ISO 9001:2008 CERTIFIED CIVIL AVIATION AUTHORITY OF FIJI VACANCY CHIEF EXECUTIVE The Civil Aviation Authority of Fiji (CAAF) is a statutory Authority established under the CAA Act Cap 174A. The Authority is seeking to appoint a suitably qualified, experienced and dynamic professional to the position of Chief Executive to lead and manage the organization and provide leadership and direction to its staff. Reporting to the Board, the key responsibilities of the position will include; Work with the Government to establish the National Civil Aviation Management Plans (NCAMP) and policies and align the same with and to support the ICAO regional and global aviation safety, security, efficiency and environment initiatives and goals. Ensuring that the National aviation legislation/regulations/standards are constantly reviewed, modernised and harmonised to comply with international standards and best practices. Leading the ongoing review and development of the Authority’s strategic and corporate business plan to ensure that it remain relevant and responsive to national stakeholders needs without compromising Fiji’s international obligations. Constantly review and implement the Authority’s functions, structure, staffing, decision support systems, processes and operations and provide leadership to ensure sound corporate governance, greater accountability, enhanced productivity and effective service delivery are achieved. Develop and implement safety education and awareness policies and strategies which would promote behavioural changes that support the development and maturity of safety culture of organisations and people across the aviation industry. Ensure effective implementation of Safety Management System (SMS) across the civil aviation industry and, the State’s Safety Programme (SSP) and balanced integration between the Authority’s compliance and performance based safety oversight systems is achieved. Progress Fiji towards the new ICAO Universal Safety Oversight Audit Programme (USOAP)/Universal Security Audit Program (USAP), Continuous Monitoring Approach (CMA) requirements and update Fiji’s implementations of the SARPS. 1 Sustaining the effectiveness of Fiji’s civil aviation Safety and Security systems by ensuring that the eight critical elements of ICAO are established and implemented across the State’s civil aviation systems. Develop the national civil aviation system performance metrics appropriate for determining the health of Fiji’s aviation industry and constantly monitor the same and develop strategies to address and/or mitigate undesirable trends. The successful candidate should have tertiary qualifications in aviation or air transportation or civil aviation management with proven experience in managing civil aviation organisation or similar systems. Knowledge and experience in civil aviation laws and standards and having the required qualification in aviation technical disciplines will be a significant advantage.
