these applications.
The executive director will complete the technical review, issue a preliminary decision on the
applications, and a Notice of Application and Preliminary Decision will be published and mailed to
those who are on the mailing list for these applications. That notice will contain the final deadline
for submitting public comments. If a hearing request is timely filed in Response to this Notice of
Receipt of Application and Intent to Obtain Air Permit, the time period for requesting a contested
case hearing will be extended to thirty days after the mailing of the executive director’s response
to comments.
After the final deadline for public comments following the Notice of Application and
Preliminary Decision, the executive director will consider the comments and prepare a
response to all relevant and material, or significant public comments. If comments are
received, the response to comments, along with the executive director’s decision on the
applications, will then be mailed to everyone who submitted public comments or is on a mailing
list for these applications.
OPPORTUNITY FOR A CONTESTED CASE HEARING You may request a contested case
hearing. A contested case hearing is a legal proceeding similar to a civil trial in state district
court. Unless a written request for a contested case hearing is filed within 30 days from this
notice, the executive director may approve the applications. A contested case hearing will only
be granted based on disputed issues of fact that are relevant and material to the Commission’s
decisions on the applications. Further, the Commission will only grant a hearing on issues raised
by you or others during the public comment period and not withdrawn.
A person who may be affected by emissions of air contaminants from the facility is entitled
to request a hearing. If requesting a contested case hearing, you must submit the following:
(1) your name (or for a group or association, an official representative), mailing address,
daytime phone number, and fax number, if any; (2) applicant’s name and permit number; (3)
the statement “[I/we] request a contested case hearing”; (4) a specific description of how you
would be adversely affected by the application and air emissions from the facility in a way
not common to the general public; (5) the location and distance of your property relative to
the facility; and (6) a description of how you use the property which may be impacted by the
facility. If the request is made by a group or an association, the one or more members who
have standing to request a hearing and the interests which the group or association seeks
to protect, must also be identified. You may also submit your proposed adjustments to the
applications/permit which would satisfy your concerns.
Following the close of all applicable comment and request periods, the executive director will
forward the applications and any requests for contested case hearing to the Commissioners for
their consideration at a scheduled Commission meeting. If a hearing is granted, the subject of a
hearing will be limited to disputed issues of fact relating to relevant and material air quality
concerns raised during the comment period. Issues such as property values, noise, traffic safety,
and zoning are outside of the Commission’s jurisdiction to address in this proceeding.
MAILING LIST In addition to submitting public comments, you may ask to be placed on a mailing list to receive future public notices for this specific applications mailed by the Office of the
Chief Clerk by sending a written request to the Office of the Chief Clerk at the address below.

in his 40+ year career.
Dan is my good friend, and
I’ve enjoyed hearing his stories
over the years. He claims to have
nearly lost his hearing when
a British band – calling themselves the Beatles – arrived at the
Houston Coliseum. He said he
didn’t realize that thousands of
screaming females could make
that much noise!
Before Channel 13, he
worked as a reporter at KILT
when that station was at the top
of the charts. At 24, KILT’s owner, Gordon McClendon, sent him
to South Vietnam to send news
reports to all the McClendon
stations. He was the youngest
accredited war correspondent. I
wonder if there are any war correspondents today who are that
young. I doubt it.
Oh, I could go on and on
about what an exciting evening
we had, but I have to wrap it up
somewhere.
My thanks go out to those
Waller classmates – and we are all
classmates, no matter what year
we graduated – who started this
fine tradition. The class of 1965
will handle the hosting chores
next year … and I’m looking forward to attending. I didn’t get to
visit with half the folks I wanted
to, so I need another round.

According to Healy, just 25
years before Prozac, 1 in 10,000
people per year were admitted for
severe depressive disorder--melancholia. Today, 1 in 10 of us are
supposedly depressed.
Today, over 1 in 10 Americans
are taking antidepressants and
these prescriptions are increasing
by a rate of 5-10% a year. Healy
believes there are between 10001500 extra suicides each year triggered by use of an antidepressant.
This is the real zombie apocalypse - today millions of Americans are dependent on powerful,
toxic, mood-altering substances
just to make it through the day.
This apocalypse is just as devastating as the one caused by drug dealers and cartels, and seems to have
become part and parcel of the fabric of America as we move away
from reliance on God towards
secularism.
Our out-of-control psychiatric drug bureaucracy labels almost
every problem as a “mental illness”.
Sleep aids like Ambien warn
the users that they may find themselves driving a car while asleep,
eating, talking on the phone, and
later not being aware of their actions.
Today, millions of junior
high and high school kids (1 in 5
boys) are diagnosed with ADHD,
a “disease” that didn’t exist a generation ago and “treated” with
psycho-stimulant drugs, despite
risks of addiction, heart damage,
and death.
Psychotropic drugs are creating a subgroup of Americans with
an altered mind chemistry, whose
ultimate mental state, though unlikely, may result in suicide, homicide, or other acts of violence,
much like their illegal drug-addicted counterparts. Some become
walking, emotionless zombies.
Peter Gotzche, MD, Cofounder of the Cochrane Collaboration and author of “Deadly
Medicines and Organized Crime:
How Big Pharma Has Corrupted
America”, summed it up by saying, “My studies in this area lead
me to a very uncomfortable conclusion: Our citizens would be far
better off if we removed all psychotropic drugs from the market,
as doctors are unable to handle
them. It is inescapable that their
availability creates more harm
than good.”
When will people wake up
and demand that Congress investigate the connection between
SSRIs and other psychiatric drugs
and murder/suicide?

nothing will be done, which may
just be proof after all of our druginduced “apocalypse.”
